Proponents for the independence of Puerto Rico under the Puerto Rican Independence Party have never been able to increase their forces to more than 5% of the population. There have been various plebiscites trying to solve the status problemthese have been won by the proponents of the Commonwealth status.However the Statehood proponents, mainly the Partido Nuevo Progresista (New Progressive Party),who at the present controls the government, insist on a new plebiscite and are actively working in the US Congress to that effect. As you can see there is some room for entertainment in watching politicians do what they must do getting involved in this and other interesting points of Puerto Rican politics. Puerto Ricans with their sense of humor usually give a tone of comedy to some of those differences keeping however well aware of the serious significance of these in their lives and in the future of the island.

Extractions: In recent conversations with half a dozen people who are accustomed to moving in the island's business circles I've heard several misconceptions. "If you counted the off-the-books economy, Puerto Rico would be richer than any state," one fellow said to me recently. He cited a statistic suggesting that 30 percent of the island's economic activity is unreported. Assuming that figure is correct, however, (another serious estimate I've heard is 24 percent) and assuming that there is zero off-the-books economic activity in the United States, a 30 percent increase would still leave Puerto Rico with significantly lower per capita income than any state. Aside from drug dealing, the vast majority of that unreported income consists of people cutting lawns and trimming hedges for very low pay. Those who would diminish Puerto Rico's economic challenges also like to cite the high sales of luxury cars and the record-setting per-store sales recorded at local retailers such as JC Penney, whose Hato Rey store outsells any other in the chain. What they don't take into account is that despite the recent building boom in retail space, Puerto Rico still has far fewer square feet of retail space per capita than the United States. Sales are concentrated in fewer stores. An importer sells a lot of Mercedes-Benz cars because there is less competition. Another factor inflating those sales figures is the negative savings rate in Puerto Rico. If people spend a lot of money it doesn't necessarily mean they're wealthier than we think. It also means they have more debt than is reasonable.

Protests erupted on the island after a stray bomb claimed the life of one Puerto Rican civilian employed by the Navy and injured four others in April. Popular outrage over the incident forced Puerto Rico's Governor Pedro Rosello to form a Special Commission on Vieques, which recommended an immediate and permanent cessation of military exercises on the island. A second panel, however, was formed by the Pentagon and issued a recommendation to the Clinton administration that, while live-fire exercises should be phased out over the next five years, to order an immediate halt to the operations would endanger "national security."

That's when tens of thousands of workers promise to walk off their jobs to protest the pending sale of the government-owned telephone company to a consortium headed by Stamford-based GTE Corp. A strike of that magnitude could bring the island to a standstill. Some polls indicate that more than 65 percent of Puerto Ricans oppose the sale. Many opponents of the sale contend that the telephone company is a sacred cash cow. La Telefonica employs about 8,000 people, one-third more than other similarly sized American companies. But the company is technologically up-to- date and probably could operate efficiently with fewer than 8,000 employees. Although it still charges 10 cents a call on pay phones, La Telefonica makes a profit from the monopoly it has on intraisland calls. The profits help hold the line on taxes and fund education. Gov. Some of his most famous and beautiful compositions are: Rafael Hernandez composed Christmas music, Zarzuelas, Danzas, Congas, Guarachas, Rumbas, Boleros, Romanzas, Operetas, Plenas, Valses and much more. Much of his music has reached world fame. The music of Rafael Hernandez forms an important part of Puerto Rican Culture. His songs and tunes bring beautiful nostalgic memories to most Puerto Ricans on the island, and those whose reside in the USA and elsewhere.

Until recently communication throughout Puerto Rico was done the old fashioned wayeither through telephone or driving to another facility or jurisdiction to deliver material or hold meetings. In 1995 Puerto Rico's governor, Pedro Rossello, created the Governor's Information Systems Committee (GISC) and put the Office of Management and Budget (OMB) director, Jorge Aponte, in charge. With a strategy to integrate applied and innovative technology throughout Puerto Rico, GISC's objective was to have all government facilities linked and operating 24 hours a day, seven days a week by the end of summer 2000. With a goal to automate the government's information systems, Aponte put together a proposal request for a new and expanded network solution that would improve service delivery to all Puerto Rican citizens. The new solution was also to provide voice, data, and electronic image or video transfers within Puerto Rico for all government services available in electronic format.
