As part of its mission, "Keeping the Promise of Quality Public Education," AEA supports high standards for teachers, including a performance-based system of certification.
AEA leaders worked closely with the Arizona Department of Education ("ADE") and the State Board of Education during the five-year process of revising the Arizona teacher certification standards, rules, and procedures. AEA's focus is on ensuring that quality teachers are licensed to teach in Arizona, that fingerprint checks and certificate issuance occur in a timely and fair fashion, that teachers from other states can more easily be certified in Arizona, and that recertification requirements meet the professional growth needs of practicing teachers.
Largely through AEA efforts, teachers now have professional choices about the nature of professional development that will help them. AEA also worked to ensure that teachers from other states have reciprocity for certificates and fingerprint checks, and AEA is diligent in its efforts to provide quality alternate certification paths.
AEA continues to work with the State Board regarding certification rules, and implementation procedures; and continues to lobby for funding of professional growth opportunities for school employees. In addition, AEA supports mentoring and peer assistance and other ways to improve the teaching profession.

Archives Native Apprentice Teacher Program The Arizona State University Center for Indian Education, in cooperation with the Inter-Tribal Council of Arizona, the Phoenix Indian Center, the San Carlos Apache Tribe, the Ft McDowell Yavapai Nation, the Salt River Indian Community, the Gila River Indian Community and the Pascua Yaqui Tribe has been awarded a three-year grant from the Office of Indian Education to train a corps of 15 or more new American Indian teachers to work in reservation, urban and suburban elementary schools serving significant numbers of Native students. Teacher trainees are expected to complete the requirements for a bachelorÂ’s degree and teaching certification during the first two years of the project. During the third year, after placement in schools, new teachers will continue to receive supportive services from the Project. Trainees are expected to repay their training expenses by serving in eligible schools for an amount of time equivalent to their paid training. Successful applicants are eligible for a monthly stipend of up to $1,500 plus dependent allowance. All tuition costs are paid by the Project. This teacher preparation project will focus on elementary teacher education, will be field-based, and immerse the candidates in "school culture" and active teaching situations throughout their course of study. The program will be designed to accomplish seven overarching purposes:

Requirements
There are three Degree Programs offered on line: Elementary Education, Secondary Education, and Special Education. The Elementary Education program prepares students to teach K-8 grades and consists of 45 total credit hours; 37 hours of Foundational Knowledge and Professional Knowledge coursework and 8 hours of student teaching. The Secondary Education program prepares students to teach 7-12 grades and consists of 25 hours of Foundational Knowledge and Professional Knowledge coursework and 8 hours of student teaching. Secondary students must pass the Subject Knowledge portion of the Arizona Educator Proficiency Assessment or take 24 hours of content coursework in the area they plan to teach. Some districts may require a teacher to pass the exam and have 24 hours of coursework in the subject they plan to teach. The Special Education program prepares students to teach a cross categorical classroom in grades K-12. Cross categorical classrooms include students from all of the disabilities. The program requires 37 hours of Foundational Knowledge and Professional Knowledge coursework as well as 8 hours of student teaching.

But probably the most common reasons are job-related. It's easy to understand why career issues take precedence.     Internet courses explore Arizona, U.S. Constitution Meets Teacher Certification Requirements for Arizona
    Two one-credit-hour constitution and government courses necessary to meet Arizona teacher certification requirements are now available through Northland Pioneer College over the Internet.
    Tuition for each class is just for in-state residents, or for out-of-state students, plus a course fee. [Note: Tuition increases to $30 for in-state and $55 for out-of-state tuition plus a $25 course fee effective August. 1, 2002] You can register on-line, or by phone if paying fees with a VISA or MasterCard, by calling (800) 266-7845.
    NPC Political Science Instructor John Deaton has been teaching the Arizona Constitution class for 22 years. "This on-line course is unbelievably rich in information," he said. "There is no way to present all of this data in a traditional two-day class. Students can complete just the required sections, or go off and explore other areas of personal interest. We are providing links to many state agencies for real-time data downloads," Deaton added.
    Deaton used the same pattern for the U.S. Constitution course. "It is important to understand some of the philosophical roots and origins of the Constitution," Deaton said. "Students will explore some of the contributions of important social and political philosophers as they relate to the development of the Constitution."

    BEYOND 180 DAYS Carl G. Foster and Emma Gabel IN RURAL NORTHEASTERN ARIZONA, the Chinle Agency is one of five Bureau of Indian Affairs sites responsible for the education of the Navajo Tribe's kindergarten through high school age population. Ten schools are strategically located with the Agency's 850 square mile boundary and offer a variety of programming to 2,800 students during a 180-day school year. A teaching staff of 120 implement a pretest/posttest curriculum during a six-and-one-half-hour school day. Nine special education teachers and 12 education aides instruct 263 exceptional students in 11 resource and two self-contained classrooms daily. A "related service" staff of a school psychologist, an educational diagnostician, a speech pathologist, an occupational therapist and two speech/occqpational therapy technicians continuously service the special education classrooms. An Agency-housed Special Education Office staffconsisting of a child find technician, a secretary, a budget technician and a coordinatorsynchronize program offerings. The Special Education Office yearly surveys the Agency's schools to ascertain program strengths and weaknesses. The SY-84 questionnaire investigated parental involvement in special education, regular educator understanding of special education practices and procedures, exceptional student achievement and teacher certification. Results of this survey reported that parents had minimal knowledge of their child's special education program and regular educators expressed difficulty teaching the mainstreamed exceptional child.
