Extractions: WVSHA members continued to obtain sponsors for the equity bill in both the House and Senate. Two versions were introduced in both Houses and referred on to committee. The House version passed the Education Committee and was referred to the Finance Committee. Committee members continued to make visits to key targets. Lobby days were initiated with groups of constituent members traveling to Charleston for a briefing with the lobbyist followed by visits to key legislators. Talking points, legislative packets, and the corrected side-by-side were distributed. Members reported positive feedback and support for the bill from key targets. The team prepared talking points and supplied other information for an upcoming interview with the WVSHA President and a reporter from the Wheeling Register. All of SHAV's grassroots efforts brought positive results. SHAV members experienced a victory in February when they received word that the General Assembly included language in their budget that would require the State Board of Education to consider caseload standards for speech-language pathologists in its current review of the Virginia Standards of Quality. Our state has ten Even Start Family Literacy programs that serve West Virginia families and children ages to 7. Also, our state has ten family literacy demonstration programs with various community partners for West Virginia families and children of early childhood through middle school. These demonstration programs receive technical assistance under the West Virginia Family Literacy Initiative ( WVFLI ) Program. The purpose of Family Literacy is to break the cycle of poverty and illiteracy by improving educational opportunities for low-income families. Family literacy has the objective to enhance the family's literacy involvement with support with children's learning. Even Start is considered as one of the most comprehensive and effective approaches for educationally disadvantaged parents to meet the challenges of involvement in their children's education. Even Start embodies the concept that literacy improvement is more than an individual pursuit, it is also a family goal. Even Start is a highly structured intervention program that provides opportunities to combine the critical agendas of adult basic skills improvement and literacy development in children. Instead of isolated literacy efforts, parents and their children participate in four required and equal services. All West Virginia Family Literacy programs require the four service components as well.
