Since most of the funding from ESEA is in the area of Title I, Title I is often used interchangeably with ESEA. However, there are many other areas that are funded through ESEA. Last year West Virginia received almost $313 million for education through Federal programs. An earlier version of ESEA passed in 1994 required states to develop standards and assessments that challenged students served by Title I to perform at higher levels.
