Extractions: The Dying President Franklin D. Roosevelt, the 32nd president of the United States, was elected to an unprecedented third term in 1940. It was during the end of this term that FDR's health began to decline. The strain of leading the country through World War II had begun to take its toll. Exhausted from a summit in Teheran with Winston Churchill and Josef Stalin at the end of 1943, FDR's health began to deteriorate rapidly after his return. Months passed and the President did not bounce back. He lost weight, his face thinned, and he suffered shortness of breath. At first, FDR's personal physician, Vice Admiral Ross T. McIntire diagnosed the President's problem as the "flu" and bronchitis. Not satisfied with the diagnosis, FDR's family wanted a second opinion. Dr. McIntire arranged to have the President examined at Bethesda naval Hospital in March 1944 by Dr. Howard G. Bruenn. Dr. Bruenn, a cardiologist, found that FDR was suffering from hypertension, heart disease, left ventricular cardiac failure, and bronchitis. He recommended that FDR be given digitalis, put on a diet, and have bed rest. No one told the President of his serious condition, and he never asked.

Roosevelt or FDR, as he was popularly known is credited with pulling the country out of the Depression and leading it through much of World War II. Roosevelt was born in Hyde Park, New York, on January 30, 1882, graduated from Harvard in 1904 and studied at Columbia Law School. He ran for the New York Senate as a Democrat, won and fought the ward politicians of the state's Tammany Hall. President Wilson appointed Roosevelt assistant secretary of the Navy, a post he held from 1913 to 1920. Roosevelt helped the Navy mobilize for World War I. In 1920, the Democrats nominated him for vice president, but the ticket lost and he returned to private life. While on vacation in August 1921, Roosevelt caught polio. Over the next few years, he worked hard to rehabilitate himself and kept in touch with party leaders. He returned to national politics on crutches in 1924, nominating Gov. Alfred E. Smith for president at the Democratic convention. Roosevelt was elected governor of New York in 1928. After the Depression hit, his legislation foreshadowed that of his New Deal. He was re-elected in 1930 by a large majority. In 1932, Roosevelt won the presidential election in a landslide, carrying 42 states. In his inaugural speech he told Americans, "The only thing we have to fear is fear itself." His first 100 days in office are famous for the amount of legislation he proposed and Congress approved to alleviate suffering from the Depression. In international politics, his administration recognized the Soviet Union in November 1933, exchanging diplomatic representatives for the first time since the Russian Revolution of 1917.

He led the United States through two of the greatest crises of the 20th century - the Great Depression and World War II. He was born on 30 January 1882 at the family estate in the Hudson River Valley of New York state. Roosevelt attended a strict boarding school and Harvard but was an unexceptional student. In 1905 he married Eleanor Roosevelt, niece of president Theodore Roosevelt whose example Franklin had long admired. Five years later he was elected to the New York Senate, where he quickly came to national attention as a rising Democratic politician. Roosevelt loved the sea and naval tradition. Working for the navy during World War I, he achieved a reputation as a capable young administrator. In August 1921, he suddenly fell ill with polio. The attack was severe and left him unable to walk without braces or a cane. In the years that followed, he worked doggedly to regain the use of his legs and to remain a national political figure. He was helped by his wife who acted as his substitute at political meetings. In 1928, Roosevelt was elected Governor for New York and four years later became the Democratic nominee for president. Winning by a landslide, he ushered in a New Deal programme of economic reforms to try to alleviate the Great Depression. "The only thing we have to fear is fear itself", he told the nation in his inaugural address. The economic crisis lessened slightly and Roosevelt won a second term in 1936 backed by farmers, labourers and the poor.

Roosevelt broadened the scope of executive power at home by leading a fight for reforms that limited the power of great corporations. Woodrow Wilson enlarged the presidency during World War I (1914-1918). After the United States entered the conflict in 1917, Wilson rallied public support for the war effort. He won widespread praise for his pledge to help make the world safe for democracy. After the war, Wilson led the drive to establish the League of Nations, an international organization dedicated to maintaining peace. Perhaps no one expanded the powers of the presidency as much as Franklin D. Roosevelt. He became president during the Great Depression of the 1930's and took extraordinary measures to combat the severe business slump. Roosevelt won public acceptance of his view that the federal government should play a major role in the economy. Largely as a result of strong popular support, he got Congress to adopt a far-reaching program called the New Deal. This program created work for millions of Americans and strengthened the President's role as the nation's legislative leader.

We would not admit that we could not find a way to master economic epidemics just as, after centuries of fatalistic suffering, we had found a way to master epidemics of disease. We refused to leave the problems of our common welfare to be solved by the winds of chance and the hurricanes of disaster.
