ECU ECU has started a pilot program called "Handsprings to Learning". Currently, the program has seventy-five students enrolled in three courses. These students are using software such as Avant Go to receive course information. This site has a vast amount of PDA resources and tutorials. It does not have a medical basis, but there is a lot of great general information on PDAs and applications.

    California and Arizona Updates
As mentioned in the original issue of Policy Briefs on Charter Schools , California's general election ballot in November 1993 included a referendum (Proposition 174) that would have allowed parents to use vouchers to pay for private schooling. This referendum was viewed by many as a threat to the future of California's Charter Schools. In California, as in Oregon and Colorado, the voucher referendum was defeated by a margin of at least two to one. Colorado voucher proponents have begun a new campaign on the issue, hoping to put it on the ballot in 1994. Why the referendum in California - which was very popular when first proposed - was so strongly defeated is being discussed widely. If nothing else, it is obvious that if such referendums are to pass, they must appeal to middle-of-the-road as well as conservative voters. California has 45 Charter Schools. The state does not offer start-up monies to get the schools going, so progress in numbers has been slow compared to states where start-up monies are available, such as Massachusetts.

    Overview
One of the purposes of the Arizona Commission on the Arts is to connect artists with communities. To help people learn more about the arts in Arizona, we’ve created the Arizona Arts Roster, a publication that offers an overview of Arizona artists and arts organizations. As you look through this book, you’ll be struck by the exciting range of arts and talents found across the Grand Canyon state. Residency Roster This is not a comprehensive listing of Arizona artists. The Residency Roster is simply a compendium of artists in all disciplines, selected for their artistic quality, ability to communicate about their artform and their ability to carry out a residency. Each artist has been selected through a rigorous artistic review/interview by a panel of Arizona artists, educators and citizens before being accepted for inclusion in the Roster. Sponsoring organizations can use the Residency Roster as a resource for developing school and community programs.

What's New I Current Indicators l Data Services I Publications I Special Studies I Forecasting I Contact The Arizona Budget Crisis was Predictable February 18, 2003 A Special Report by Alberta Charney, Ph.D. Arizona's budget crisis was entirely predictable, as was the severity of the crisis. In fact, in 1994, I warned about it in our publication, Arizona's Economy:
"The combination of (1) under funding the rainy day fund during an upswing period, (2) numerous tax cuts which are likely to permanently downsize the General Fund, (3) a super-majority requirement for all tax increases, (4) the strong cyclicality of revenues, and (5) an increased demand for social services during recessions will result in severe expenditure cuts in some government services in the next economic downturn."
In 1992, a referendum passed that required a super-majority (2/3rds) of the Legislature to pass a tax increase. Tax cuts can be implemented by a 50% majority, but making up that lost revenue by imposing new taxes, raising existing taxes, or reversing a tax cut requires a two-thirds majority. Even revenue-neutral changes, designed to improve the fairness of the tax structure, require a super-majority because equity adjustments require a tax increase on one group of taxpayers to offset a tax decrease on another group. The super-majority requirement acts like a ratchet, in which tax decreases made during an economic expansion always become permanent.
