Administrative staff present : Dr. Thomas Bailey The meeting opened with Laura reminding the members that the council meetings were not a forum for personal issues, it is intended for system-wide, or at least building-wide issues. Dr. Bailey took us on a tour of the oldest part of the administration building. We saw that the building was in bad shape and, in places, presents a health hazard. Dr. Bailey informed the members that the amount spent per child for education in the Oak Ridge School System is $8700, however, if you take out the preschool, which is funded by grants for the most part, the amount spent is $8300. Discussion about the Capital Improvement Plan (CIP) involving the Administration centered on the Planning Commission delaying the project for 11 years. It has been put off until next year at this point. The preschool building has also been put off for this year.

As part of the Kids Explore Boxes program, parent group members compile books, games, puzzles, and software into themed kits. Twice a week, Pioneer students visit a parent-guided classroom, where they explore the boxes, research a topic they discover that appeals to them, create a project to show what theyve learned, and then share it with others. To know how special our PTO is, you have to realize where we started from. At times, we felt like the only thing the PTO did was raise money. The only thing the teachers did was spend money. Attendance at PTO meetings was low. But through diligent effort, teacher and parent participation has increased in every area, with two family nights per year, one major fall fundraiser, parent involvement in the classroom, science fairs, Earth Day, a publishing center, and new playground equipment. A long list of volunteers now helps our school motto come to life: Parents and teachers working together striving for excellence.

Extractions: As a children's poet, I have made hundreds of visits to schools for poetry assemblies, classroom writing workshops, teacher trainings, and PTA/PTO events. While I've enjoyed all of these events, some visits were definitely more valuable for the participants than others. I'm convinced that the difference between a successful author visit and one that wastes everyone's time and money is a little advance preparation by the school's teachers, students, and parents. A. Finding an Appropriate Author Have you ever had an author visit your school who wrote wonderful books but was not an enthusiastic or motivating performer? Not every author is as good at presenting their material in person as they are at writing or illustrating. Some authors are better at handling big groups. Some are better with small groups. Some want to talk about their latest book. Some want to talk about the process of writing or illustrating. The best way to make both you and the author happy is to spend a little time and effort searching for the right author for your particular needs.

The focus will be on two metacognitive reading comprehension strategies: schema and questioning. These strategies are two of seven strategies that have been identified by the research as things good readers do to help them understand what they read. The October article will focus on the strategy of schema. November will describe questioning. Activating schema means making connections. Making connections enhances understanding of what is read. Good readers use all of their prior experiences and background knowledge to fuel these connections. Connections fall into three categories: text-to-self, text-to-text, and text-to- world. A text-to-self connection involves comparing what you have personally experiences with what you read. We teach kids to say, "that reminds me of," followed by a personal experience they have had. Older students, who are more sophisticated evaluators, are also able to make text-to-self connections when the text contradicts personal experience. Text-to-text connection involves comparing what you are reading to other books you have read. Comparisons can include all elements of a story: plot, setting, characters, problem, resolution, etc. We also speak of "Author Schema" when we compare the characteristics of a series of books by the same author.

Increasingly, that image comes not from PTA's, but from "PTO's" or Parent Teacher Organizations, independent parent groups that choose to organize at schools without any affiliation to the national Parent Teacher Association. Why the change? Parent activists are finding an increasing divide between the purposes of their state and national PTA leaders and their own objectives. And they're therefore withdrawing their memberships and forming PTO's. Since 1966, PTA membership has dropped from 12 million to 6.6 million, even as student enrollment has risen from 31 million to 52 million. In response to budgetary cutbacks, the PTA raised its dues a few years ago and 400,000 members dropped their membership. This spring, parents in 22 school districts in Utah dropped out. In some states, PTA membership has dropped as low as 6 percent. Two reasons for these departures seem to dominate, and the national PTA appears unwilling to address either.

Extractions: How Do You Involve Parents and Guardians? I. Whose Responsibility? A common plea heard throughout the nation is that we must put our "Children First!" That is, first in consideration for school funding, after school programs and physical protection. Politicians have been among the earliest converts to this type of thinking, as evident in the frequency with which the "educating for the future" and "Children First" epitaphs are used during election campaigns. Unfortunately, these notions are premised on the assumption that parents/guardians, as well as educators, already have all the tools needed in order to teach children how to be successful, safe and well-behaved students. For example, many parents/guardians believe strongly that no one has the right or the obligation to teach morality to others, especially to their children, citing freedom of expression and fear of excessive governmental intrusion as key motivators. While people of good intention disagree on whether these concerns are valid, the fact remains that parents/guardians believe (and rightly so) that the job of teaching children right from wrong is theirs. However, parents/guardians have a hard enough time juggling work, family obligations and the often ill-fated attempts at maintaining a social life, that they are already struggling to keep up with the "responsibility" of helping their children with homework, teaching them about sex, AIDS and drugs. And most importantly, it is probably an understatement to say that parents/guardians struggle to find the time (and techniques) to "consciously" teach their children character and moral development.
