ATV (All Terrain vehicle) Rider Education
This is a mandatory program for individuals who ride their ATV 's on public. land. It is a cooperative program between the lowa DNR and the ATV Safety Institute (ASI). Courses are from 5 1/2 to 7 hours in length. The primary goal of the program is to promote the safe and responsible use of ATV's. Only ASI certified instructors are allowed to teach the course.

Boating Education
This non-mandatory program is available as an instructed or home study course. The Iowa Boating Education Course is designed to promote safe and responsible boating practices and to instill a sense of responsibility by making the students aware of their actions and the potential consequences of these actions. The course is designed to be a least. 6 hours long. Students must be at least 12 years of age and score a minimum of 80% on the exam to become certified.

  • DOT approved helmets will be required of all riders of ATV's.
  • Only ATV vehicles are allowed in the designated ATV areas. For more information about off road vehicles, go to ATV Rules
  • Only licensed, street legal vehicles are allowed on spillway roads. Spillway road speed limit is 20 mph.
  • Proper U.S. Coast Guard approved safety equipment is required on all vessels including personal watercraft.
  • Camping is allowed in the parish recreation pavilion area only. A camping permit is required. Call the St. Charles Recreation Department at 985-783-5090 Monday – Friday for a free permit.
  • For your safety and security, carry personal I.D. and vehicle proof of ownership at all times.
  • Be considerate of others. Please take home whatever you bring into the spillway.

    Cody Anderson was only 4 when he was killed in 1994. He was playing outside his LaValle home when he drove the small ATV his mother had bought him for Christmas up a steep bank, hit some saplings and flipped over. His 14-year-old baby sitter drove him on another ATV to his grandmother's house for help, but Cody died of a torn liver shortly after. Because it was family land, it was legal for Cody to drive the ATV. That's the kind of deadly accident some safety officials and medical groups say can be prevented through better education and stricter licensing and regulation of ATV drivers. ``You've got a 60- or 70-pound child on a 400-pound machine. They're way too large, way too powerful for the person operating them,'' said John Plenke, a state conservation warden who oversees ATV safety. ``Parents should realize these aren't toys. They should not buy one for their kids without fully realizing what the machines can do.'' You wouldn't necessarily get that impression reading one of the glossy full-color pamphlets at a showroom.

    ATV Rider Safety ATVs can be hazardous to operate. Polaris adult models are for riders age 16 and older. Polaris youth models are for riders age 6 to 15.     Snowmobile Rider Safety Polaris recommends that all Snowmobile riders take a safety course. Riders under 18 should be closely supervised. Three ATVs, three children, three deaths. And there are dozens of stories like those. A now six-year crusade to make ATVs safer will be reborn this year when state lawmakers return to Charleston this week. Since 1982, 218 West Virginians have died on all-terrain vehicles, according to state and federal statistics.

    The El Mirage Off-Highway Vehicle (OHV) Area is located in the Mojave Desert on the western edge of San Bernardino County near the Los Angeles County Line. This off-highway vehicle riding area attracts a variety of activities. The areas of interest include the El Mirage Dry Lakebed, the Shadow Mountains, the El Mirage Basin, and the Twin Hills area that make up the 24,000 acre project area of public and private land. Elevations range from about 2,800 feet at the El Mirage Dry Lake to more than 3,800 feet in the Shadow Mountains. During summer months, temperatures can reach a high of 120 degrees F. Summer thunderstorms can come in with spectacular force, although most of the minimal precipitation falls in the winter months. Winter lows can fall to 5 degrees F. at night, with highs in the 60 to 70 degree F. range during the day. Spring and fall temperatures range between the extremes of winter and summer. Access:
    The riding area is located west of Adelanto, California, between US highway 395 and the Los Angeles County line. Most visitors enter the area from US highway 395 near Adelanto by taking Chamberlaine Way (formerly Crippen Avenue) west to Kiowa Road. Turn right on Kiowa Road and follow the signs toward the town of El Mirage. At El Mirage Road, turn left Just east of the town of El Mirage, take Mountain View Road north to enter the El Mirage OHV Recreation Area. A sign located at this intersection will direct you to the recreation area.

