Arthur studied hard and entered Union College in New York when he was 15. He taught school to help pay his expenses and continued to teach while he studied law. He began his law career in New York City. His Presidency: Arthur became president when Garfield died in office. Congress was divided, and both parties were divided. There was little Arthur could accomplish, but his administration's greatest achievement was the Pendleton Civil Service Act. It required people to pass tests for government jobs rather than be handed them as political favors. Arthur was an honest man and had the courage of his convictions. His Life: Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President."

The Presidency. top Arthur succeeded in gaining respect as president, but he generated little political enthusiasm. And, unknown to his contemporaries, he was dying of kidney failure. He effectively hid his illness from the public and even made desultory attempts at the Republican nomination for 1884, but this was probably only because of intense pride. Leaving office in 1885, honored but unlamented, he died of nephritis on Nov. 18, 1886.

Chester Alan Arthur (1830-1886), the 21st President of the United States, was born in Fairfield, Franklin County, Vermont, October 5, 1830. His father, Rev. William Arthur, D.D., was a Scotch-Irish Protestant who graduated at Belfast College, and came to the United States at the age of 18. Here he became a Baptist minister; was interested in antiquarian researches; published a work on Family Names , and during several years edited The Antiquarian . His mother was Melvina Stone, whose grandfather, Uriah Stone, was a New Hampshire pioneer. Chester, the future President, was educated at Schenectady, New York, entered Union College in 1845, and was graduated in 1848. In 1851 he was principal of an academy in North Pownal, Vermont, where, three years later, James A. Garfield taught penmanship. Soon afterward he began the study of law in Lansingburg, New York, and having saved $500 by teaching school, he went to New York City to enter the law office of E.D. Culver. In 1853 he was admitted to the bar and became junior partner of the firm of Culver, Parker and Arthur. This firm attained much notoriety as legal champions of the negro race, and in the famous Lennon case of 1856, succeeded in obtaining for them the right to ride in New York City street cars. Until that time Mr. Arthur belonged to the Whig party, but when the Republican party was formed he was active in giving it local organization.

Chester A. Arthur, 1829-1886
America's 21st president, Chester A. Arthur ascended the presidency under a cloud after the death of James A. Garfield, who was assassinated before completing 6 months as president. A former member of an infamous New York political machine, it was said that no man took the president's office "so widely distrusted, and no man ever retired more generally respected" than Chester A, Arthur. Remembered for establishing the Civil Service Commission, Arthur died November 18th, 1886 at the age of 57. Born on October 5th, 1829 in Fairfield, Vermont, Chester A. Arthur was the son of an Irish-born Baptist minister, William Arthur, and his wife Malvinia Stone. Arthur graduated from Union College at Schenectady, NY in 1848 an honor student and member of Phi Beta Kappa and proceeded to work his way through law school as a teacher. Passing the New York bar in 1854, Arthur took up practice in New York City, where his strong abolitionist sympathies led him to waging famed cases on the behalf of African Americans, including the Lizzie Johnson case which led to a New York State anti-discrimination law.
A conservative republican supportive of Lincoln and the anti-slavery cause, Arthur joined the Union Army during the Civil War and served as the New York State Quartermaster General, coordinating offices as far north as Fort Ontario in Oswego, New York, to main hubs in New York and down to the active battlefields. In October of 1859 Arthur married his fiancee of 3 years, Ellen Lewis Herndon, the only child of USN Commander and explorer

James Buchanan , the 15th president of the United States was distinguished as the only bachelor to serve as Chief Executive and was faulted for permitting the secession of the southern states precipitating the Civil War. Buchanan died June 1st, 1868, the end of his presidential term closing his 47 year career in politics.
