Reviews Starting with the Bay of Pigs invasion, in April 1961, Florida-based terrorist organizations have repeatedly invaded Cuban territory (air space, waters and land). The most awful terrorist action occurred on October 6, 1976, when a bomb planted aboard a "Cubana Airlines" plane exploted after the passenger jet took off from Barbados, killing all 73 people aboard-57 Cubans (including the entire fencing team), 11 Guyanese and 5 North Koreans. On October 14 Cuban exiles Orlando Bosch (a former CIA agent) and Luis Posada Carriles, along with two Venezuelans, were arrested, charged with the bombing and imprisioned in Venezuela. They were acquitted in September 1980 because of friendly ties to the Venezuelan government. Cuba protested, saying that Venezuela knew they were "acquitting the guilty". The prosecution appealed and in November 1981 the Venezuelan government asked Cuba for further evidence against the four and Cuba complied in December. There were two more acquittals of Bosch, the third on August 7, 1987. The prosecution did not appeal, which meant Bosch was allowed to leave the country. He arrived in Miami in February 1988 and was taken into custody for a 1974 parole violation (Bosch had been convicted of a 1968 bazooka attack on a Polish ship in Miami and sending death threats to the heads of state of France, Italy and Spain because their countries trade with Cuba).

But like a monument or fence, marine boundaries DO require maintenance! Poorly maintained boundaries can impair enforcement of environmental, fishing, and other regulations along that boundary. Further, it must be recognized that no agency places a marine boundary that doesnt affect multiple other agencies. This paper presents a brief primer on marine boundaries, followed by 3 case studies. Primer on Marine Boundaries Most marine boundaries are projected from a baseline, which consists of discrete points selected along the shoreline. The figure above illustrates our first problem Where is the shoreline? USGS topo maps typically display either the mean sea level or the mean high water line, while NOAA nautical charts typically show the mean lowest low water line. (Always check your map to see which datum was used). Various states use different water levels to mark the division between private lands and state controlled territory. Note that federal offshore boundaries are measured from the mean lowest low water line.

Extractions: Earlier this year, I think it was around June, a group of about 11 citizens from the town of Aguadilla decided they were going to take a case to the Federal court in San Juan, namely they insisted that as Puerto Ricans, as U.S. citizens, they had a right to vote for the U.S. President. They took this case to court and some of us were quite surpised to hear that Judge Jaime Pieras in San Juan actually agreed with them, citing that the right to vote is based on citizenship not based on residency. About a month before the election, the first circuit court of appeals in Boston ruled this is unconstitutional, this is a joke. The Puerto Rican Supreme Court ruled only a couple of days before the election, this thing is null. It is invalid. The law that established the presidential election in Puerto Rico is unconstitional. So literally millions of dollars were spent printing up ballots that were never used.

Additional estimates range from 100 to 3,930 x 10 sq km (Kleypas, 1997), which suggests the great difficulty scientists have in making even first order attempts to define regional and global reef area. Differences in estimates for similar regions mostly reflect biases based on methodology and a general lack of information.
