Home of the Roughriders, Regina has to be experienced to be truly appreciated. Regina is the commercial and financial centre of the province. Since the first pioneers first homesteaded in the early 1880's, local residents have transformed the flat, treeless prairie into a city of shaded parks and streets. Wascana Centre, is a 920 hectare area in the heart of Regina where the man-made Wascana Lake is situated. The park is the location of the Saskatchewan Legislative Building, the Royal Saskatchewan Museum, the Saskatchewan Center, and the Saskatchewan Science Centre. Regina became the "Home of the RCMP" in 1885, when the Royal Canadian Mounted Police chose the city as the site of its headquarters. Extractions: January 3, 1911. p.4 In its annual review of the growth of the cities of Western Canada during the year just ended, the Winnipeg Free Press publishes interesting statistics, a study of which go to show that Saskatchewan and Alberta cities are developing with amazing rapidity, and are year by year carrying out those public improvements which are giving them a permanence and solidarity that will in a very few years more rank them with the best cities of Eastern Canada. In the course of a few introductory remarks on the building record, the Free Press said: Although none of the Saskatchewan cities have as yet reached the same population as that of Edmonton, nevertheless Regina and Saskatoon are making rapid progress in that direction, and in both cases their building permits exceed those issued by the Alberta capital. It might be added that although the Saskatchewan cities have not yet reached the twenty thousand mark in population, they are showing remarkable activity in so far as building is concerned. Saskatoon increased 218 per cent., Regina 212, and Prince Albert 386. Moose Jaw permits are slightly below those of the previous years, but, what that city has lost in buildings it has made up in municipal improvements. On the whole, it might be said that Saskatchewan cities have shown the fastest gait of any of the prairie provinces in so far as new buildings are concerned. In many instances the figures given by the Free Press are estimates based on actual returns for the greater part of the year, and a conservative compilation for the balance of the year. The statistics given by the Free Press under different heads for the four Saskatchewan cities are as follows:

Extractions: January 6, 1910. p.4 Recent issues of the Winnipeg Free Press contain a mass of interesting and valuable data, indicating the tremendous development which has taken place in the three prairie provinces of Canada within the past few years. Great as that development has been it has only just begun and the record for the next few years, unless all signs are awry, will far eclipse that of the past decade in its issue of the 4th instant, the Free Press devotes a page to the Growing Cities of Greater Canada, and in an introductory note says: When the last census of the Dominion of Canada was taken in 1901 the whole of the vast territory between Winnipeg and the Rock Mountains contained but two cities with populations of 5,000 or over. Since that time many cities have sprung into being and today they have the appearance of being busy commercial centres with imposing buildings, modern pavements, municipally owned and successful public utilities, such as street car services, electric light, power and water plants. Their populations have grown with remarkable rapidity, a result that could not be otherwise in view of the rapid settlement of the land in a decade, during which the attention of the world has been directed, as never before, to the wonderful fertility of the Western Canadian prairies. These new cities are starting out with the advantage of having for their guidance the experience of centuries of city building and from this they are only taking for example that which is best suited to the country.

Note that 100 equals the indexed, average cost of doing business in the U.S. Saskatchewan businesses enjoy many advantages over their counterparts in other parts of North America. Some of those advantages include: lower land and housing costs; a highly-skilled workforce; a diversified economy; a reasonably priced and reliable supply of electricity, natural gas, water and telecommunications services; a comprehensive, quality education system and a health care system that is second to none. As well, competitive labour costs and employer-provided benefits are major cost advantages for Saskatchewan. Among the 42 Canadian cities in the report, all four Saskatchewan cities rank better than the Canadian average (the overall cost leader among all countries with a cost index of 85.5 representing a 14.5% cost advantage over the U.S.) with Prince Albert at 83.4, Moose Jaw at 83.6, Saskatoon at 84.9 and Regina at 85.3.
