Ultimately, they blame the children themselves for their school failure, saying they just don't try hard enough or care enough to study and behave. Recent medical research suggests that many of these children may not be unmotivated, lazy, or irresponsible at all. Instead, they may suffer from a neurobiological disorder called attention deficit hyperactivity disorder (ADHD), and they can be helped to succeed in school. In fact, the school system is legally obligated to locate and evaluate children who have this disorder, and if the children are found to be eligible, to provide special education and/or related services to meet their needs.2 Unfortunately, many teachers, administrators, and other school based professionals have had little opportunity to learn about the disorder, how to identify and treat it, or their legal responsibilities to do so. Their lack of knowledge may put children with ADHD at risk of school failure and may expose schools to lawsuits.

A clear definition seems to be part of the problem since no- where in the federal legislation is it defined. Can a school be considered inclusive and still have some of it's students in resource rooms or special classes? How do those closest to the education of students with disabilities perceive inclusion? This article reports on the attitudes and perceptions of parents, teachers, psychologists and administrators. It also describes new roles and responsibilities each must meet if the challenges of responsible inclusion are to be realized. Finally, it provides check lists which may assist others in measuring support for responsible inclusion. Introduction Special Education in the United States has a long history that reflects many changes in attitudes towards and perceptions of people with disabilities. Many diverse groups have contributed to this change process including parents, educators, psychologists, physicians, clergy, researchers and the disabled themselves. Special education, as we know it today, became institutionalized in our public schools with the passage, in 1975, of the Education for All Handicapped Children Act (P.L. 94-142) which is now known as the Individuals with Disabilities Education Act (P.L. 101-476). Over the years, students served under this Act increased dramatically. For the first time in the history of education, all individuals, regardless of the severity or complexity of their disability were entitled to a free, appropriate education as well as increased attention to parental involvement in programming. Many states expanded the federal legislation by offering more special education programs and services to a wider age range and greater number of students with special needs. Special education became a big, expensive, unique business.

The "justification" was that the schools did not have, or did not care to provide, a service that a student would need to be able to attend school. As a result of that denial, the U.S. Congress passed several federal statutes pursuant to the Fourteenth Amendment to the U.S. Constitution to guarantee "equal opportunity" for students with disabilities to receive education. The first federal court decision in the United States on these new statutes and the duty of the state education agency and the public school districts to provide certain school health services needed to enable a disabled child to attend school was in West Virginia in 1976. The decision, Hairston v. Drosick, was principally under what is known as Section 504 of the Rehabilitation Act of 1973, which applies to any recipient of federal financial assistance, such as the state department of education and county school districts.

Teaming for Learning with the CommunityTLC"has created a bond" in a community where two-thirds of the students are eligible for federal free and reduced meals and where many parents lack transportation, says Kathy Martin, a second grade teacher at Union Elementary. That bonding begins at birth. Working with the TLC program, staff from the federally funded Parents as Teachers program connect with families, often while the mother is still in the hospital, and start demonstrating developmentally appropriate activities that can help build learning skills. Smoothing the transitions to and through school is another TLC priority. Schools now sponsor "move-up day," where students ease anxieties by meeting next year's teachers before summer break.

As a part of PUSH Camp, Pi Kappa Phi volunteers will build a climbing tower, an accessible haywagon and a new arts and crafts area at the Outdoor Lab. PUSH Camps are a part of PUSH America, a national outreach project of the Pi Kappa Phi fraternity aimed at helping the disabled. "PUSH" is an acronym for "People Understanding the Severely Disabled." The camps provide unique alternatives to traditional spring break activities, said Eric Schmidhauser, national director of PUSH America. A part of Clemson University's parks, recreation and tourism management department, the Outdoor Lab offers numerous camps for special populations of children and adults throughout the year. "The PUSH Camps provide a great chance for the Pi Kappa Phi men to see that they can make a difference in the lives of people with special needs," said Norman McGee, camp director for the Outdoor Lab. "The camps also enable us to undertake projects that might not otherwise be possible."

The trailer park was an ideal location because the majority of families qualified for free and reduced price school meals. The school district enlisted parents as volunteers and included them in nutrition education and other enrichment activities. Mt. Lake Park, Maryland Kudos to the Garrett County Health Department for believing it could! Until 1999, the children of this rural, impoverished community did not have access to Summer meals. In the past, public and private groups had discussed the need for the program, but no agency felt capable of sponsoring it. Believing that healthy behaviors are caught not taught, the Departments nutritionists, health educators, and outreach staff identified the need to work with both children and their families to teach health education. To achieve this, it combined the funding sources from other grant programs. It also sponsored "Serious Fun Day Camps" for three weeks, in three targeted regions, to maximize limited staff resources. Most of the children were able to walk to the camps which were located in town parks. Children were taught nutrition and healthy behaviors while enjoying Summer meals. They often applied what they learned to real life by preparing their own lunches and snacks!
