Streamlining efforts have reduced AHTD's full time work force from approximately 4,000 in 1993 to 3,723 as of June 30, 2002. Nationally, the State Highway System ranks 12th in mileage and the state ranks 47th in highway-user revenues per mile. Go to Top Travel Go to Top Funding Highways, Roads and Streets The 1999 Arkansas General Assembly provided legislation allowing the State Highway Commission to issue up to $575 million in Grant Anticipation Revenue Vehicle (GARVEE) Bonds to pay for the Interstate Rehabilitation Program (IRP). The IRP will improve about 380 miles of Interstate at a total cost of $950 million. During State Fiscal Year 2002, approximately $251 million were let to contract for 9 projects to improve 67 miles of Arkansas' Interstate System. A total of approximately $658 million, including the IRP amount, was let to contract for state highway projects during the fiscal year.

The U of A joins 127 other universities awarded National Science Foundation grants to connect to the network and holds the only grant awarded in Arkansas. The high-speed network will change how UA researchers interact with their colleagues around the globe. "The network has the capability to make the distance between them irrelevant," said Robert Zimmerman, director of computing services. "It's just as if they're all in the same room." The University will connect the vBNS to Little Rock, and from there to other state institutions, Zimmerman said. "We will bring these resources to the entire state," he said.

Jacobs, manager of development communications, lherzog@uark.edu WINTHROP ROCKEFELLER FOUNDATION AWARDS UACDC $346,000 IN GRANTS Of the grants, the first is an award of $250,000 is designated to provide bridge operation funding to the UACDC until the next legislative biennium when state funding is likely to resume. The second award of $96,000 is designated to establishing the Delta Research and Design Center in eastern Arkansas. The Delta Center will help towns and cities in the region to develop plans and programs for physical, economic, educational and social regeneration. Residents and businesses in communities such as Marvell, Clarendon, Marianna and Helena will benefit from the Center. David Evan Glasser, UACDC director and holder of the Steven L. Anderson Chair in Urban Studies, said, "We are extremely grateful to the Winthrop Rockefeller Foundation for this timely and much-needed support for the Center. At a time when UACDC was poised to expand its services to distressed and underserved communities throughout the state, reduced state revenues appeared to imperil our further operations. The generous grant from the Winthrop Rockefeller Foundation will permit us to not only continue our efforts, but to also increase our community planning and urban design services to Arkansas communities."

Arkansas - A State Unit Study This mini unit on ARKANSAS uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study ARKANSAS. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about ALABAMA and enjoyable for all who are participating. Arkansas' State Flag A diamond on a red field represents the only place in North America where diamonds have been discovered and mined. The twenty-five white stars around the diamond mean that Arkansas was the twenty-fifth state to join the Union. The top of four stars in the center represents that Arkansas was a member of the Confederate States during the Civil War. The other three stars represent Spain, France and the United States, countries that had earlier ruled the land that includes Arkansas. Flag adopted 1913. The Arkansas Tourism Development Act (Act 1135 of 1999) provides incentives for qualified new or expanding tourism facilities and attractions. The program applies to cultural or historical sites, recreational or entertainment facilities, areas of natural phenomenon or scenic beauty, theme parks, amusement parks, indoor or outdoor plays or music shows, botanical gardens, and cultural or educational centers. Lodging facilities may also qualify provided the approved costs exceed $5 million, and the facility is attached to a convention center containing a minimum of 75,000 square feet or the facility itself contains a minimum of 12,000 square feet of meeting or exhibit space. To qualify, a project:
  • must cost a minimum of $500,000 must be open to the public on a regular basis must develop a marketing plan that targets at least 25% of its visitors from out-of-state residents must have a significant and positive economic impact on the state must not adversely affect existing employment in the state
Qualified and approved businesses will be eligible to recover up to 25% of initial investment through a tax credit against state sales taxes collected from visitors to the attraction. The business could also be eligible for income tax credits based on jobs that were created as a result of the tourism project. INTRODUCTION
The Center for the Study of Federalism (CSF), founded in 1967, is an interdisciplinary research, educational and service institute dedicated to the study of federal principles, institutions and processes as practical means of organizing political power in a free society. By initiating, sponsoring and conducting research and educational programs, the Center seeks to increase and disseminate knowledge of federal systems the American and others and federalism in general, and to develop specialists in the growing field of intergovernmental relations. The Center for the Study of Federalism is one of the preeminent institutions of its kind in the world examining questions of federalism and intergovernmental relations. CSF undertakes a number of research and educational programs. The Center undertakes comparative studies of federalism and related problems, critically examines the idea of federalism in both its theoretical and practical dimensions and disseminates the results of its work. The Center conducts lectures, seminars, conferences and institutes/workshops to stimulate knowledgeable discussion about the problems and prospects of federalism and American political life in general. The Center has an extensive publications program in both comparative and American federalism as well as covenant and civil society.

