Countries in the Arab region are faced with the challenge of developing their populations' skills and technical knowledge, or human capital, in order to compete in the 21st century global economy. This executive summary is an overview of the education and labor market initiatives implemented or under way in four countries in the Arab region--Lebanon, Oman, Qatar, and the United Arab Emirates (UAE)--to address the human resource issues they each face as they prepare their countries for a place in the 21st century global economy. Three of these countries--Oman, Qatar, and the UAE--are in the Arabian Gulf; the fourth, Lebanon, is in the Levant. Together, they highlight the similarities and dissimilarities of the challenges faced by countries in the region and the responses to those challenges. The study answers three main questions: What are the human resource challenges each country faces? What education, human capital, and labor market reforms have recently been implemented or are under way to address these challenges? What mechanisms and information are used to assess whether reforms are meeting their objectives, and is there evidence of success? Answers were sought through analysis of relevant literature, the most-recent population and labor force data from international and in-country sources, and a series of elite interviews in 2006 with government officials and individuals in private organizations in the four study countries. The authors found that while the study countries have instituted reforms to their education and training systems that are designed to raise the skills of the population, and have made changes to the labor market and economy aimed at facilitating the use of human capital in diverse sectors of the economy, a disconnect remains between implementing reforms and evaluating them to ascertain whether they are having the intended effects. In many cases, reforms have only recently gotten under way, so it may be too early to measure their impact. In other cases, however, the lack of systematic assessment stems from gaps in the data needed to track the effects of policy changes. The UAE economy remains robust despite numerous issues that offer potential to derail growth. Driven by the country's proven oil reserves, the economy remains largely isolated from the military conflicts and turbulent political situations that surround it in the region.

The federation is dominated by the two main emirates of Abu Dhabi and Dubai which contribute nearly 80% of national GDP. While Dubai’s commercial hub had previously dominated on the international stage, the recent financial crisis has meant that political power is shifting in favour of Abu Dhabi on the back of its oil industry.

Control of military and police forces is separated between the seven emirates, resulting in some tensions. However, overall decision making is in the hands of a select few rulers, which limits democratic influence. Considering the small size of its population, the military capabilities of the federation are impressive. The federation has little national manufacturing and as a result nearly all equipment is imported. The UAE maintains strong links with all the major arms manufacturing countries - France, Russia, UK, US - by splitting procurement equally between suppliers.

The UAE has an exceptionally high ratio of foreign non-citizens - only 1mn of the estimated 6mn population are Emiratis. The largest population are from India, outnumbering native Emaratis at 1.75mn. The fact that many are poorly paid and work in difficult conditions has led to some demonstrations in recent years. There remains a serious risk that violence may potentially break out if more is not done to control or ease frictions.

The country's geographical location places it close to several serious security risk zones: however, at present, there is no immediate threat to the UAE. The wars in Iraq and Afghanistan, and resurgent fundamentalism in Iran, all present the potential to grow into larger issues. This is particularly true of the situation in Iran, as the two countries are engaged in an ongoing dispute over strategic islands in the Gulf. Political stability in the country relies heavily on strong oil prices to bolster the current regime and prevent discontent with the current lack of democracy, transparency, or civil rights. As a result, risk ratings could be seriously affected by any large downturn in the price of oil. In the worst case scenario, however, the country is unlikely to see sudden or violent action. The UAE will be the worst hit of the GCC states in terms of growth in 2009, but its exposure to the globaleconomy, combined with the government's considerable fiscal resources, will help it stage a strongrecovery in 2010. We have revised our UAE growth forecasts down since our previous Business ForecastReport, now anticipating a contraction of 2.8% in real GDP (compared with our previous forecast of1.7%). As before, the export sector, consumer spending and gross fixed capital formation are the mainculprits, partly mitigated by a strong expansion in government spending and a decline in imports. Wemaintain our view that the economy will bounce back in 2010 thanks to a pick-up in oil prices, long-termgovernment investment in infrastructure (whose effects will be felt well into the next decade), the returnof private investor confidence and a resumption in consumer spending growth. We see GDP expandingby 4.2% in 2010, rising to almost 5.0% in 2011.

The UAE remains cautious in its dealings with Iran. Although the two countries have an unresolvedterritorial dispute, the UAE is reluctant to overly criticise the regime and risk disrupting its valuabletrading relationship. The UAE faces a dilemma in its reaction to the recent political unrest in Iran. On onehand, the two countries have something of a tumultuous relationship, with Iran's occupation of islands inthe Persian Gulf claimed by the UAE being the main source of tension. Furthermore, like many of itsArab neighbours, the UAE is nervous of Iran's regional political ambitions, and would surely prefer amore pro-Western regime in Tehran, less determined in its pursuit of nuclear technology. Yet the UAE'shandling of its relations with Iran are complicated somewhat by the presence of a large and wellestablishedIranian community, while overt criticism of the regime's handling of post-election protestswould expose the UAE to obvious charges of hypocrisy, given that its own political system is even lessdemocratic than the Islamic Republic's.

The UAE's stance so far has certainly erred on the conciliatory side. While Saudi Arabia has maintained astony silence towards the Islamic Republic, the UAE was quick to congratulate Mahmoud Ahmadinejadon his re-election, even as protests against his suspiciously large margin of victory were erupting in Iran.With demonstrations having now largely died out, it appears to be business as usual as far as the UAE isconcerned, with the ruler of Ajman (one of the seven Emirates that make up the UAE) receiving theIranian ambassador on June 29. The meeting reportedly focused on bilateral trade and economic relationsbetween the two countries, with the ambassador praising the UAE's lack of intervention regarding theelection outcome.

The UAE maintains a brisk arms trade, underpinned by regional insecurity, a large budget and awillingness to spend on military hardware. Its armed forces are small but technologically sophisticatedand the country rivals the regional dominance of Saudi Arabia and Iran. Procurement remains a highagenda item for the armed forces in the UAE. Deficit spending, on the rise in the Emirates in recent years,indicates that defence procurements will not suffer from a downturn in the local economy. Regionaltensions fuelled by an ongoing US presence in the Gulf, and uncertainties in both Iraq and Iran, will alsostimulate brisk arms trade in the UAE in the medium-term.
