id=10872 NASBE Policy Update , Vol. 10, No. 15 National Association of State Boards of Education Earthquake-Ready Schools Earthquake Earthquakes and California are synonymous in the minds of most Americans. However, recent earthquakes in Plattsburgh, New York (April 20, 2002) and in the Midwest (June 18, 2002) remind us that one can strike almost anywhere in the United States. Indeed, some of the most powerful earthquakes in U.S. history, estimated at about 8 on the Richter scale, took place in 1811-1812 in the little Mississippi River valley town of New Madrid, Missouri. And while less frequent than those in the western United States, earthquakes in the eastern and central United States tend to affect larger areas. In fact, the New Madrid earthquake rang bells in Boston, Massachusetts and caused damage as far away as Washington, D.C. and Charleston, South Carolina. Even the loss of life and destruction from earthquakes of moderate magnitude are sobering, and schools are often affected. As a U.S. Geological Survey document notes conerning the 1964 Prince William Sound, Alaska quake: "The schools in Anchorage were almost devastated. The Government Hill Grade School, sitting astride a huge landslide, was almost a total loss. Anchorage High School and Denali Grade School were damaged severely." (Fortunately, the quake occurred after school hours.) As a result, many western and Pacific coast states have enacted comprehensive earthquake preparedness policies that specifically address schools. Yet it is important that schools in the eastern half of the country follow suit. The well-being of over 54 million students and close to six million school personnel make it imperative.

About the CSRD Program What is comprehensive school reform? Comprehensive school reform is a means to improve student achievement through reorganizing and revitalizing entire schools, rather than implementing isolated programs. It uses well-researched and well-documented models for schoolwide change that are supported by expert trainers and facilitators. Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program. What is the CSRD Program? The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).
