In an effort to achieve this goal, Hagerstown's Comprehensive Plan and Downtown Master Plan recommend many strategies to help foster revitalization of the Downtown. These strategies can be grouped under the following five policy statements: Improve the environment of the Downtown. Market the features which make the Downtown unique. The following outlines the activities which have been implemented and which are in the planning stages under the above categories. Improve the Environment The City and the Chamber of Commerce continue to implement the Downtown Enhancement Plan's (click here for map) infrastructure improvements recommendations: Gateway and pedestrian enhancements Improvement of public parking facilities Redesign of Public Square Designation of an Arts and Entertainment District To enhance the public's perception of safety in the downtown area, the Hagerstown Police Department provides community policing support with bicycle and motor vehicle patrols on a regular basis, as well as beat patrols of the Public Square area on the evenings of cultural events at the Maryland Theatre. Within the past five years, the City has enacted its redevelopment authority to acquire strategic downtown properties to facilitate redevelopment. In 1994-1996, the City renovated and fully leased the buildings in the northeast quadrant of Public Square, known today as the Elizabeth Hager Center. The City transferred ownership of the Delta Building to a private developer in 1999. Other city-owned buildings available for redevelopment are the Tri-State Building, the Baldwin House Complec, and the Tusing Warehouse. Extractions: Almira was founded more than a hundred years ago as settlers came to claim the good farmland they had heard about. Charley and Almira Davis were among the first, and his goal was to be a storekeeper, supplying those pioneers with the goods they needed. He established a post office in 1889 and named the town Davisine, but a few years later as the town was being platted, the name was changed to Almira. People came to this area in response to ads by the railroad, encouraging settlers as they told of the fertile land and bountiful water supply. Settlers came by the hundreds, hungry for a chance to actually own their own land and make a better life. The town was established and it began to flourish. There were 17 rural one-room schools and eventually, a high school in town, as well as its own elementary school. As transportation became less of a problem and students no longer had to walk or ride horse back, the schools combined. Finally, in 1940, all the rural schools were consolidated into the district as we now know it. We may have a small school, but that doesn't keep the local kids down. Between 85 to 90 percent of the local students continue their education in one way or another. Athletes compete with the best of them, with one athlete, 1987 AHS graduate Kari McKay, taking part in Olympic Trials in February 2000.

One of the requirements was for Michigan to assist Wisconsin in becoming a separate territory. In the 1600âs, French Canadian explorers found the Potawatomi to be ârelatively sedentaryâ forest dwellers who farmed, hunted, fished and trapped in the fertile, swampy Calumet River region. English settlers arrived at the beginning of the 18th century, intermingling with the French traders and priests. The Potawatomi suffered through the French and Indian War (1755-1763) and the Revolutionary War ten years later. Some of the Potawatomi intermarried with French and English settlers and continued to live in the region, while others were forced west to reservations in Iowa and Oklahoma after the Blackhawk War of 1835. The first white settler to the area was Joseph Bailly, a fur trader. He established a home and fur trading post in 1822 to do business with the Potawatomi Tribe. The original site and some of his buildings are preserved and open to the public at the Indiana Dunes National Lakeshore. Mau-Me-Nass, a Potawatomi woman was the first owner of land in what is now Chesterton. She received the land from a government treaty. It passed on to her father, Pier Moran, and eventually to the Thomas family. In 1852, the William Thomas family platted the original downtown area of 46 lots into a village named Calumet, which is now the original platted area of the Town of Chesterton. The arrival of the Michigan Southern and Michigan Central railroads into Westchester Township in 1852 was the incentive the Thomas family to plat the Town. A railroad station was established in Chesterton. Since it was the only station in Porter County until 1872, the Town became an important railroad shipping center. At one time, the Michigan Central ran 24 trains a day through the Town.
