Farm operators may purchase all-terrain vehicles (ATVs) to haul livestock feed or get to the field but ATVs often serve another purpose: recreation. Since youth are frequently victims of accidents involving the popular multi-wheeled vehicles, it's important that all family members know and follow necessary precautions every time ATVs are used - for work or for play. According to the U.S. Consumer Product Safety Commission, four out of every 10 people treated each year in emergency rooms for ATV injuries are under age 16. In 1993, the Iowa Department of Public Health reported at least 50 injuries (including one fatality and nine hospitalizations) from farm-related ATV accidents. Not included are many accidents unrelated to agriculture. This publication briefly discusses major safety concerns related to ATVs, including the need for protective gear, a pre-ride inspection, and proper operation. Parents also should determine each family member's readiness to operate an ATV based on physical size, coordination, balance, ability to judge distances, willingness to follow rules, and peripheral vision.

Riding an all-terrain vehicle can be a very exciting, exhilarating experience but in the hands of an untrained operator an ATV can also be very dangerous to operate. ATV's handle very differently than other vehicles. Accidents happen very fast, even during routine exercises like turning, riding over obstacles, or riding on hills. The purpose of the Wisconsin ATV Safety Training program is to promote responsible, safe and ethical ATV use. By participating in the program students will obtain a better understanding of their obligations to the resources, the landowner, other ATV users and to themselves.

ATV Rules and Safety Code An all-terrain vehicle is defined as a vehicle with three or more low pressure (ten pounds per square inch or less) tires, a total weight of 800 pounds or less and a width of 50 inches or less. Automobiles, trucks, golf carts, dune buggies, motorcycles, etc. are not permitted. Your cooperation is necessary to help protect State Forest land, the wildlife and its habitat, and to assure that other public values and recreational uses are not adversely affected. All ATV trails are designated with signs. Stay on the marked trail. Be informed of local weather conditions and dress and equip yourself appropriately. To make the use of the trails safe and enjoyable for yourself and others, please obey the following rules and regulations:
  • Operators of all-terrain vehicles must abide by State Forest Rules and Regulations and the ATV law. All all-terrain vehicles (ATV's) used in Pennsylvania, except those used for farming or business purposes, must be registered with the Department of Conservation and Natural Resources' Snowmobile/ATV unit. All-terrain vehicles are enormously popular in rural areas, and West Virginia, one of the most rural states in the nation, is no exception. ATVs, riders say, not only are handy to use, they’re just plain fun. They also can be deadly if riders don’t follow a few common-sense safety precautions. Unlike other states, West Virginia hasn’t acted to make any of those precautions a matter of law. The result? The state’s fatality rate in ATV accidents is said to be the highest in the nation.

    A Message from your DNR Conservation Officer: Despite manufacturer's warnings and restrictive laws, children continue to sustain severe injuries operating all terrain vehicles. Conservation officers believe that most ATV owners do not fully understand the uniqueness of ATV design and the potential risk of injury to children.     Governor's Traffic Safety Committee ATVs To promote the safe operation of all-terrain vehicles (ATVs) and respect for the rights of property owners, New York State requires ATVs to be registered and ATV operators and riders to obey special laws. WHAT IS AN ATV? An all-terrain vehicle is any self-propelled vehicle with two or more wheels that is manufactured for sale to be used primarily off-highway or in off-road competitions, and that is no wider than 70 inches and weighs no more than 1,000 pounds. This does not include vehicles manufactured for off-highway use and designed exclusively for travel on snow or ice, and supported by one or more skis, belts or cleats that utilize and endless belt tread. Those vehicles, which include snowmobiles, are subject to other laws and regulations. ATV REGISTRATION An ATV must be registered with the Department of Motor Vehicles (DMV) if it is operated anywhere in New York State, including on the owner's property. We want these policies and regulations to impose minimal restrictions on members, but yet to identify, remedy and penalize offences so that stricter regulations can be avoided in the future.
    REFERENCES We have referred to the US Forest Service OHV Regulations in Colorado , the Crystal Lakes ATV Policy, the GV Rules Committee Initial Proposal for OHV Regulations HIGHLIGHTS OF THE OHV PLAN The following are the primary strategies and features that are currently believed to be an integral part of the new plan:

    ORDER OF THE FOREST SUPERVISOR PROHIBITING "ALL TERRAIN VEHICLE" ATV USE ON SERVICE LEVEL "A" AND "B" FOREST DEVELOPMENT ROADS ON THE SUPERIOR NATIONAL FOREST Pursuant to the Secretary of Agriculture Regulations 36 CRF 261.50(b), the use of all terrain vehicles (ATVs) is prohibited on traffic service level "A" and "B" forest development roads on the Superior National Forest, located in St. Louis, Lake, and Cook Counties in Minnesota. [36 CFR 261.54(a)] The purpose of this prohibition is to provide for public safety and avoid user conflicts. Nothing in this order shall be construed as: (1) restricting any federal, state, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty; (2) persons with a permit specifically authorizing the otherwise prohibited act. Violation of this order is punishable by a fine of not more than $5,000 or imprisonment for not more than six (6) months, or both, under authority of 16 USC 551.
