Arizona Optics Industry Association (AOIA) is composed of individual consultants and companies with significant expertise in optical science, engineering, manufacturing, and business in general. These members also have significant experience and expertise in optics education. This optics education focus group has been active in promoting projects which have benefit at the local, state, national and even international levels. Recently, these optics educators have started a dialog with optics companies, the University of Arizona (Education, Optical Sciences, Astronomy) faculty, local and state government agencies, and public and private schools on forming educational partnerships to promote a greater awareness of optics.

Toolkits designed for Charter-Granting Agencies To help charter-granting agencies with their challenging task, the Charter Schools Development Center has developed the Charter-Granting Agencies' Tool Kit with sample documents gathered from across the country to help charter-granting agencies with this challenging task. Section one contains resources on how to review charter petitions, including sample charters, suggested charter evaluation criteria, sample charter review process, sample financial plans and business plan criteria, and pre-operations school start-up check lists. Section two includes sample documents related to the operational relationships with charter schools in such areas as funding arrangements, special education, facilities and administrative services.

As part of its mission, "Keeping the Promise of Quality Public Education," AEA supports high standards for teachers, including a performance-based system of certification.
AEA leaders worked closely with the Arizona Department of Education ("ADE") and the State Board of Education during the five-year process of revising the Arizona teacher certification standards, rules, and procedures. AEA's focus is on ensuring that quality teachers are licensed to teach in Arizona, that fingerprint checks and certificate issuance occur in a timely and fair fashion, that teachers from other states can more easily be certified in Arizona, and that recertification requirements meet the professional growth needs of practicing teachers.
Largely through AEA efforts, teachers now have professional choices about the nature of professional development that will help them. AEA also worked to ensure that teachers from other states have reciprocity for certificates and fingerprint checks, and AEA is diligent in its efforts to provide quality alternate certification paths.
AEA continues to work with the State Board regarding certification rules, and implementation procedures; and continues to lobby for funding of professional growth opportunities for school employees. In addition, AEA supports mentoring and peer assistance and other ways to improve the teaching profession.

How Legislation is Enacted in Arizona

The process of enacting legislation is a complicated undertaking from the time a bill is drafted until it is finally passed and sent to the Governor.
Legislation may be suggested by anyone legislators, state agencies, advocacy organizations, legislative committees, lawyers, constituents and others for presentation to a Senator or Representative for introduction in the Senate or House.
All bills prepared for introduction are drafted by professional staff members of the Arizona Legislative Council, which also provides legal, research and data processing services for both houses of the Legislature. The Arizona Legislative Council is governed by a joint committee of the House and the Senate, as is the Joint Legislative Budget Committee (JLBC) which prepares the general appropriations bill (the state budget bill).
In the Arizona Legislature there is no requirement that the committees take action on every bill referred to them. In many instances committees refer a bill to a subcommittee for review and consideration. The subcommittee has several options among which are: pass the bill as is (dp); pass the bill with amendments (dpa) or hold the bill with no action or vote against passage.
If the bill is reported out of the subcommittee amended or otherwise, it returns to the full committee for its review and consideration. The full committee may then exercise the same options.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Charter Schools: An Approach for Rural Education?

Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school. What We Have Learned About Charter Schools In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.
