There has been little change in the overall defence and security position of the United Arab Emirates (UAE) in 2010. The country’s economy is recovering from the parlous position of early 2009 but the growth days are over for now. Nevertheless, in common with all GCC countries, its defence procurement appetite remains strong, driven by the threat of a resurgent Iran.

The UAE maintains its small but technologically well-equipped forces and the government continues with its AED18.4bn (US$5bn) arms contracts announced in mid-2009.

The UAE’s relationship with Iran remains paradoxical. Iran is a major trading partner but also considered a threat, not least because of an outstanding territorial dispute.

That said, the UAE enjoys good relations with most of its neighbouring and regional states and there are no known insurgent or terrorist groups operating in the UAE despite its high proportion of foreign residents, with foreign communities drawn from South Asia, Iran and other Arab states, as well as the West.

Although the UAE has established an enviable reputation for stability in the Middle East, it nonethelessscores fairly poorly in our long-term political risk ratings (64.3 out of a possible 100.0, compared with75.8 in our short-term ratings) due to its lack of representative democracy. This is not a problem atpresent - the government's huge wealth means it can ensure its citizens enjoy a high standard of living.Although the UAE is forecast to enjoy robust growth over the next five years, the danger of propertysector correction looms large over the economy, posing risks to consumer spending, investment and thebanking sector.

In general the UAE enjoys good relations with most of its neighbouring and regional states, with onlyvery limited disputes to note. The UAE holds suspicions towards Saudi Arabia with regard to theregional dominance of the latter, and Iran remains an adversary to the UAE due to a long running disputebetween the two states over a number of strategically placed small islands in the Persian Gulf. Conflictbetween the two is unlikely, although the UAE has repeatedly sought international mediation over thedispute.

The UAE’s armed forces are small, but very well equipped with sophisticated technology hardware. Asthe UAE emerges into a formidable military power, contesting with Saudi Arabia for military dominancein the region, its armed forces are able to pose a significant deterrent to any potential aggressor. Inaddition, the Emirates enjoy the support of numerous allies, including those in the Gulf CooperationCouncil (GCC) security guarantee, the US, UK, France and Germany.

The UAE’s modernisation programme has created a military with the potential to challenge Iran andSaudi Arabia for regional dominance. The confluence of strategic imperative and accessible wealthcontributed to the UAE’s establishment as a procurer, not a producer, of arms. With the exception of itsrecently developed capacity represented by Abu Dhabi Ship Building, the UAE lacks an establishedlocal defence industry and its forces are almost entirely reliant upon foreign procurement, training andexpertise. To dilute the potential political effect of heavy reliance of foreign arms producers, the UAEconsciously aims to diversify its suppliers among the four main global suppliers of arms: the US, France,the UK and Russia. The UAE does not export arms to any significant degree.

It seems that, consistent with recent evaluations, the Emirates have little to worry about for the time being- a stable political system, a strong economy, limited security threats and a military with technology thatcan, in some aspects, rival the best in the world. ... Read more

The year continues to be difficult economically for the UAE. Our growth forecasts have been reviseddownwards again on the back of a worsening export sector, weakness in the construction market, joblosses and increased investor caution. The country could fall into recession - defined as two consecutivequarters of negative growth - during the year, but this will be difficult to assess given the lack ofquarterly data provided by the central bank. The publication of the UAE’s first-ever monthly inflationdata is a big step forward in itself, regardless of what the figures show. As it is, they reveal a steep drop ininflation rates since the beginning of 2009, driven by falling housing costs and a moderation in food priceinflation. Given the poor state of the economy - we are forecasting a real GDP contraction of 2.9% in2009 - we have lowered our year-end CPI forecast to 3.0% y-o-y.

President Obama’s long-awaited speech to the Muslim world in Cairo, and plans for engagement withcountries that the US has formerly ostracised, such as Iran and Syria, can be expected to at least easesecurity concerns generally in the region. Unlike neighbouring Qatar, which has played an active role inconflict resolution in recent years, the UAE tends to take a back seat in regional affairs. This is largely asign of the UAE’s pragmatism - it is a long-time ally of the US, and is thought to have extensiveeconomic dealings with Israeli businesses, despite the government’s official refusal to normalise relationswith Israel. As a grouping of Sunni monarchies, the UAE is hardly a natural supporter of Hamas, yet itretains economic ties with Iran (in spite of US pressure to expel Iranian businesses).

The UAE maintains a brisk arms trade, underpinned by regional insecurity, a large budget and awillingness to spend on military hardware. Its armed forces are small but technologically sophisticatedand the country rivals the regional dominance of Saudi Arabia and Iran. Procurement remains a highagenda item for the armed forces in the UAE. Deficit spending, on the rise in the Emirates in recent years,indicates that defence procurements will not suffer from a downturn in the local economy. Regionaltensions fuelled by an ongoing US presence in the Gulf, and uncertainties in both Iraq and Iran, will alsostimulate brisk arms trade in the UAE in the medium-term. Most recently, in March 2009, the UAEannounced some AED18.4bn (US$5bn) worth of contracts at the ninth IDEX defence exhibition in AbuDhabi.

On the whole, the security situation remains stable for the country. Its armed forces are a significantdeterrent to aggression and it enjoys the support of numerous allies, including those in the GulfCooperation Council (GCC) security guarantee, the US, UK, France and Germany. Recently, AustralianPrime Minister Kevin Rudd visited the United Arab Emirates, meeting with the Crown Prince, SheikhMohammed bin Zayed al-Nahyan, and separately with the Vice President, Sheikh Mohammed bin RashidAl Maktoum. These talks focused on expanding the two countries’ security relationships and bothgovernments expressed interest in building ties in defence and counter-terrorism.

We anticipate that the United Arab Emirates will continue to increase its defence spending, which islikely to grow at around 5% annually, in real terms, over the coming years. This forecast assumes that theeconomy can ride out the global financial crisis and the downturn in oil prices.

This quarter, we have introduced a significant new aspect to BMI’s Defence reports, which is the CityTerrorism Rating (CTR). This assesses the risk of a terrorist attack. The CTR takes into account theoverall BMI Terrorism Rating for the country in question. It also incorporates the ‘prevalence’ ofterrorism, which recognises the frequency of attacks, and whether the city is a target for terrorists. TheCTR also recognises the ‘threat’ of terrorism in terms of the likely numbers of victims and the ability ofgroups to launch sustained campaigns. In the UAE we assess the CTRs for both Dubai and Abu Dhabi at90.0, rating equal second with Damascus behind Tripoli among the Middle East Region’s 23 rated cities. ... Read more
