The Department of Education (DOE) is the largest agency in the American Samoa Government. Its primary mission is to prepare the school age children of American Samoa to be academically, socially, and mentally competent to effectively confront life's many challenges, and to become responsible citizens in any society or community they may choose to live in. Thus, the academic, vocational, professional development, support services and special education programs are the principal responsibility of this Department. The DOE has more than 1,605 employees, and includes 23 elementary schools, five high schools, one vocational-technical high school and 54 early childhood centers. The DOE provides educational programs for over 15,500 students.

Great Seal of the Government on the front of the Executive Office Building in Utulei American Samoa has been a territory of the United States since the signing of the Deed of Session on April 17, 1900. During this long period, the Samoans maintained local management of the islands while U.S. activity was limited to the operation of the coaling station and the naval base in the Pago Pago harbor area. When the Japanese Empire began aggressive actions in the Pacific during the late 1930's, the quiet naval station at Tutuila suddenly acquired a new strategic importance. In 1940 the Port of PagoPago became an advanced training and staging area for the U.S. Marine Corps. During those war years the heightened activity exposed American Samoa to the U.S. way of life and the benefits of American built roads, airstrips, docks, and medical facilities. Since World War II, American Samoa has developed into a modern, self coverning political system. The government is divided into three branches: Executive, legislative, and judical. The Governor and Lieutenant Governor head the executive branch and are elected to four year terms. The legislature, or Fono , consists of two houses: the Senate, selected by each matai (village chief) and the House of Representatives, elected by the general population. The judicial branch is part of the U.S. judicial system. American Samoa has a non-voting representative to the U.S. Congress.

American Samoa Government (ASG)
    ASG is American Samoa's largest employer. In March 1995 it employed 4,281 workers, slightly fewer than in 1993 but still representing 33 percent of the territory's work force. Unlike government in the United States, ASG is a government with no local or municipal government sublevels. As such, it is highly centralized and performs all basic government functions and a few more. Government's role goes well beyond the provision of public goods such as defense, police protection and public infrastructure. The roots of strong government in American Samoa lie in the traditional communal system where leaders are responsible not only for preserving social order but for the extended family's economic welfare as well. The government represents the extended family structure, and US taxpayers underwrite most of the cost of preserving this system, enabling American Samoans to share in American prosperity. From this affiliation the United States gains the exclusive right of access to and use of the territory for defense and other purposes. In effect, US aid, grants and other payments amount to rent the United States pays for access. As long as the two sides agree on a given level of rent (the sum of so-called aid and grants), the arrangement works for both sides.
    The average annual payroll cost to ASG was $14,680 per worker in 1995, including benefits. Aside from the usual government work, ASG also manages power, water and sewer systems through the American Samoa Power Authority (ASPA). An autonomous agency, the ASPA is among the brighter spots in a history of financial management that has often generated criticism from federal agencies.
