So what does it really take for someone to be elected? He - or she - must have the will and stamina to campaign for endless hours. Additionally, his supporters must believe that he has the charisma that will be necessary for him to win. A person of this personality type is rare. He was adamantly opposed to American involvement in the Gulf War and urged senators to vote against the war resolution in the fall of 1990. By the late summer of 1991, with Bush still riding high in the polls in the afterglow of the successful outcome of Operation Desert Storm, Perot began to consider a run for the presidency. Perot did polling, contacted political experts and started to lay the groundwork for a national campaign. In what would become frequent appearances over the next four years, Perot used the medium of CNN's "Larry King Live!" on February 20, 1992 to communicate for the first time his intentions to run if his supporters succeeded in getting his name on all 50 state ballots. With the Democrats dickering between two candidates with major public flaws, former Senator Paul Tsongas and Arkansas Governor Bill Clinton, Perot's poll numbers rose rapidly. On March 30, Perot named retired Navy Vice Admiral James Stockdale, an Annapolis graduate, a former POW and a lecturer at the Hoover Institute at Stanford University, his provisional Vice Presidential running mate. By April, 1992 he was clearly competitive with both President Bush and the presumptive Democratic nominee, Clinton. In several national polls, Perot was found to be in a statistical dead heat with both Bush and Clinton.

This time Perot said he would run - not simply as an independent presidential candidate as he had done in 1992 - but as the candidate of a new independent political party, the Reform Party. For all of his eccentricity and - some would say - egocentricity - Perot had a vision for the country and for the party he had finally decided to create. His 20 million votes in 1992, a populist revolt against special interest, two-party government, showed him that Americans wanted changes in the governmental process. He had listened carefully as those of us known as the "independent party-builders" urged him to take the next step and re-invest the movement in creating a new party. On September 25, 1995 he announced that he had decided to take the plunge. And that's when the trouble began. Perot engineered the Reform Party to be open to all, regardless of their political views or background. He had an innate sense of how standing up against tyranny and for democracy can unite Americans across the spectrum. But for all of his wealth and experience in the business world, he was, in some respects, naive about how quickly and forcibly corruption would envelop the Reform Party. He and his vision were ultimately betrayed by numerous political sharks that entered the independent waters to prey upon him and the movement he had shaped.

You are helping to put the most important issue of our time on the political map. But Florida changed all that - and that's a good thing for the American people - because now the issue of the state of our democracy is front and center where it belongs. But, the more popular these issues become; the more pervasive the concern with political corruption becomes; the more we work to design and enact electoral reform the more we run up against a basic contradiction. The Democratic and Republican parties - which hold all the positions of governmental power from the Executive, to Congress, to the courts - have been consistently unwilling to go all the way on electoral reform. Why? Because going all the way on electoral reform means confronting and eliminating the two party bias in our political and governmental system. This is something the two parties don't want to do because that bias gives them an electoral advantage that they do not want to give up. What we learned from Florida - and I understand that people have very different and very passionate feelings about the outcome of Election 2000 - but what we all learned from Florida is that the entire institutional framework of our elections is partisan. Every step along the way, the actions taken were based on partisan interest. There was no neutral arbiter, no truly non-partisan institution in the mix that could stand up for the process, which means for the people. Our political process has been overwhelmed and undermined by a two-party bias that has corrupted our democracy. We must all be prepared to challenge that bias - and to restructure our political process and its regulatory institutions so that democracy, and not party interest, dominates.

To form a political party in Maryland, a group of voters must file a valid petition in a timely manner with the State Board of Elections . To retain party status, however, either the party's candidate must poll 1% of the entire vote in the next general election, or at least 1% of the State's registered voters must be affiliated with the party by year's end (Code 1957, Art. 33, sec. 4-103).
