Extractions: Nearly 40 percent of the nation's elementary, middle and high schools spend less than $5 per student on software a figure which proves that technology has yet to permeate all subjects and lesson plans, said Sue Kamp, SIIA's director for the education market division. "It's just peanuts," Kamp said. "And it shows that if schools only have that amount to spend, they are not spending it on the entire curriculum but on targeted areas." SIIA research did not turn up a single subject as the most popular for software sales but instead clustered buying in reading, science and arts. "One of those is ahead, but not consistently." SIIA also noted in its "1999 Education Market Report: K-12" an upward trend in schools' purchase of administrative software. "One future trend we are predicting is an effort to make sure administrative and instructional systems are integrated," Kamp said.

Extractions: Last fall, Carlow College completed construction of the A.J. Palumbo Hall of Science and Technology, a student-centered learning facility designed to foster collaborative learning between instructors and students. In addition to 12 classrooms, the 95,000-square-foot building holds 14 teaching laboratories, including specially designed labs for microbiology, anatomy and physiology, botany, zoology, ecology, cell biology, chemistry, genetics and physics. The facility features research labs, as well as a greenhouse, darkroom, bio-chamber and onsite reference library. The workspaces in the classrooms and labs are organized in small groups instead of traditional long rows to foster interaction between students and faculty. The environment is meant to encourage learning through interaction and communication while accenting the importance of team dynamics and interpersonal communication skills. Open spaces on each floor were designed so students could study together, and windows and skylights throughout the building open up the classrooms to allow natural light into the rooms. More than 1,000 computer outlets were incorporated into the design to allow students access to outside sources of information.

The project began in 1984 with a legislative initiative to study the development of uniform library databases. The first funding was in 1988 at $300,000/per year. Funding increased to $1,000,000 in 1993. SUNLINK is an initiative of the Florida Department of Education, School Library Media Services Office. An advisory group, the SUNLINK Task Force, consists of district library media supervisors from state K-12 school districts. Expand Access to High Quality Early Child-Care and Education. Research documents the link between quality early education and educational outcomes. According to the Rand Corporation, every dollar invested in early childhood education ultimately saves taxpayers several times as much in remedial education, unemployment, welfare, and the criminal justice system. Pennsylvania should expand its current subsidy program so that more working families have access to quality child care. To attract and keep qualified teachers in early education, the state should also subsidize child care providers that agree to pay teachers higher wages and benefits as their education and experience increase. Washington state has demonstrated that such a child care teacher career ladder can improve quality by slashing turnover. Launch a Smaller Classes Initiative and a Pilot Small Schools Program.
