Barrowes Here in the U.S., we have a few examples of privately run businesses that we can compare with government-run monopolies. United Parcel Service (UPS) is one example. This private company ships almost twice as many parcels as the U.S. Post Officeand usually does it faster or cheaper. One reason is that the U.S. Post Office hasnt had to face the tough choice of either matching the competition or going out of business. Also, the Post Office pays considerably higher wages for comparable work, and we (the customers) ultimately pay for it. Many Americans have learned that a government-run monopoly cannot compete with private enterprise in terms of quality, customer service, and price. Its too bad this lesson hasnt been learned by our public school system, which is a government-run monopoly. Private schools are allowed to exist, but not to compete on an equal or fair basis. An average household pays taxes over the years sufficient to support their childrens public schooling, which costs over $3000.00 in state and local taxes per year. If parents choose private or home schooling, they still pay all the public school taxes, so they pay twiceonce for the private school tuition and once for the public schools. Is this the American way? Do we really want to keep a system that favors one education provider over all others and requires double payments on the part of citizens who wish to choose an option other than the government provided one? Could we tolerate it if people who drove the "wrong" make of car had to pay a 100% tax, thus doubling the price? Such a tax was very nearly imposed last year on four Japanese luxury cars, but only as a punishment to Japan for refusing to open their markets to U.S. manufactured cars.

Results matter. But what are the results? What are they here in Utah? People with opinions on the state of education in Utah are not in short supply, but few of them agree. Utahns cannot pursue educational excellence or decide upon needed improvements if there is no clear picture of the status quo. Because of the importance of educational excellence, a thorough and accurate evaluation of education in our state must be regarded as a critical need. To meet this need, this study takes a close and comprehensive look at education in Utah. The costs of education are examined in detail, as well as educational achievement-the two basic variables decision-makers should examine in relation to each other. Other measures of quality are also examined, as well as education outside the public school system. Extractions: Bridget Fare, 538-1509 Governor Mike Leavitt today signed House Bill 329 which creates alternative middle schools for students who chronically disrupt the regular classroom and need strict supervision. "Our middle schools are becoming a place of distraction, overcrowded classrooms and outsized behavior," said Leavitt. "There are few options now detention at $140 a day or sending kids home to potential trouble like crime and teen pregnancy. The Alternative Middle Schools bill creates a highly supervised, structured environment designed specifically for students who refuse to keep the rules of society and are not yet ready to learn with the mainstream." The $2 million alternative school initiative will prepare students to return to their regular classrooms as responsible, productive students. The class sizes will be small, with an ideal size of between 812 students, instructed by specially trained teachers. Each student placed in an alternative school will have an individualized student education and occupational plan that has been reviewed and approved by the student, the student's parent or guardian and a representative of the school. The program requires substantial parental involvement. Sufficient counseling and treatment services will also be provided to meet the individual needs of students at the school.
