The control of urban sprawl is one of the key issues challenging planners in many countries. Whilst a substantial discourse has developed in North America, it is also a matter of key concern for British and European planners, although here the debate is often expressed in terms of urban containment and the search for compact cities. This article considers the development of policies for the control of urban sprawl within the British planning system and examines their implementation and effectiveness within one city region: the Liverpool conurbation. Despite the considerable achievements of British policy in controlling urban sprawl and encouraging urban regeneration over the last two decades, there remain some doubts as to how much further market forces can be directed towards the production of more compact cities. In particular, a number of commentators, notably Breheny [Urban compaction: feasible and acceptable? Cities 14 (1997) 209-217], have raised doubts about the feasibility and acceptability of urban compaction to populations whose main housing location aspiration is for suburban living. Evidence in this paper is drawn from the analysis of secondary data for the Liverpool conurbation as well as the results of surveys of recently moving households carried out by the authors. Assessment of the environmental impact of urban sprawl being understood here as the conversion of non-urban to urban land is still a subject for debate. Another shortcoming of the current discourse on urban sprawl is that it largely fails to reflect the interconnection of environmental and socio-economic aspects. In presenting a case study on the German city of Leipzig and applying the conceptual framework of driving forces, pressure, state, impact, and response (DPSIR-concept), this paper strives to assess the impact of urban sprawl on water balance and explores the repercussions of this impact upon the causation of and policies on urban sprawl. The study establishes that urban sprawl and related surface sealing have considerable impact on water fluxes and the urban water balance that may become imminent in the longer run. However, the study also shows that societal reactions on urban sprawl, first of all the attempts of both authorities and public initiatives to contain sprawl, are hardly motivated or influenced by concerns about environmental problems in a particular place (affected by urban sprawl). These attempts are mainly carried out on a national and regional level and reflect a general orientation in environmental politics rather than the desire to respond to individual urban developments. A common feature of the urban landscape in the United States is low-density and non-contiguous development along the urban-rural fringe. This paper presents a spatially explicit model to examine the causes of this phenomenon. The model emphasizes the importance of environmental amenities in the formation of development patterns and provides a framework for analyzing the effect of major geographic features on community characteristics. It shows that both development patterns and community characteristics are strongly influenced by the spatial distribution of environmental amenities. By introducing amenities into the classic urban economic models, this paper provides more intuitive explanations for several phenomena, including leapfrog development, economic segregation, and jurisdictional fragmentation, than previous studies. ... This study investigated the modeling process for simulating the spatial dynamics of an urban ecosystem. Logistic regression is a common method for empirically modeling and analyzing land use and land use change. In most conventional applications of logistic regression, only the individual factors of the system are considered in the development of the logistic regression functions. However, this does not consider the relationships among factors that potentially occur within most ecosystems. Factors in a system, especially an urban system, are usually not fixed and not independent of each other, but rather are influenced by each other. Based on this point of view, the interactions of factors are introduced into a logistic regression in this study. This technique has been tested with a case study using historical land use maps and a spatially explicit dynamic cellular automata urban sprawl model. Using historical land use data, a logistic regression was used to analytically weight the scores of the driving factors of an urban sprawl model for predicting probability maps of land use change. The results of the case study have verified that interactions of factors can significantly improve the prediction of spatial dynamics of urban sprawl, and can provide a means to improve cellular automata models for simulation of the dynamics of urban and other ecosystems. ... To study the effects of growth management efforts on urban fringe areas in Washington State's Puget Sound region, USA, this study documents and quantifies transformations in land cover and land-use from 1974 to 1998 for a 474km^2 study area east of Seattle. Geo-referenced aerial photographs (orthophotos) were digitized, then classified, to compare patch patterns (clustered versus dispersed vegetation, remnant versus planted vegetation), size, development type (single-family housing, multi-family housing, commercial) and percent vegetative cover between 1974 and 1998 images. Changes in interior forest habitat and amount of edge were also calculated. The study showed that suburban and exurban landscapes increased dramatically between 1974 and 1998 at the expense of rural and wildland areas. Settled lands became more contiguous while rural and wildland areas became more fragmented. Interior forest habitat in wildland areas decreased by 41%. Single-family housing was the primary cause of land conversion. Current growth management efforts prioritize increasing housing density within urban growth boundaries (UGBs), while limiting densities outside these boundaries. The study demonstrated that housing density has indeed increased within these boundaries, but at the same time, sprawling low-density housing in rural and wildland areas constituted 72% of total land developed within the study area. Therefore, policies to reduce the density of settlement outside urban centers, in part to protect ecological systems, may have unintended environmental consequences. Detailed understanding of landscape changes along the urban-rural gradient provides a useful tool to compare the structural and functional differences of landscape patches at different orientations. Although several case studies have been conducted confirming the efficacy of this approach, integrating temporal data with gradient analysis is still rarely used in practice. In this study, a combination of remote sensing images, landscape metrics and gradient analysis are employed to analyze and compare both the spatial and temporal dynamics of urban sprawl in Guangzhou, China. The results show that landscape change in Guangzhou exhibits distinctive spatial differences from the urban center to rural areas, with higher fragmentation at urban fringes or in new urbanizing areas. Due to the complexity of top-down constraints and local interactions, Guangzhou exhibits a more complex, dynamic, multidimensional configuration of urban sprawl that is different from other cities in China. Urban area expanded towards the north and south areas due to the increased population and rapid economic development. Property market forces and government policy led to the rapid growth towards the southern areas. The study also confirms the hypothesis of diffusion-coalescence urban dynamics model in the process of urbanization. It demonstrates that in order to reveal the complexity of landscape pattern, temporal data are needed to capture the baseline as well as the spatio-temporal dynamics of landscape changes along the gradient.
