It speculates that a primary reason why Indian students continue to suffer higher dropout rates and lower achievement is because a "dissonance" exists between American Indian culture and the culture of our public schools system. General Sites Wyoming Resources The Wyoming Centrum for Assistive Technology (WYCAT) was created to address the need and provide access to Assistive Technology services for individuals with disabilities. Centrum provides training, technical support, and therapy related to AT in the State of Wyoming. This is a free service to anyone but preference is given to the clients of the Division of Vocational Rehabilitation and visually impaired consumers/professionals. Connect Wyoming is a gateway to human service information for people throughout the state. The project consists of the Pathways Plus database, a network of people and public access computers available throughout Wyoming and the Connect Wyoming web site, which includes the Wyoming Village, CW Newsletter, an online Events Calendar, and the Internet Clearinghouse. The Governor's Planning Council on Developmental Disabilities seeks and advocates for activities which promote self sufficiency, community involvement, and educational opportunities for people with disabilities, their families and the Wyoming Community. The Parent Information Center, (PIC), a project of Parents Helping Parents of Wyoming, Inc., opened in August, 1991 as one of the nationwide network of nonprofit, Parent Training and Information Centers (PTI's) funded by the United States Department of Education. Our first responsibility is to inform and educate parents about special education law and the rights and responsibilities they and their child have under the Individuals with Disabilities Education Act (IDEA). The main goals and purposes of PIC are to help families better understand education issues as they relate to their child's disability, and to provide support and encouragement to parents as they face their child's journey through life.
