Introduction to Certification
There are two approaches to B level certification; the Undergraduate Approach and the Alternative Approach. B level certification applications and inquires should be directed to the office of Teacher Education Services. A level certification applications and inquires should be directed to the office of Graduate Studies. To qualify for certification, students seeking Alternative A certification must earn a passing score on a comprehensive examination. These exams differ by area and students are encouraged to discuss the format with their Department Chair. Secondary undergraduates take ED 490 in lieu of the exam.

(b) The Legislature recognizes that the National Teacher Examination (NTE) or some component thereof is utilized as an examination for teacher candidates in 33 states, including the majority of our surrounding southern states. It is therefore the intent of the Legislature that the commission select a nationally recognized pre-certification examination such as the NTE for initial certification of teacher candidates in Alabama. The commission is directed to determine the conditions, if any, which must be satisfied for use of the NTE for the purposes set forth herein. The commission is further authorized to utilize all means necessary to comply with such conditions so as to allow usage of the NTE as an entry-level pre-certification examination for teacher candidates in Alabama, or to otherwise promote full implementation of this section. In the event that the commission is prohibited from utilizing the NTE, its successor examination, or a component of either, for pre-certification, after exhausting all available remedies, then the commission is authorized to designate or develop a pre-certification examination. Such examination shall adhere to generally accepted test construction methodology and those test construction practices reflected in the NTE, and shall permit evaluation of functional academic skills of teacher candidates including but not limited to, reading, writing, and mathematics.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university.     Alabama Prospective Teacher Testing Program: The Alabama State Department of Education has been developing a testing program for prospective teachers as a precondition for certification to teach in Alabama as indicated in a July 3, 2001 notice about the program. The July 3 notice indicated that the test requirement was planned to be effective on May 1, 2002 or thereafter. The testing activities have progressed on schedule for a first administration on December 7th 2002 pending approval of the testing program by the State Board of Education. You are subject to meeting the test requirements if you are a prospective teacher completing a class B (bachelor's degree level) or Alternative Class A (master's degree level) teacher though other alternatives and preliminary routes on or after January 1, 2003. In addition, individuals who are seeking to reinstate certificates that have lapsed more than six months are also subject to meeting the new test requirements. If you will be applying for certification between January 1, 2003 and August 31, 2003 you will be required to successfully complete the Reading for Information test and the Applied Mathematics test. Individuals applying for certification on or after September 1, 2003 will be required to successfully complete the Reading for Information test, the Applied Mathematics test, and the Writing test. Registration for the December 7, 2002 test administration will open on October 15th, 2002 pending approval of the testing program by the State Board of Education, and will be available on the internet or by telephone. The internet address and the telephone number will be made available in the near future. The registration deadline is November 7, 2002.
