This has been the emphasis on provisions that restrict the options schools may pursue in developing and implementing education programs. The Bilingual Education Act has placed restrictions on the types of programs that could be funded under the act, and these restrictions have, in turn, limited school districts options." The report goes on to say that, "in some cases, the emphasis on bilingual education resulted in limited English proficient students being unnecessarily segregated from their English-proficient peers, even after they were able to participate meaningfully in the regular classroom."
