The University is accredited by the Southern Association of Colleges and Schools (SACS), and the College of Education is accredited by the National Council for Accreditation of Teacher Education (NCATE). Certification to teach is determined by the Florida State Department of Education. A degree is awarded by the University. Students who complete the M.A. Plan II in Foreign Language Education offered by USF will be certified to teach K-12 because the degree program is approved by the State of Florida. The Planned Program developed with the faculty advisor shortly after the student has been officially admitted, if completed, will result in the awarding of the degree and certification. Upon completion of the degree, certification as a K-12 foreign language teacher will be placed on your transcript. This indicates that you completed an approved State of Florida teacher education program qualifying you, based on your course work, to be certified at the K-12 levels in foreign language education. You will need to take the FTCE [Florida Teacher Certification Exam] and receive passing scores on the subject area exam and the professional exam section. FTCE must be passed and scores must be on file in the Internship Office prior to the conclusion of the student internship.

Space.com OPINION Thursday, October 10, 2002 Marshall is leader in teacher prep By TONY L. WILLIAMS - guest columnist Marshall University is celebrating 135 years of teacher training. Marshall Normal School was the first teacher institution established by the Legislature of the newly formed state of West Virginia in 1867. Marshalls teacher training standards historically have been lofty and have earned us a national reputation for producing quality teachers. A West Virginia Department of Education report reveals that Marshall leads the state in the number of program completers between Sept. 1, 2000, and Aug. 31, 2001. A "completer" is a person who has completed a West Virginia approved professional preparation program and qualifies for a provisional professional certificate in West Virginia.
Extractions: BACHELOR OF SCIENCE IN EDUCATION Students who plan for a career as a teacher must pursue a curriculum in teacher education which leads to a certificate to teach in the schools of West Virginia. All options described in the following pages have been organized in such a way that students completing a plan will be qualified for a West Virginia teaching certificate. If a student desires to teach in a state other than West Virginia, the approved program completed at West Virginia State College may qualify the student for a comparable initial certificate in the state of his/her choice. To be certain, the student should obtain the requirements of other states by contacting the appropriate state certification agency. MISSION AND PURPOSE OF THE TEACHER EDUCATION PROGRAM Changes in society always influence the educative process. What is dynamic today in teaching may well be static tomorrow. How teacher education is organized for the remainder of the century will be a challenging task and one that teacher preparation institutions must thoroughly and systematically accomplish. A quality program is built upon strong, complementary, sequences of academic professional and personal knowledge gained from classroom studies, practical experiences, and documented research. The following student outcomes provide the bases for our preparation program.
Extractions: International Employment for Teachers Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Extractions: Deborah D. Clark (BA 1971, MA 1978) was recently notified that she has achieved National Board Certification in Early Adolescent Mathematics. National Board Certification is a symbol of teaching excellence. A voluntary process established by National Board for Professional Teaching Standards (NBPTS), certification is achieved through a rigorous performance-based assessment that takes nearly a year to complete. Through the assessment process, teachers document their subject matter knowledge, provide evidence that they know how to teach their subjects to students most effectively, and demonstrate their ability to manage and measure student learning. She is one of fifty-four West Virginia teachers who have earned National Board Certification, the teaching professions highest credential. Mrs. Clark is currently employed by the West Virginia Department of Education as one of four Project MERIT Regional Master Mentor Teachers. She supports the twenty-four MERIT teachers in RESA I and RESA IV as they implement MathScape, a standards based mathematics curriculum. Mrs. Clark has thirty years of teaching experience, most recently having taught seventh grade math and serving as technology coordinator at Summers Middle School in Summers County. Mrs. Clark was selected as a State Finalist for the National Science Foundations (NSF) Presidential Awards for Excellence in Math and Science Teaching (PAEMST) Program from West Virginia for 1999, 2000, and 2001. Extractions: October 1984 Time was that your Uncle Charlie might have gotten you a job teaching music in the local schools if you wanted it, and if you showed some musical ability. A "special certificate" would have been issued, and you'd have been set for five years - that is if Uncle Charlie were influential in one of the independent districts among the 398 school districts in West Virginia at that time. These independent districts (Wheeling was the first) were established in the cities. They had full control of their schools and obligated themselves to support them. What gradually developed was high educational quality with teachers well paid in the independent districts, and low educational quality with teachers poorly paid in the rural schools. Although this was the era of the "common school," the independent districts were adding four-year high schools when the rural districts had none. The same thing happened later when junior high schools were introduced. Throughout the 1920s committees from the Music Section (which later became the WVMEA) of the State Education Association were actively promoting music as a curricular subject in the public schools. Nelle Shirkey of Beckley; Lydia ffinkel of Morgan- town; Mrs. D.C. McCoy, Dale Haven, and Lucy Robinson of Wheeling; and J. Henry Francis of Charleston spoke, wrote, and conferred about the lack of music in the schools. The first step was to get music into the curriculum. The next step was to establish requirements that would prepare elementary teachers to teach music, and then recommend more extensive requirements for music supervisors and high school music teachers. This opportunity came when Robert Clark, Supervisor of Teacher Training, initiated the change from the examination to the credential method of certification. In 1927 numerous committees from the teacher training institutions were requested to propose their recommendations for certification requirements.
CR:OPPOSING NATIONAL TEACHER CERTIFICATION OR NATIONAL TEACHER TESTING do not support national teacher certification or national educator licensure, teacherappraisal, and teachers Association, west virginia Professional Educators http://www.house.gov/paul/congrec/congrec99/cr050599-teach.htm
Extractions: OF TEXAS [Page: E858] Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing. Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
