Section 44-20-240 of the South Carolina Code of Laws, as amended, states that the South Carolina Department of Disabilities and Special Needs has authority over all the state's services and programs for the treatment and training of persons with mental retardation, related disabilities, autism, head injuries and spinal cord injuries. The Department's mission statement is based on this mandate and includes input from consumers, parents and family members, advocates, service providers and staff. Most individuals with severe lifelong disabilities are eligible for services from the department. Services are provided to both children and adults. As these individuals require services for decades there is virtually no turnover in the system to accommodate new persons needing services. These new individuals will be children who are born with severe disabilities and adults and children who survive severe physical trauma due to advances in science and medicine.

And they see them as professionals and leaders in the community. Through school-sponsored mentoring programs, students meet adults - many of them who are deaf or blind - in the Spartanburg community. Mentoring programs are designed to give students role models, to develop their socialization skills and to increase their expectations.
