Over 84,000 public schools are contained in the CCD Universe File, of which almost 79,000-49,000 regular elementary schools, 14,000 regular middle schools, and 15,801 regular secondary/combined schools in the 50 states and the District of Columbia-meet the eligibility criteria for this study. Excluded from the sampling frame were special education, vocational, and alternative/other schools, schools in the territories, and schools with a high grade lower than one or ungraded. In April 1997 questionnaires were mailed to 1,415 school principals. The principal was asked either to complete the questionnaire or to have it completed by the school disciplinarian who was most knowledgeable about discipline issues at the school. Telephone followup of nonrespondents was initiated in late April, and data collection was completed in July 1997. Eleven schools were found to be out of the scope of the study (no longer in existence), and a total of 1,234 schools completed the survey. Thus, the final raw response rate was 88 percent (1,234 schools divided by the 1,404 eligible schools in the sample). The weighted overall response rate was 89 percent. Weighted item nonresponse rates ranged from percent to 0.9 percent. Because the item nonresponse was so low, imputation for item nonresponse was not implemented.

BARRETT AND MACARTHUR BECAME CITY'S FIRST TWO ACCREDITED SCHOOLS While all City schools made significant progress toward reaching state achievement benchmarks, Charles Barrett Elementary and Douglas MacArthur Elementary distinguished themselves as Alexandria's first schools to become fully accredited. This status was awarded by the state based on their outstanding performance on the rigorous Standards of Learning tests administered in the spring of 2000. Based on early estimates of 2001 scores, both schools will again be accredited this year as well as several more schools, which will be announced by the state later in the year. TEST SCORES CONTINUED TO RISE Across the district, Standards of Learning test scores rose for the third year in a row as teachers and principals become more familiar with the standards and how to teach them most effectively. Gains or steady results were seen in 23 out of 27 subject areas, with the most dramatic improvements seen in fifth grade mathematics, eighth grade writing, and high school world history. Improvements are expected to continue as administrators and teachers keep their focus on attaining state benchmarks.

Curry: Why was the Jefferson Center founded? Duke: There were a couple of reasons. One, I felt there was a need to change the model of leadership that was guiding our preparation of educational leaders. We focus a lot on preparing people to be problem-solvers instead of creative thinkers. For me, a more powerful model was the image of a designera designer of learning environments. Another reason was that education faculty had become relatively isolated. I thought it would be helpful to talk to and partner with them. I also felt it was important to talk to faculty in architecture, sociology, business, engineering, and other disciplines. It seemed to me that in order to help people become designers of learning environments, we needed to create a new learning environment for ourselves, one through which we could help people in K-12 education think differently.