    Off Highway Vehicles (OHV's) include: dune buggies, motorcycles and All Terrain Vehicles (ATV's).
    The following are California State Laws and Federal Regulations
    REQUIRED EQUIPMENT AND SAFETY OHV's must be equipped with an approved muffler, brakes, and spark arrester. (Headlight and tail-lights are required for driving at night.)
    Safety helmets are required for motorcycle operators and passengers when driving on graded, gravel roads, county roads, and state and federal highways.
    Operators must be able to reach and operate all controls on the vehicle.
    Vehicles must meet noise limits as specified in the California Vehicle Code. SPEED LAWS Basic Speed Law: Don't operate your vehicle faster than is safe for conditions.
    Ride 15 mph within 50 ft. of any concentration of people or animals.

Niemeier, Ph.D., senior scientist, NIOSH The National Agricultural Safety Database (NASD) is an extensive compendium of agricultural safety and health education and information resources created to enhance the accessibility of vital, nationwide agricultural safety and health information, regulations, best practices and related materials in a regularly updated form. Child safety issues account for more than 230 listings in NASD. These youth resources include ATV and snowmobile safety, PTOs, tractor rollover, injury prevention strategies, pesticides, farm animal safety, laws and regulations, lawnmower safety; general safety education for the farm family, noise exposures, stress, grain bin dangers, skill level tasks for particular ages, indoor and outdoor hazards, communication, falls, and many other topics. NASD contains over 3,000 agricultural health and safety publications from 32 states (agricultural extension agents and universities), 4 federal agencies and 5 national organizations covering many topics.     At its December 1998 meeting, the Air Resources Board (ARB) revised the regulations governing the registration and use of off-highway recreational vehicles (OHRV). These include off-highway motorcycles (OHMs) and all-terrain vehicles (ATVs). Due to limited product availability, the revised regulations allow ATVs and OHMs that do not meet the new emission standards to be ridden during certain periods of the year - mainly fall, winter and spring months - when ozone levels are low. Ozone is one of the most health-damaging components of smog. Sales and seasonal use of non-conforming OHRVs
    The revised regulations allow the sale of non-complying, two-stroke OHRVs. However, people purchasing non-complying vehicles will receive a red sticker from the California Department of Motor Vehicles (DMV) which must be affixed to the vehicle. The red sticker identifies the vehicle as non-complying and limits its recreational use in off-highway riding areas to designated months when the ARB has determined that ozone levels are low. The months when riding non-complying vehicles is allowed varies from location to location. Persons who ride red-sticker vehicles during months that are not designated for riding for those vehicles are subject to citations and fines. The chart on the back of this page shows the riding areas and the seasons when use of non-complying vehicles is permitted.

    When used safely and wisely an all-terrain vehicle (ATV) can provide a source of fun and family recreation. When used unwisely by an untrained, inexperienced operator, an all-terrain vehicle can be very, very dangerous.     Safety Tips
    • ATVs are designed for one operator only. Never carry a passenger. ATVs are for off-road use only. Never operate an ATV on paved surfaces. Never operate an ATV on public roads. Protective clothing is a necessity. Always wear an approved motorcycle helmet, eye protection, boots, gloves, long pants and a long sleeved shirt or jacket. Never consume alcohol or drugs before or during ATV operation. Avoid excessive speeds. Travel at a speed appropriate for the terrain, visibility conditions, and your experience.

    Park Rules and Safety Requirements
    The four public ATV parks are owned by a number of agencies. Each of these areas has a unique set of rules, but certain standards apply from one park to another. Below is a brief listing of those standards. Be aware of local rules before you ride! State ATV law 1. ATV safety certificates are required for individuals ages 12 through 17. 2. No one under the age of 12 can legally operate an ATV on public land or ice. 3. Person's 12-15 years of age are required to have a safety certificate and be supervised by someone 18 or older when operating on roadways, highways or road ditches. 4. A person shall not operate an ATV while carrying a passenger. 5. A protective helmet is required in all State Sponsored ATV parks. 6. Flags are only required when operation occurs on roadways, highways or road ditches. Flags must be orange and five feet above the ground. Flags are not required in the public ATV parks. 7. Accidents resulting in personal or property damage amounting to $200 or more must be reported. The accident must be reported to a law enforcement agency within 48 hours of occurrence. Unlawful Operations It shall be unlawful for any person to drive or operate any ATV: 1. On public land without measurable snow cover with the exception of designated ATV Facilities.
