Collection Policy for Electronic Resources Introduction Electronic resources are of increasing importance to faculty and students. With the rapidly growing body of electronic information, what is universally available must be considered in relation to what should be available on The University of Alabama campus. It is therefore clear that successful collection development, regardless of media, will reflect academic priorities already established at the campus level. The Libraries are committed to taking a leadership role in collaborating with academic departments in providing electronic resources to support instruction and research. General Selection Criteria
  • Selection criteria need to be consistent with the University Libraries’ plans for establishing an electronic information environment. Electronic resources should fall within current collecting guidelines as described in the collection development policy as well as other appropriate guidelines. Selectors should also rely on their own expertise in making decisions. All electronic resources should be relevant and appropriate to the Libraries’ user community and reflect current academic needs and the University’s mission. Consideration should be given to electronic resources that provide coverage of underrepresented or high-priority subject areas.

    Guidelines for Selection of Electronic Journals Criteria 1. Electronic journals must be appropriate to our collections. The same selection criteria apply to electronic journals as to paper journals. Journals are selected based on their ability to support the research, teaching, and outreach activities of The University of Alabama; they must be of a scholarly nature or likely to advance scholarly research or university programs. Electronic versions of journals we subscribe to in paper are obvious candidates.
    2. Generally, electronic journals are funded through normal serials lines. This means that new e-journal subscriptions or titles requiring additional funding must be balanced by cancellation of other serials or by identification of new funding.
    3. Preference should be given to journals which have a significant run of issues or commit to making a significant run of issues available full-text. Sample issues of e-journals are not appropriate additions to the collection. If a selector is unsure whether a publisher will be making future issues available, it is wise to query the publisher or check back after a few more issues have been published. Implications of access to archives should be fully explored.
    4. Preference should be given to journals which are openly available to the campus community (either with or without campus registration). The requirement of individual registration or password access is generally not acceptable.

    ELECTRONIC RESOURCES ACQUISITIONS LIBRARIAN,
    University of Alabama Libraries. RESPONSIBILITIES: The University of Alabama Libraries is seeking a dynamic, energetic, and creative librarian committed to excellence in service for the position of electronic resources acquisitions librarian. Working in a team environment this position will be responsible for assisting the head of the acquisitions department in purchasing and licensing all electronic resources. Working closely with the collection management coordinator and selectors, will provide leadership and expertise in the evaluation, selection, and promotion of a wide range of electronic resources. Will be responsible for analyzing use statistics, title lists, and other comparative data. Will work with vendors and library consortia. REQUIRED QUALIFICATIONS: MLS or equivalent degree from an ALA-accredited program; an awareness of current trends and emerging technologies in electronic resources access; excellent analytical, interpersonal, and communication skills, initiative, and flexibility; experience working with a wide range of electronic resources; ability to work collaboratively in a multifaceted, service-oriented environment; and evidence of potential for earning tenure and promotion as a library faculty member. PREFERRED: Experience working with library vendors and consortia, negotiating contracts and licenses, creating/working with spreadsheets, database software, Internet applications, and budget management experience. Salary/benefits: 12-month, tenure-track appointment to be filled at the Instructor or Assistant Professor rank. Minimum salary: $31,200/Instructor and $34,320/Assistant Professor. Strong benefits.     REDMOND, Washington Alabama is on its way to offering computer and Internet access at every public library in the state, as the result of being the first statewide partner of the Gates Library Foundation.
    In recognition of Alabama library leadership, the Foundation today announced it will host an event to applaud the hard work of the libraries and announce the next round of state and local grants, all aimed at giving computer access to public library patrons in the lowest income communities in the country.
    Nearly every library in Alabama over 250 altogether have received a total of over $2.7 million in grants for new computer hardware.
    Individual grants have ranged from a modest $80 request by the Oscar Johnson Memorial Library to purchase a memory upgrade for its existing workstation, to over $280,000 to the Birmingham Public Library to build new computer centers at each of its 20 branch libraries.
    In addition, each library is receiving technical assistance and training from the Technology Resource Institute (TRI), a Seattle non-profit organization funded by the Foundation to act as its on-site and over-the-phone technical support arm. Microsoft Corporation has donated software for each grant recipient as well.

All told, the Foundation will provide grants, technical assistance and training worth between $2.5 million and $3 million to public libraries serving low-income communities around the state. Implementation of the effort is expected to begin immediately and take place during the next six months. "The partnership with the Gates Library Foundation allows us to accomplish the goal we've set as a state to provide information technologies to our librarians and library patrons," said Alabama Public Library Service (APLS) Director Patricia L. Harris.

    OVERVIEW
    The Libraries' entire print collection has been barcoded using code 3 of 9 barcodes. Each barcode consists of ten numeric characters beginning with a one. Check digits are not used. The new system must be able to use these barcode sequences.
    Currently we have the following record counts:
    81,430 patron records
    852,060 bibliographic (MARC) records
    1,344,009 item records
    79,039 MHLD (MARC holdings) records
    The IOLS will (most likely) run in a shared environment on an IBM SP/2 system (model # 9076-306). It is likely that some of this equipment will be purchased in advance. Information from the successful vendor will assist in determining the number and type of nodes and amount of memory required to meet UA's performance objectives. The successful vendor will specify DASD requirements necessary to hold UA's data. Information (i.e., bytes/catalog entry etc.) will be supplied that will allow UA to accurately estimate future DASD requirements given our catalog growth rates. After the initial installation period, the vendor will have limited access to the Libraries server. Enhancement and fixes will be sent to and made by the Libraries System Administrator/Programmer.
    Standards
    The Libraries expect the vendor's system to comply with all existing Library standards, to incorporate into their system, and to release to the sites all new changes in a timely manner, (e.g., vendor system should have full functionality of format integration 2 available to customer sites at least one month prior to an official OCLC start date).
