Leadership in substate regional entities is increasingly important today. This research suggests that there is a mismatch between the leadership styles that regional councils exercise today and the roles their officials expect they will play in the future. Participative leadership is currently the dominant form of regional council leadership while directive leadership is least exerted. However, a more directive form of leadership appears to be necessary to perform the broad consultative roles expected of councils in the future as they help to solve regional problems. Within-Region Variation in Acceptance of Council-Manager Government: Alabama and the Southeast
Robert S. Montjoy and Douglas J. Watson
Although the council-manager form of local government is now the most popular form of local government in U.S. cities of more than 10,000 population, its acceptance has not been universal. This research examines one state (Alabama) where the council-manager plan has not been widely accepted. The characteristics, attitudes, and careerism of the chief appointed officials in 15 Alabama cities are compared to similar managers in the region and nationwide. The authors find wide variations in acceptance of local government management in the South and suggest avenues for further research.

    FOOD INSECURITY AND HUNGER IN THE WAKE OF WELFARE REFORM
    A number of recent studies highlight continuing unacceptable levels of hunger and "food insecurity" in the wake of welfare reform. Even as many families move off assistance and into the workforce, low wages and unstable employment leave many of them without adequate access to food. At the same time, emergency food providers report continued long lines and requests for food, particularly among working families and households with children. The following are key food insecurity/hunger findings from recent welfare reform and emergency food studies. While some of these data are from 1997 before federal welfare law was fully implemented, they reflect both the beginning of implementation and, in a number of states, fuller implementation of work demonstration projects that were approved before 1996. National/Multi-State Studies of Hunger/Food Security The Urban Institute's "Snapshots of America's Families," In a 1997 study of families no longer receiving TANF assistance in ten large states (California, Florida, Illinois, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, and Texas), 36 percent of families surveyed reported that their children were eating less or skipping meals due to cost.

    E-mail: ljones@coe.fsu.edu Prior to his current position, Dr. Jones served as the Director for the Division of Multicultural Student Services and Assistant Professor of Educational Leadership at Washington State University. He was responsible for the areas of recruitment, retention center, counseling services, community relations, evaluation services, administration, peer mentoring, etc. He provided leadership to over 86 paid staff and managed the budget and all operations for the division. Earlier in his career, Dr. Jones served as Assistant to the Vice President for Business and Administration at the Ohio State University where he assisted the Vice President in implementing the Continuous Quality Improvement Program to over 1,200 employees. He provided leadership to The Ohio State University in the following positions: Director of Retention Services, Director of the University Mentoring Program, Director of Jones Graduate Tower, Director of Recruitment and Retention in the College of Dentistry, Course Instructor, and Executive Director and Founder of the University Mentoring Program Choir. He is the founder of 100 Black Men of Ohio State University and Washington State University and has recently been selected to serve as a member of the Board of Trustees at Keystone College. Dr. Jones has received over 175 awards and citations including the Alumnus of the year award from Delaware State University, the Graduate School Leadership award from Ohio State University, the Max T. Fisher School of Business award, Simba Man of the Year award, the University of Cincinnati Black Man Think Tank Special Recognition etc. The Black Greek Council at Ohio State awarded him with the Top Administrator Award for three consecutive years. He has received the Ennis Cosby Visiting Scholars Award from Keystone College and Visiting Scholars award from the University of Alabama at Birmingham. He has also received keys to the cities of Newark, New Jersey and Kent, Ohio. He recently received the Presidential Social Responsibility Award from Kent State University and the Distinguished Image Award from Washington State University.

    Total Enrollment: Level of Selectivity: Noncompetitive; slightly competitive for teacher education Location: HISTORY In 1954 the college was caught up in the famous Montgomery Bus Boycott and the direct action campaigns of the Civil Rights Movement. Overcoming counteraction by state authorities and others, the college was granted university status in 1969 and adopted its present name. It was largely through the efforts of William Burns Paterson, who became president in 1878, that the institution became the first state-supported institution for the training of black teachers in the United States. During his administration, the school graduated its first 6 students. Regarded as the founder, Paterson led the University for more than thirty-seven years through many "insurmountable odds" that threatened to close the school. The campus occupies 138 acres in the historic Centennial Hill area of Montgomery, Alabama. Across the street is the beautiful Municipal Oak Park, one of the few space transit planetariums in the nation. Two new facilities are the Tullibody Fine Arts Complex and the Music Hall.
