Kelly - Director of the Information Center Patrick Kelly is a Senior Associate at the National Center for Higher Education Management Systems (NCHEMS) and serves as Director of the National Information Center for Higher Education Policymaking and Analysis. Before joining NCHEMS in February 2002, Patrick worked for six years at the Kentucky Council on Postsecondary Education. His most recent position at the council was Senior Associate for Information and Research. He worked with higher education leaders to design performance indicators to measure progress toward postsecondary education reform in Kentucky, conducted research studies for statewide higher education policy initiatives, and coordinated the analysis and reporting of data and information in support of many other council projects. Prior to working at the council, Patrick was a Research Associate at the National Center for Family Literacy in Louisville, Kentucky. Patrick is working on his Ph.D. in Urban and Public Affairs at the University of Louisville where he also earned a Master's degree in Sociology. His undergraduate studies were completed at the University of Alabama at Birmingham. His areas of specialization and interest include research and statistical methodology, policy analysis, and program evaluation.

Sanders, is an education organization with the mission to promote and support the continuous improvement of educational opportunities for all learners in the Southeast. The organization’s commitment to continuous improvement is manifest in an applied research-to-practice model that drives all of its work. Building on theory and craft knowledge, SERVE staff develop tools and processes designed to assist practitioners and policymakers with their work, ultimately, to raise the level of student achievement in the region. Evaluation of the impact of these activities combined with input from affected stakeholders expands SERVE’s knowledge base and informs future research. The CIVIL RIGHTS ACTS - include: 42 U.S.C. § 1975 - establishing the commission on Civil Rights - to insure that no person is denied equal protection of the laws on account of "race, color, religion, sex, age, handicap, or national origin." 42 U.S.C. § 1983 - every person who, "under color of any statute, ordinance, regulation, custom or usage..." subjects another person within jurisdiction of the U.S. to deprivation of any rights, privileges, or immunities secured by the Constitution and Laws" shall be liable to the party injured thereby.     School Administrators Focus on Professional Development, Adequacy
    Members of the Alabama Association of School Administrators gathered on July 15 and 16 for the association's annual conference. This year's conference focused on effective professional development for educators. Stephanie Hirsh, Deputy Executive Director of the National Staff Development Council, shared details about the newly adopted state standards for professional development. Cathy Gassenheimer, Managing Director of the Alabama Best Practices Center, gave an overview of the work of the Best Practices Center and the Self-Assessment Instrument for school principals and faculty. This instrument is designed to facilitate discussions about professional development that can improve teaching and learning in schools. State Superintendent Dr. Ed Richardson also addressed the crowd, unveiling the State Department of Education's new adequacy plan: R.E.A.C.H. (Realizing Every Alabama Child's Hopes). The plan, which calls for $1.6 billion in additional funding for Alabama's public school systems, was created to address the 1993 court order mandating that all public school students receive at least an adequate education. The money would be used improve education in general, more specifically to purchase textbooks, improve curriculum, fund staff development, hire more teachers, increase access to technology, and expand such successful programs as the Alabama Reading Initiative.

    The Senate passed Omnibus Appropriations bill for FY 2003 rejected the Presidents request to consolidate the SE State Grant into Title I - ie. they funded the SE State Grant Program at last years level. This is terrific news since the House bill also includes our program. The two bills still must go to conference, but since the funding is in both bills, we have little to worry about. Thanks so much for all of your hard work over the last year. The messages from the "real folks" are so important to Members of Congress. What a terrific partnership across chapters and members! Congratulations for a job well done!!! But, the battles have just begun. The President will deliver his budget requests for FY 2004 next week. Lets hope he does not try to consolidate these funds once again. And, these issues will come up in the upcoming reauthorization of the Rehab Act.     Annual Alabama Transportation Conference
    The Alabama Technology Transfer (T2) Center, located on the campus of Auburn University in Auburn, Alabama, was created to bring the newest developments in technology to state and local public works agencies in Alabama. The Center combines the resources of three organizations: The Center is a member of the National Association of Transportation Technology Transfer Centers. Through this membership, the Center keeps abreast of the current developments in Technology Transfer and is a part of that organization's partnerships with the American Association of State Highway and Transportation Officials, the American Public Works Association and the National Association of County Engineers. The Center also maintains close ties with the National Center for Asphalt Technology and the Highway Research Center, both located at Auburn University. The mission of the Center is to provide training and information to assist public works, highway or transportation agencies plan, manage and execute their programs as a part of the Local Technical Assistance Program (LTAP) of FHWA.
