Extractions: GRANT PROCESS GRANTEE PROFILE REQUEST FOR PROPOSAL PREVIOUS RECIPIENTS Youth Advocacy and the House of Latex Project Peer Education Retreat Gay Men's Health Crisis House of Latex Project is a peer-based HIV prevention, education and outreach program helping the youth and young adults of New York City's vibrant house and ball community as they struggle with the continued impact of HIV and AIDS. More than ten years ago, Gay Men's Health Crisis began sending outreach workers to balls to distribute condoms. That effort has grown into the longest running HIV prevention program dedicated to the house and ball community in the country. DIFFA granted funds that helped the House of Latex Project host a peer education and training retreat in January 2001. The retreat was a rousing success and has resulted in critical growth and development for the House of Latex Project as they prepare for another retreat in the upcoming year.

Our vision is Club Speak Out envisions the ability for youth to take the initiative without any constraints, being able to embody positive outcomes in our own lives with the feelings of being valued by the community through interests that arise in the area of youth development. And our mission is, Club Youth Speak Out's mission has become a resource for all the youth in all aspects of their life, empowering youth to help themselves in creating healthy developmental programs and resources that will impact their lives positively, using businesses, legislators, schools, the community, and any other area where outcomes can be positive. And that is what this program was designed for, was to go out in Chittenden County and we worked in Burlington to build a model and to give children something to do, take them out of risky behavioral situations and put them where the outcomes can be positive. And what we are here today is to ask a question: Another thing is increase the ability for youth to utilize the resources that state and federal representatives offer; more awareness for youth to be able to come to your office or come to Senator Jeffords' and Leahy's office and their local governments and be able to come up and say, This is an issue that we have, how can you help us, what steps do we have? And then form youth governmental boards that have the ability for youth to have a say in working and forming youth policies in accordance with adult policymakers, and we feel that that is real important.

The Appeals Unit lawyers represent clients before the Massachusetts Appeals Court and the Supreme Judicial Court, and occasionally in federal court. The Appeals Unit, led by Chief Appellate Attorney Brownlow Speer, is known statewide for the excellence of its written and oral advocacy. Senior Trial Counsel Training and Supervision Training and supervision are particularly important components of the Public Defender Divisions ethic. Written supervision guidelines are utilized to ensure that all attorneys receive careful supervision and guidance as they handle the serious cases which make up the Public Defender Divisions work. New Public Defender Division attorneys attend an in-house, four-week training program conducted in September by the CPCS Training Unit. The new lawyer training program combines an in-depth review of Massachusetts substantive and procedural criminal law with a highly intensive trial skills training component. Over the four weeks of the course, more than fifty staff Public Defender Division attorneys, investigators and social workers assist in the training of the new lawyers.

Extractions: This program began operation in 1990. This project targets youth in detention for 30 days or more to secure their release. These youth are juvenile offenders or juvenile delinquents charged with designated felonies who, absent program intervention, would likely remain in detention from two months to one year.
