Thankfully, the days of the Dickensian animal shelter are just about over in the Bay Area. Instead of dank canine jails, you are likely to find bright, lively adoption centers. There are still a few holdouts (for budgetary reasons), but even these have a dedicated corps of staff and volunteers to give the animals in their care as much comfort as possible.

Authorizes animal shelters to confine and dispose of dogs running at large without the required tag or in violation of a local ordinance, dogs not licensed as required by law, and cats in violation of local ordinances regarding licensure or running at large. Any animal shelter confining or disposing of such animals must be inspected by the State Veterinarian and operated in accordance with regulations issued by the Board of Agriculture and Consumer Services, be open to the public during reasonable business hours, and be located outside of a residential dwelling. The operator of an animal shelter that confines or disposes of such animals must comply with certain reporting requirements. HB 1765 Confinement and disposition of animals by animal shelters.
Opposed the original version that provided that an animal shelter would not be accessed civil penalties if it had demonstrated good faith in achieving compliance after notification of a violation of any laws governing the care or protection of animals.

Mission: The mission of MetroPets Online (MetroPets) is to promote the adoption of homeless animals and the well being of companion animals in the Washington DC metropolitan area. The feeder of an animal shall be over the age of 15. The statutory agent or statutory guardian shall be considered as the feeder for one who raises an animal under the age of 15.
The feeder shall provide adequate food and water and sufficient space of activities for the animal. He shall also pay attention to the safe living environment, shelter, ventilation, lighting, temperature, cleaning and other appropriate care to prevent the animal from unnecessary harassment, mistreatment or hurt.
An animal shall not be allowed to be abandoned unless it is sent to animal shelters or the places designated by the competent authorities of the municipality or county and city level.

A.G.'s TASK FORCE ON ANIMAL CRUELTY APPLAUDS NEW LAW
(Wilmington, DE): Members of the Attorney General's Task Force on Animal Cruelty and Interpersonal Violence realized one of their goals recently when Governor Minner signed into law House Bill 305. The bill, sponsored by Representative Maier and Senator Bunting, increases the penalties for a person convicted of intentional animal cruelty and animal fighting. It also permits the State or the SPCA to recover the costs of boarding and caring for animals seized from a person charged with cruelty to animals or facilitating animal fighting. Attorney General Brady stated, "This bill holds those who abuse animals accountable, strengthens dog fighting laws and compensates the SPCA for the specialized care these abused and neglected animals require."
Murrey Goldthwaite, Executive Director of the Kent County SPCA commented that, "This legislation affects us directly and we are delighted that HB 305 is now law. The bill makes owners responsible for the care of animals who are being held as evidence and allows non-profit animal shelters to re-coup these significant costs." John Caldwell, Executive Director of the Delaware SPCA, shares Goldthwaite's enthusiasm. "HB 305 is tremendous. It is long overdue." Caldwell, whose organization has animal shelters in Stanton and Georgetown, said the new law is, "a great assist to my organization. It takes a tremendous financial burden off of the Delaware SPCA."
