Arizona student program investing resources for education; eligibility A. The Arizona student program investing resources for education is established to provide guaranteed tuition scholarships to persons who reside in this state, who attend a school selected for participation in the program pursuant to section 15-1863 and who meet specific academic standards and intend to pursue an undergraduate degree at an eligible institution of higher education. Each tuition scholarship shall not exceed a sum equal to the average total resident registration fees charged during a four-year period by the universities under the jurisdiction of the Arizona board of regents. B. In order to be eligible for the Arizona student program investing resources for education, the applicant shall meet each of the following requirements: 1. During the year in which the applicant is attending grade three, an initial application shall be submitted on the applicant's behalf by the applicant's parent or guardian to the selection committee established pursuant to section 15-1863. 2. The applicant shall have resided in this state for at least twelve months immediately preceding the date of the initial application and shall be a resident of the United States.

Involving Parents in the Life of the School
The traditional role for parents in the schools is to come three or four times a year: once to open house or back-to-school night and two or three times a year to parent-teacher conferences. A middle-class "involved" parent might come more often, acting as a room parent, attending PTA meetings, or volunteering in the school. Successful parent involvement programs are those that extend these traditional roles for parents at school, and encourage all parents, not just white middle-class mothers, to become involved in many different aspects of school life.
Motivating Parents to Participate
The secret to getting parents to participate in school events isn't convincing them to do something they don't want to do, it's providing them with something they do want to do. Each individual has a different "hot button" that will motivate him or her to participate. When discussing parent involvement, we tend to spend time looking for ways to motivate communities, rather than concentrating on the motivation of individuals. In fact, parent involvement is an individual, developmental process (Arizona Department of Education, 1989b). Consider the following ideas:

Getting Parents' Point of View
In the past decade there have been major changes in the philosophy and procedures of parent involvement programs (Powell, 1989). The traditional model of parent education was based, in part, on the assumption that parents were deficient in their abilities and dependent on professionals for guidance. It has been replaced by the family support model, which is based on four fundamental principles (Kagan, 1991):
  • The importance of the early childhood years. An ecological, or systems, approach to service delivery. A developmental view of parents. A universal need for family support.
Strengths of Families
Every family functions as a home learning environment, regardless of its structure, economic level, ethnic or cultural background. Consequently, every family has the potential to support and improve the academic achievement of its children (Office of Educational Research and Improvement, 1993). All families have certain strengths, which can be tapped into by schools and other groups seeking to build effective home-school partnerships. Among these are the following:

Arizona Education Code For Homeschooling This is not intended to be legal advice and is distributed for information purposes only. Compulsory attendance Children who are between the ages of 6 and 16 years of age as of September 1. However, for children who have turned 6 before September 1st and who are under 8 years of age as of September 1, parents may notify the County School Superintendent (CSS) in writing that they don't wish to have their child in school at this time. After age 8, parents need to follow the Homeschooling law outlined below. Currently the Arizona Homeschooling law requires that:
  • Every child between the ages of six and sixteen years shall be provided instruction in at least the subjects of reading, grammar, mathematics, social studies and science.

    TUSD Implements K-5 Standards-based Progress Report
    Ten years ago, TUSD started piloting a standards-based report card. The report card was cutting edge and designed to support the standards-based movement of the district. In 1999, when PC computers were purchased for teachers, a committee was appointed to compile information as to the effectiveness of the standards-based progress report and determine any changes that were necessary to the format before producing a PC-compatible version. This committee made recommendations resulting in the current format of the progress report. The central office administration reviewed the progress report and recommended all schools move to a standards-based progress report to align with the state standards. Many questions are asked as to why TUSD has chosen this option. The following information may shed some light of this decision.

    COMMUNITY AND SCHOOL SERVICE by Henry Dahlberg, Assistant Director for Community Services R OUGH ROCK is unique as it has the only true community school serving the American Indian. The school is different because it belongs to the people in a way that few other American schools do. Local autonomy is realized in fact, not word, as the community makes decisions regarding the direction of the curriculum, the focus of the community development program, or the salaries of staff members. The effect of this right to make meaningful decisions has been profound in this community. The people of Rough Rock have begun to speak out for the first time since the pervasive wave of governmental control and paternalism swept over the reservation just 100 years ago. The people are regaining a sense of dignity and self-respect which stirs under the epithets "wards" and "beneficiaries." The people grow restive under the bureaucracy of the reservation agencies which have grown "labyrinthine in structure and glacial in dispatch." The school, and particularly the Community Services division, offers an avenue for the constructive use of this demand for greater responsibility and involvement in decision-making. Although all administrative units of the school operate under the community school philosophy, Community Services is the principal vehicle for realizing those programs which affect the community at large. The Community Services staff is responsive to the wishes of the School Board and also suggests programs for the Board’s modification and approval. These programs lie in all areas of community and human resources development. Some are short-range, economic projects such as purchasing hay and coal for sale, at cost, to the local residents during the periods of isolation which follow severe storms, or, as happened this spring, selling lamb-starter milk when an unusual number of lambs were dying. Other programs are far more complex for they deal with the major problems of that isolated communitypoverty, unemployment and lack of education.
