In 1948 the Communist government came to power and took control of nearly all aspects of the economy. Through a series of five-year plans, the Communists transformed Romania into an industrial nation. The economy grew considerably during the first part of the Communist period, but by the 1980s it had slid into decline, and shortages of consumer goods and degradation of the environment had become widespread. After the Communist government was overthrown in 1989, the Romanian economy virtually collapsed. Although dominated by former Communists, the new government began taking steps to reform the economy in the early 1990s. These steps included devaluing the national currency, removing government subsidies on most consumer goods, and converting some state-owned companies to private ownership. Romania's modern economic development dates to the opening of maritime trade routes to western Europe in the early 19th century. After independence in 1878, exploitation of the cereal lands, forests, and oil fields was complemented by a policy of encouraging industry, but, in spite of considerable success, Romania still had a predominantly agrarian economy at the end of World War II. The communist regime concentrated on the expansion of industry, with priority given to the heavy industries of metallurgy, chemicals, and engineering. Industrialization was assisted by a flood of cheap labour from rural areas, where collectivization and discriminatory price-fixing meant that farmers not only lost their own holdings but secured only modest returns as farmworkers. It also benefited from close economic integration with the Soviet Union, which secured markets for manufactured goods while supplying raw materials and fuels at relatively low cost.

The constitution directs the state to implement free trade, protect the principle of competition, and provide a favorable framework for production. The constitution provides for a President, a Parliament, a Constitutional Court and a separate system of lower courts that includes a Supreme Court. The president is elected by popular vote for a maximum of two 4-year terms. He is the Chief of State, charged with safeguarding the constitution, foreign affairs, and the proper functioning of public authorities. He is supreme commander of the armed forces and chairman of the Supreme Defense Council. According to the constitution, he acts as mediator among the power centers within the state, as well as between the state and society. The president nominates the prime minister, who in turn appoints the government, which must be confirmed by a vote of confidence from Parliament. The Constitutional Court adjudicates the constitutionality of challenged laws, and decides on appeals from the regular court system concerning the unconstitutionality of laws and decrees. The court consists of nine judges, appointed for a term of 9 years. Three judges are appointed by the Chamber of Deputies, three by the Senate, and three by the president of Romania.

Public confidence in the government is dwindling, the economy has reached its lowest point since the collapse of Communism in 1989 and the conflict in Kosova has only intensified that economic deterioration. Prime Minister Radu Vasile is grappling with a situation that is spiralling out of control. Consequently, the position of Vasile and his government is increasingly threatened. Could this threat lead to collapse? The 1996 Romanian elections saw Emil Constantinescu (pictured) chosen as President and a democratic coalition brought to power with a convincing majority. May 1999 saw Prime Minister Vasile confronted with the Cabinet's second vote of no confidence in five months. Luckily, Valsile survived - defeating the leftist and nationalist opposition by a vote of 248 to 147. Vasile then told the assembly "The problems now facing the country are extremely difficult, and we must learn to show solidarity... in order to weather this period" (Reuters, 20 May 1999). Solidarity is a necessity if Romania is to overcome its debt-servicing peak which is expected to reach USD 900 million this month. The nation is becoming sceptical, however, and any links of solidarity are tenuous. Austerity is taking its toll. Ten years after the fall of Communism, Romania faces a third consecutive year of a contracting economy. Average monthly wages of USD 100 are among the lowest in Europe. Prices are rising, taxes are high and the banking sector is crumbling.

Three Members of Parliament from the Greater Romania Party (PRM) and two from the Party for Social Democracy in Romania (PDSR) travelled to Iraq this week. Unfortunately, the visit was not sanctioned by Parliament—any official visit has to be authorised by the Permanent Bureau of the Chamber of Deputies. A PRM spokesperson said that three members of the party had gone to Baghdad with the agreement of the PRM leadership and that Parliament had been informed. PDSR were less clear. While party Vice-President Viorel Hrebenciuc said that no PDSR member was in the delegation, another spokesperson said that if members had gone to Baghdad without permission they would face the consequences on their return. The Iraqi news agency reported, "The airplane, transporting a parliamentarian delegation coming to express their solidarity with the Iraqi people, landed on the international airport Saddam."( Monitorul , 12 February 2001) As the week progressed the emphasis of the story changed. Prime Minister and PDSR leader Adrian Năstase said that the members of his party were visiting Iraq as part of a UN approved mission under the "food-for-oil" programme. Năstase said that the parliamentary delegation included businessmen who were preparing for re-establishing relations with Iraq should UN sanctions be lifted. He said that the PRM members were private individuals and not part of the delegation.
