American Samoa Wants Moratorium On Tuna Vessels American Samoa, October 31, 01 The National Marine Fisheries Service should implement emergency regulations to stop new entry of U.S. longline vessels over 50 feet in length from fishing in American Samoa. This was recommended by the Western Pacific Regional Fishery Management Council on Thursday in Honolulu.
Longline vessels which do not hold a longline permit and have not documented a catch prior to October 25, 2001, will not be able to fish in the U.S. Exclusive Economic Zone (EEZ) around American Samoa. This moratorium would remain in effect until a limited entry program is implemented. Henry Sesepasara, fisherman and advisor on American Samoa culture, emphasized the need for this action due to concerns about potential problems for the existing local longline fisheries, community and culture of American Samoa. Sesepasara noted that the American Samoa community eats a diverse range of seafood, and Samoan culture is critically dependant on a constant supply of fish.This demand has been met through the small boat fleet, but is now threatened by the rapid expansion of the large longline vessel fleet. The fishing effort increased from less than 500,000 hooks set during the first quarter of 2001, to over 1,700,000 hooks set during the third quarter. As the American Samoa EEZ is relatively small and surrounded on all sides by foreign EEZs, this expansion could deplete the local availability of tuna stocks.

It refers to the obligations that a Samoan owes their family, community and church and the individuals sense of Samoan identity. The concept of respect is also very important. You must always respect you betters, this includes those older than you, matais, ministers, politicians doctors and teachers. There is still some debate about where the Polynesians who first colonised Samoa actually came from, though conventional wisdom suggests people arrived from the East Indies, the Malay peninsula or the Phillipines. The Samoans themselves are far from conventional on this issue however: other Polynesians might have come from Asia, but Samoans, they say, come from Samoa. They believe themselves to be the cradle of Polynesian culture, the race of people created by the god Tagaloa while he was cooking up the world. In fact the Samoan legend of the beginning of the world is startlingly similar to that told in the Bible; a fact that assisted the later transition to Christianity. Carbon testing on the remnants of a village on the island of 'Upolu (in independent Samoa) date the site from about 1000 BC. It's actually a testament to the Samoans' easy-going nature that the missionaries who arrived in the early 19th century, brandishing their Bibles and threats of everlasting hell and damnation, weren't killed immediately. Instead there were wholesale conversions, explained by the fact that Christianity and the old Samoan beliefs were not dissimilar and that the god Nafanua had - in a curious move by a deity - predicted the coming of a newer, better, stronger religion. The firepower and obvious wealth of the palagi (Europeans, or 'sky bursters' as they were known) was obvious and the enthusiastic embracing of Christianity may have had more to do with a pragmatic approach to the affairs of god and men than with blind faith.

As early as 1965, the Samoan Director of Education mandated Samoan be taught to levels 1-4 in public schools. The concern at that time was the apparent deterioration of some of the basic Samoan courtesies expected from students. It should have started in Early Childhood Education, but the thought was nevertheless important in later thought about the place of Samoan in the Department of Education's Language planning. At about this time, television was a medium of instruction in public schools, and it was a convenient method for the non-Samoans in particular. The course included reading and writing. During the 1970s, levels 7 and 8 were added. The high school program included Samoan as an elective. In the latter half of the 70s, the government of American Samoa through the Department of Education (DOE) launched a very aggressive bilingual program in public school s with federal funding. Much of the funding was used for developing instructional materials, training personnel, and providing workshops. Some of the workshops and fact finding missions were conducted in the independent state of Western Samoa, which at that time had a very strong program going in all public schools from kindergarten through high school. Toward the end of the 1970s, the Samoan Studies section of the Department of Curriculum and Instruction (DCI) was developing a separate Samoan curriculum to be offered to Levels 1-12. By the mid-80s, the DCI began to shift its focus from bilingual programs to development of monolingual programs in Samoan for all levels. This section of the DCI has at this time changed its name to Samoan Studies. An ambiguity in the latter title as well as the nature of the instructional materials thus far developed are slowly giving preference to Samoan Language Arts and Culture (Gagana ma Aga a Samoa) as a more appropriate title.

American Samoa has a land area of 76 square miles and approximately 57,291 residents (est. 2000, U.S. Census Bureau), most of whom live on Tutuila. Since American Samoa is an unincorporated territory of the U.S., its people are U.S. nationals who freely enter the U.S. An estimated 65,000 Samoans have migrated to the West Coast and some 20,000 live in Hawaii. The territory has an important tuna processing industry, and its capital, Pago Pago, has a great natural harbor with dry dock and port facilities. The local government is the biggest employer in American Samoa. Culture
The Samoan culture is strong and intact. The Fa'asamoa (Samoan way of life) is centered on the "aiga" (family), which consists of the immediate family and extended family members (maternal and paternal) such as grandparents, uncles, aunts, and cousins. The family name holds special value in the hearts of Samoans and every opportunity is taken to keep that name in good standing within the community. The "matai" (chief) is the head of the family and has the final say on decisions that are made for the family and their land. Land in American Samoa is communally owned; therefore, it is up to the matai of the family to distribute the land among family members. Community hospitality is ingrained into the Samoan way of life with families commonly inviting guests into their homes.

The Samoan way of life, Fa'a Samoa, is unique in the Pacific and is a tradition that is proudly upheld by the people. It's a way of life that that binds the community together with important activities that include traditional ceremonies, oratory, singing, dancing, the telling of legends, the drinking of kava and the practice of tattooing.
It is not unusual for men and women alike to be heavily tattooed in traditional patterns with boar teeth needles dipped in soot-based ink. Tattoing is done from breast to knee, where it is not usually seen by the public.
With the missionary heritage still strong, Samoans dress modestly. While young women may opt for western clothing, most women will have their shoulders covered and wear long loose dresses or knee-length pieces of material worn as wraparound skirts known as lavalava. Men are usually more comfortable in lavalava at home, though trousers are common for work in town. Church clothes are very formal.
The special matai language, spoken only by selected people, is kept for oratory and ceremonial occasions and is considered an art.
