Extractions: LSTA required each state to develop its own Five-Year Plan for allocating funding to libraries. A new LSTA Advisory Council worked to draft this plan, set priorities for unding statewide services to libraries and also established the guidelines, funding categories, match requirements, eligibility criteria, application process for a Competitive Grants Program. Since 1997 Congress has appropriated funding to support the LSTA programs in all states. For the past two years Utah has received approximately 1.2 million dollars annually. Half of this money is expended on statewide services to libraries (statewide planning, evaluation, continuing education and other library development activities; database licensing to support PIONEER: Utah's Online Electronic Library; resource-sharing incentive grants to fund inter-library loan transactions; and support for the Utah Regional Library for the Blind and Physically Handicapped). The other $600,000 is used to fund the Competitive Grants Program.

Extractions: A r c h i v e d I n f o r m a t i o n Educational Programs That Work - 1995 Davis County Indian Homework Centers Program (IHC). A tutoring program to increase the achievement scores of Indian students in the Davis County (Utah) School District. Audience Indian students grades 1-12 who request or agree to be tutored. Description Evidence of Effectiveness The Stanford Achievement Tests (SAT) was the instrument used to measure student (grades 1-12) achievement gains. A pre- and post-test design was used. Supporting evidence was obtained through parent questionnaires. The treatment group sample included all of the Indian students who received at least 30 hours of tutoring over a 27 week period and who took both the pre- and post-tests. Results showed that students made significant gains in reading and mathematics. Gains were medium in magnitude at the elementary and junior high levels and large in magnitude at the high school level. The questionnaire showed that all parents had a positive attitude toward their children's involvement in the program and that they felt their children had gained in academic achievement. Requirements For 60 students: ten qualified part-time tutors and one part-time tutor supervisor trained in Native American Culture for the Tribes represented in the geographic area to be served; access to elementary and secondary school libraries or media centers; Native American Indian Culture Kits; and criterion tests.
