    All programs sponsors must be either public or private non-profit agencies. Meal and Milk Reimbursement:
    All programs are reimbursed for meals (or milk) served to children. The amount of reimbursement is dependent on the number of children from low income families participating in the program.     Available to licensed and DCRA registered child care homes including group homes up to a licensed capacity of 13 children. Providers are reimbursed for up to two meals and one snack per child per day. Meals are reimbursed on a two tiered reimbursement system. Low income providers and providers living in low income areas are reimbursed at the higher rates. Other providers receive the higher rate for the low income children in their care and a lower rate for all other children. Providers participate through a nonprofit sponsor which is responsible for all aspects of program administration. The sponsor must provide training, technical assistance and perform at least three onsite monitoring visits in each home per year. The sponsor receives funding from DOE to administer the program. DESCRIPTION The Family and Community Nutrition Program (FCNP) was established during September 1993. The Program works primarily to reduce dietary risk for chronic diseases among Alaskans (i.e., assess needs, design, implement and evaluate interventions aimed at preventing development of cancer, heart disease, and diabetes). The program also works on other nutrition issues affecting Alaskans such as food access and availability. These goals are achieved through collaborative efforts with partners from private industry (restaurants, grocery stores, food vendors, and worksites), the health field (hospitals and Native Health Corporations), state entities (Early Education and Development [DEED] and other Department of Health and Social Services [DHSS] programs), consumers, and the media.

A formidable statewide effort to address Fetal Alcohol Syndrome and Alcohol Related Birth Defects is underway, and has resulted in an increased number of resources available to schools which include: 1) A growing capacity to diagnose affected students 2) An increased knowledge of potent interventions/learning strategies to help teachers maximize affected students learning potential, 3) An increase in the number of competent FAS trainers available to assist schools, 4) A FAS Education Specialist position in the department of Education and Early Development specifically created to support schools and teachers.     Subcommittee on the Interior March 6, 1997 The American Dietetic Association (ADA) appreciates the opportunity to testify at these hearings on the Fiscal Year 1998 Appropriations for the Indian Health Service (IHS). The ADA is the world's largest organization of food and nutritional professionals with nearly 70,000 members who serve the public through promotion of optimal nutrition, health and well being. Over 80 percent of all registered dietitians work in health care delivery, including hospitals and HMOs, long-term care facilities, clinics and physicians' offices. Registered dietitians are also an integral part of the IHS and offer professional and managerial services through a variety of programs implemented by the agency. Our testimony will touch on several issues related to the funding needs of IHS nutrition related programs and offer specific recommendations for how those programs might be improved. Knowing how best to respond to these changes in AI/AN health conditions is difficult since there is incomplete or limited information on the population's nutritional status, the nutritive values of native foods, their present dietary patterns, and little information on their awareness about nutritional aspects of disease and health. Standard surveys that could gather such information such as the National Health and Nutrition Examination Surveys (NHANES) do not include AI/AN in the representative sample, and only limited research has been done on selected age groups or tribes.
