Legislative Update: March 12, 2003
Anchorage Caucus Town Meeting
The Anchorage Caucus will hold a town meeting on Saturday, March 15 at the Assembly Chambers in the Loussac Library. The meeting is scheduled to run from 12:30 p.m. – 4:30 p.m. ASD is third on the agenda, following Mayor Wuerch and the Anchorage Assembly. Jake Metcalfe and Carol Comeau will present on behalf of the Anchorage School District. Public testimony, on all issues of interest to Alaskans, will be taken following the presentations. The agenda for the Anchorage Caucus Town Hall Meeting on Saturday, March 15th, is now set.

Washington, D.C. - Alaska Congressman Don Young voted for passage of H.R. 2, The Student Results Act. H.R. 2 renews Title I, the largest federal program to help educate disadvantaged children. Included under Title I, is reauthorization of Native American and Alaskan education programs and Rural Education assistance. The bill passed by a vote of 358 to 67. “We have students across Alaska that need specialized attention and assistance, without taking away from the education of all school children. What we don’t want is two tiers of education,” said Congressman Young. Young added “This legislation builds the necessary core competencies to educate low-income and other special needs children to high standards.” In Alaska in 1998, 19.7% of Alaska’s school-age children were identified as being low income. In fact, the Title I program served 17,888 children in 144 targeted assistance projects and 61 school wide projects throughout Alaska. The Act strengthens accountability by ensuring that all students, including minority, disabled, and economically disadvantaged students, show increased academic achievement gains at the state, school district, and school levels.

New York - The stigma once attached to children in special education is disappearing from America's public schools, according to a Public Agenda survey of their parents released today. But as Congress prepares to take up legislation governing special education in the public schools, many parents say getting information about services for their children is often a struggle. And they offer mixed views on whether the right kids are getting the right services 70 percent say too many children with special needs are losing out because their parents are unaware of what's available, while 65 percent feel some children with behavior problems, rather than learning or physical disabilities, get misdirected into special education. Public Agenda believes its study is the first of its kind to be based on a randomly selected, nationally represented sample of parents of public school children with special needs. The survey is based on phone interviews conducted during April and May with 510 parents from a representative cross-section of the nation whose children attend public schools and receive special education services.

file info In every election, and indeed in every possible voter education programme, there are special groups who require particular attention. There are certain groups that have emerged with some frequency. These groups include:

Their listing here should not blind educators to the possibility that there might be other groups that require special attention. These groups will vary from country to country. As societies become more atomised by progress, and more conscious of the special needs and human rights of groups as opposed to individuals, it is likely that more groups will be identified. In transitional circumstances, the interests of certain groups will be identified more closely, and these groups will merit special attention during elections. The rule of the Khmer Rouge in Cambodia, for example, resulted in large numbers of "emigre" Cambodians who had to be accommodated in elections supervised by the United Nations. In the case of Bosnia, the Dayton Accords required that refugees and internally displace persons by accomodated in elections organized by the Organization for Security and Cooperation in Europe. The founding democratic elections in South Africa were deemed to be fully inclusive, and arrangements had to be made for a

In Massachusetts, controversy continues over a proposal to record students' performance on the state graduation exam on high school transcripts. Following stiff opposition to the measure, Education Commissioner David P. Driscoll withdrew the proposal to list students' achievement levels on the Massachusetts Comprehensive Assessment System (MCAS). Opponents contended that such notations would be particularly unfair to African American and Hispanic students in inner cities, potentially curtailing their opportunities for post-secondary education. Nevertheless, James A. Peyser, Chairman of the State Board of Education, indicated that the board may consider the option of noting a "competency determination" on a student's transcript next fall. The notation would be based on passage of the English and math portions of the MCAS.

Research : Foster Granpdparents Program Overview
The Foster Grandparent Program offers seniors age 60 and older opportunities to serve as mentors, tutors, and loving caregivers for children and youth with special needs. They serve in community organizations such as schools, hospitals, Head Start, and youth centers.
Foster Grandparents offer emotional support to children who have been abused and neglected, mentor troubled teenagers and young mothers, and care for premature infants and children with physical disabilities. Their personal attention helps these young people grow, gain confidence, and become full and productive members of society. In the process, Foster Grandparents strengthen communities by providing youth services that community budgets cannot afford and by building bridges across generations.
Foster Grandparents meet income eligibility requirements, serve 20 hours per week and receive small stipends.

In October 2000, Fairbanks Arts and Cultural Education (FACE) sponsored five performances of the World Champion Romanian Gymnasts, Aeros , for students at Hering Auditorium, in conjunction with our affiliate, the Fairbanks Concert Association. The performances were a great success! The Education Program oversees the FACE (Fairbanks Arts and Cultural Education) committee which is in turn responsible for the Fairbanks Arts Association Arts in Education, Arts in the Park and the Very Special Arts Festival programs. FACE: The FACE committee receives funding from the State Council on the Arts (AIE) with funding support from the Alaska State Legislature, the NEA, and various organizations and individuals, fund raising activities, and the FNSBSD. Through this program the committee hopes to promote and enhance arts enrichment in the schools for another year. Goals of the FACE committee are: artist residencies (approximately 2 weeks in length), exposure to works of art through exhibition, performances, teacher training and parent involvement opportunities. Each area focuses on developing skills of perception through greater understanding of art forms; children begin to understand how artists make aesthetic choices and how these understandings relate to other aspects of life. Integration of artist residencies into the curriculum is strongly encouraged, but not necessary.

National spending on special education for 1995-96 was estimated to be from $32-$36 billion.
