Oceania Customs Organisation - History history. from 1986 onwards at the Customs Heads of Administration regional Meeting(CHARM OCO Annual Conference of Customs Heads, which was held in niue in 1999. http://www.ocosec.org/history2002.htm
Extractions: History Home Topical Issues Secretariat Documents ... Links From CHARM to the OCO Heads of Oceania's Customs administrations met annually from 1986 onwards at the Customs Heads of Administration Regional Meeting (CHARM). The meetings provided a forum for promoting harmonised and simplified customs procedures, introducing new methods, exchanging information and for generally improved communication between member administrations. By the early 1990's CHARM had a charter and was beginning to act more like an organisation than an annual meeting. By the mid to late 1990's this was even more apparent and it was also clear that the twenty-three members were looking for more assistance than the existing structure and arrangements were able to provide. The Oceania Customs Organisation (OCO) was born out of changes proposed and passed at what proved to be the final CHARM, held in Tonga in August 1998. An external evaluation of the successes of CHARM was initiated in the late 1998 and results were considered at the first OCO Annual Conference of Customs Heads, which was held in Niue in 1999. Delegates to the last CHARM Meeting in Tonga 1998 At the Niue meeting, members developed a
History Of The Northern California Contest Club Club history By Jim Neiger, N6TJ. This regional cooperation extended to the two meterspotting net, where KB6JK, and WA6AHF enjoyed their visit to niue as ZK2ZZ http://www.nccc.cc/history.html
Extractions: By Jim Neiger, N6TJ The concept of a contest-oriented cub in the SF Bay Area was "kicked around" by myself and Rick "The Locust" Hilding, K6VVA around the 1965-1968 period. Rick and I were very active in DX contests as members of the Northern California DX Club and could often be found slugging it out, mano a mano from K6ERV, K6OHJ, K6DXM, WA6GFY, or any other stations crazy enough to host us. I guess Rick and I were among the early "hired guns." Rick acquired his nickname ("The Locust") during these operations, not necessarily for his prowess on the DX bands which was considerable (I still consider him to be the FINEST DX operator, phone or cw, EVER, and certainly of his generation), but rather for his in-contest reputation for cleaning out the hosts refrigerator! Anyway, back to the point: We were frustrated that the members of the NCDXC did not share our interests in launching major club efforts in the contests. The NCDXC-SCDXC rivalry in the ARRL DX contests was HUGE during the 1960s and although the NCDXC members liked the sweet smell of victory when the winner was announced at Fresno (it would be many years yet before Visalia was to be discovered), Rick and I felt that we, and a few others like W6CUF (now W6CF), W6WX, K6ERV, K6AHV (now W6RJ), K6OHJ, W6WB, were "carrying" the NCDXC and that this club really wasnt interested in contesting per se.

Pacific News Member of Culture Gallery Introduction ANGLONESIA Anglonesia is a neologism used here to refer to Australia New Zealand and the United States in the Pacific (ANZUS). The progress from colonialism to independence in the Pacific Islands region (both north and south of the equator) has not brought an end to the influence of the former colonial powers. Presently, there are ten territories or dependencies linked directly to an extraregional government, and five others are constrained in their foreign policies by the terms of their free associaton compacts. Like these territories, the independent states are also affected by the political, security and economic policies of the extraregional powers. There continues to be an overlap of interests between outsiders and islanders, which is likely to persist even as more island stated begin to exert their influence more and more within the region as well as globally. PREAMBLE The Parties to this Treaty United in their commitment to a world at peace; Gravely concerned that the continuing nuclear arms race presents the risk of nuclear war which would have devastating consequences for all people; Convinced that all countries have an obligation to make every effort to achieve the goal of eliminating nuclear weapons, the terror which they hold for humankind and the threat which they pose to life on earth;

Extractions: May 7, 2002 Mr. Chairman and Members of the Committee, I am pleased to be here today to discuss six important international agreements that have been submitted to the Senate for Advice and Consent the Protocol Concerning Specially Protected Areas and Wildlife (SPAW) to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention), or the "SPAW Protocol;" the South Pacific Regional Environment Program (SPREP) Agreement; the Niue Boundary Treaty; an amendment to the Inter-American Tropical Tuna Commission; and two amendments to the Montreal Protocol on Substances that Deplete the Ozone Layer, the "Montreal Amendment" and the "Beijing Amendment." Because these agreements serve important U.S. foreign policy interests, we favor their early ratification. While these agreements address different situations in different parts of the world, they share several common elements. First, any obligations set forth in these agreements can be undertaken through existing statutory authority. No changes in law are required. Second, consensus-based decision-making is the modus operandi for the governing bodies of these agreements, even for those agreements that formally provide for voting. This means that in matters affecting the lives of American citizenswhether it concerns protecting the ozone layer or conserving marine resourcesthe United States can adequately protect American interests. Third, no new costs will be created. And fourth, we understand that U.S. ratification of these agreements is not controversial and is generally supported by the public and private stakeholders.
