$7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
  • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

To amend Section 16-5-8, Code of Alabama 1975, to provide for a uniform articulation agreement among all institutions of higher education and a statewide general studies curriculum; to provide for the computation of grade point averages of certain transferred students; to specify that this act shall not impede the objectives of historically black institutions; to provide for implementation conditioned on the participation of certain institutions; and to specify certain reporting requirements. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. Section 16-5-8, Code of Alabama 1975, is amended to read as follows: Section 16-5-8 "(a) The commission on higher education is authorized to review periodically all new and existing programs and units of instruction, research, and public service funded by state appropriations at the state universities and colleges and to share with the appropriate governing board, through the president of the institution, and state legislature, its recommendations. "(b) The commission shall seek through the use of advisory committees to study needless duplication of education, research, or service programs and programs which are not adequately provided in the state, and shall make findings and recommendations to the institutions, the governor, and the legislature that would strengthen the total program of higher education in the state.

Alabama Commission on Higher Education GENERAL DESCRIPTION The academic program inventory provides a list of all instructional programs approved by the Alabama Commission on Higher Education in Alabama public colleges and universities (four-year and two-year). It is a continuously changing document because it is updated after each Commission meeting. The inventory is organized into two formats: 1) Field of Study , and 2) Institution . Institutional names are abbreviated in field of study format. For a definition of these abbreviations, consult Each inventory entry reflects the program title, award(s) offered, and status of the program (approved but not yet implemented, inactive, or active). Since the Commission's database includes approximately 150 separate and unique degree titles, abbreviations are used for the degrees. defines all degree titles and abbreviations. Programs in the inventory are classified according to the Classification of Instructional Programs (CIP) taxonomy, a classification system developed by the National Center for Education Statistics (NCES). The CIP taxonomy facilitates a comparison of information not only among institutions in the State but also nationwide. For more information on the CIP taxonomy: 1990 CIP Taxonomy . Note that some programs can be classified at more than one code in the CIP taxonomy. Examples of such programs include Biomedical Sciences (51.2501, 51.9999), Environmental Science/Engineering/Health Sciences (02.9999, 03.0102, 14.1401, 26.0699, 26.9999, 30.0101, 30.9999, 51.2202), International Studies/Relations/Affairs (16.0101, 30.9999, 45.0901, 45.9999), Materials Science (14.3101, 30.9999), and Psychometry (42.1701, 42.9999).

GENERAL PROVISIONS Section 1. All University of South Alabama students, whether they start as freshmen or transfer students, must fulfill general education/core curriculum requirements, as mandated by the State Legislature.