May 30, 2001 ARKANSAS STATE TAX UPDATE 2001 LEGISLATIVE SESSION The 83rd General Assembly (2001 Regular Session) of the Arkansas Legislature convened January 8, 2001 and adjourned May 14, 2001. Several new Acts will have substantial impact on Arkansas taxpayers. The following summaries are derived in part from descriptions compiled by the Office of Revenue Legal Counsel and the Assessment Coordination Department, with appreciation to these agencies for use of these materials. Unless a specific date is noted, new Acts are effective August 13, 2001. A. Income Tax Act 115: Allows not-for-profit corporations involved in the sale, transmission and distribution of potable water to convert their entity status from that of a not-for-profit corporation to a governmental entity, known as a public water authority, so they can take advantage of the tax-exempt status of governmental entities. This Act also allows the public water authorities to issue bonds. The principal of the bonds and interest on the bonds is exempt from all state, county and municipal taxes, including income, inheritance and estate taxes. All properties of the public water authority are also considered public property used exclusively for a public purpose and exempt from ad valorem taxation. Act 634: Readopts Federal law (I.R.C. ¤ 220) on medical savings accounts as of January 1, 2001, and will therefore ensure the continued availability of the MSA program to Arkansas taxpayers during an extended pilot period ending in 2002.

General Information
The University of Arkansas College of Medicine first opened its doors to twenty students in 1879. Eight founding stockholders convinced the Arkansas Industrial University (renamed the University of Arkansas in 1899) to accept the school as its Medical Department. The school was housed in a three-story remodeled building at 113 West Second Street in Little Rock. The only related practical education occurred at a free clinic located in the back of a nearby hardware store. First Medical School Building - 1879-1890 (113 West Second Street) By 1890 a new building was complete at Second and Sherman Streets, six blocks to the east of the original site, contracted by the original stockholders. These more spacious quarters permitted the addition of laboratory studies in histology, chemistry and physiology, plus expanded activities in anatomical dissection. The stockholders also donated land to the city to build the Logan H. Roots Hospital adjacent to the new school. Although construction of the Hospital was completed in 1896, it was not used until 1898 because of insufficient funds; even then the use of the Hospital for clinical instruction was meager since emphasis was placed on the theoretical study of disease and materia medica. Second Medical School Building - 1890-1912 (Second and Sherman Street) Third Medical School Building - 1913-1935 (Old State Capitol) In 1934 the Public Works Administration began construction of the fourth medical school building adjacent to the Little Rock City Hospital on the east end of MacArthur Park. The City Hospital had been built in 1927 and contributed much improved clinical teaching facilities; in 1940 it first received state support and was renamed the University Hospital.

    Index of Subjects
    The U.S. Geological Survey (USGS) has offices in every State and Commonwealth. This widely distributed network of scientific personnel is known for its impartial data collection and research. As the Nation's leading earth science agency, the USGS works cooperatively with local, State, and Federal agencies, enabling resource planners and others to make informed decisions based on objective information. This Fact Sheet describes a few of the USGS activities in Arkansas.
    Critical Ground-Water Areas
    Pumping from the most productive aquifers in Arkansas, the Mississippi River Valley alluvial aquifer and the Sparta aquifer, has led to declining water levels throughout the Gulf Coastal Plain region of southern and eastern Arkansas (fig. 1).These aquifers are the principal source of water for irrigation, industrial, and public supplies in this region. Citizens have become concerned about the declining water levels, reduced well yields, and deterioration of the chemical quality of water in a number of areas in the region. The State Legislature has passed a bill that allows the Arkansas Soil and Water Conservation Commission (ASWCC) to define critical ground-water areas and to restrict water use within them.
