Extractions: K-12 SCHOOL TECHNOLOGY INITIATIVE Mission To provide all public schools and public libraries in South Carolina with high speed, efficient and cost effective access to the Internet and to SCINET, the statewide data backbone. Status In 1997, South Carolina was the first state in the nation to have all public libraries connected to the Internet and one of the top 3 states to have all public schools connected to the Internet and a high speed, statewide, digital backbone. High speed data and Internet access allows schools in South Carolina to forge new learning experiences for all students in all grades. High speed Internet access allows all libraries to offer every citizen the chance to bridge the digital divide and benefit from all that the Information Age offers to enrich their lives. Management The K-12 School Technology Initiative is funded by the South Carolina Legislature to ensure that all schools and libraries can participate. Costs for this network are managed efficiently and effectively by the K-12 School Technology Coordinating Committee, which takes advantage of high volume statewide contracts for equipment and services, thereby reducing the overall cost of the network. The Federal E-rate program is also utilized to defray a portion of the expenses. Additionally, the network is centrally managed by the Office of Information Resources, freeing the schools and libraries from the difficult task of maintaining a large, complex, ever-evolving telecommunications network.

And what I tell them is that our progress in public education is the result of your hard work, your creativity, and your determination. I stand on your shoulders. You are giants. Truly, you are South Carolina heroes. Several years ago, South Carolina raised the bar for its K-12 education system. In approving the landmark Education Accountability Act of 1998, the General Assembly finalized statewide academic standards for every school, every grade, and every subject. These new standards were as rigorous as any in the world. And we are creating better learning environments: Our students have made significant, and in some cases dramatic improvements, in statewide PACT testing. We have seen gains across all grade levels, subjects, and demographic groups.
