A total of 62.9 percent of seventh graders scored at 2.5 or better. This compares to 73.3 percent in 2001 and 71.9 percent in 2000. Questions for the DPI, the State Board of Education, Phil Kirk, Mike Ward, Governor Easley, and members of the General Assembly: (1) What follow-up has there been from the audit panel report issued last December? (2) Were any lessons really learned from last year's math test fiasco? (3) How much longer will NC's children be guinea pigs in the DPI's ill-run testing lab? And most importantly...... (4) Given last year's and this year's massive failures, how can North Carolina parents, teachers, administrators, and students have any faith in any of DPI's tests? It appears that the ONLY gauge of quality of the tests are "reasonable" pass/fail rates. In Lou Fabrizio's words of last spring, we can assume that the "right" numbers are 85% pass, 15% fail. How can we ensure that "no child is left behind" and that no child is unfairly categorized as being "behind" with such shoddy instruments? If the testocrat agenda is to rule the day, when, at the very least, will they use legitimate tests?

In 200102, 87.9 percent of the system's graduates planned to continue their education beyond high school. More than $8 million in scholarships and financial aid was awarded to 2002 graduates. Listed below are provisions of the law, North Carolina General Statute 115C.105.28, quoted from the Report on Education Legislation, 1997 Session of the General Assembly as compiled by Ann Berlam for the State Board of Education. Creates assistance teams to assist schools in restoring safety and order. Allows a school improvement team or parent organization to request assistance from the local board to promote or restore safety and an orderly learning environment at school. Allows SBE [State Board of Education] to send in a team if requested by the local board or superintendent or if the local board fails to act within 10 days after the request by the school improvement team or the parent organization of a school. Gives the same authority to these teams as to teams assigned to low-performing schools. Permits a teacher to request assistance from a school-based committee for disruptive students if the teacher has requested assistance from the principal two or more times. Requires the principal to provide written notification if the recommendations of this committee are not followed.
