Vienna, Brussels (6 th July 1999) Today, Tuesday, the Austrian government passed a decision on the official government position and an „action plan" concerning EU-Enlargement and nuclear power plants (NPPs). This plan was reached through two consultations between the Austrian government, three of the Austrian governors of federal states, GLOBAL 2000 (FoE Austria) and other environmental organisations. „This action plan, which was passed today, gives a new focus to the EU-Enlargement process. It becomes possible now that the spotlight will be on the NPPs in Eastern Europe.", says Corine Veithen, Anti-Nuclear-Campaigner of GLOBAL 2000, „We are confident that for the first time all the member states of the EU would be united in a common effort for nuclear-phase-out." The Austrian government’s position on the NPPs under construction, for example the NPP Temelin in the Czech Republic, is clear-cut. The going-on-the-grid of Temelin will be a severe obstacle for the Czech EU-accession if Temelin does not meet the state-of-the-art of the Union. Nazi Party members were barred from participation. This exclusion sharply limited electoral participation by the nationalist camp, and no party was formed to represent its viewpoint. The ÖVP was thus able to monopolize the entire antileft vote. Voters gave overwhelming support to the two democratic parties: the ÖVP received nearly 50 percent of the vote and eighty-five seats in the Nationalrat, and the SPÖ received 45 percent of the vote and seventy-six seats. The KPÖ received only 5 percentwell below its anticipated 25 percentand four seats. Although the ÖVP thus held an absolute majority in parliament, the government, headed by Chancellor Leopold Figl of the ÖVP, preserved the three-party coalition. STATEMENT BY MEMBERS OF THE DEPARTMENT OF AFRICAN STUDIES, UNIVERSITY OF VIENNA, ON THE PARTICIPATION OF THE FPÖ IN THE AUSTRIAN GOVERNMENT Since the beginning of this year the Austrian government has included a political party (the FPÖ) which has created an image to attract potential voters based on xenophobic and racist themes. Politicians of the party often used a language which can be described as `right-extremist'. The participation of the FPÖ in the government caused vehement reactions within and outside Austria. In many Austrian cities regular demonstrations against the new government have taken place. Many states, e.g. the other 14 EU states, expressed their displeasure and protest through the reduction of inter-governmental political contacts with the Austrian government. Unfortunately in some individual cases cultural and scientific relations with foreign countries were also affected. As Africanists we are aware that we can only pursue our work successfully if we closely cooperate with our partner institutions and colleagues. We are also aware of our responsibility to inform the general public in a fair and objective manner about the social, cultural, political and economical conditions in Africa. In addition, we have always tried to make a contribution to a better relationship between people of different origin, culture and religion. The participation of the FPÖ in the new government has caused us great consternation. Most Austrians share this concern. As members of the Institute of African Studies (staff and students) we sympathize with the national and international protest. We believe that the verbal statements of politicians of the FPÖ in recent years, as well as the slogans of the election campaigns, stimulate xenophobia, racism and right-extremist ideas in the Austrian public. With this declaration we want to make perfectly clear that we distance ourselves in every respect from such inhuman statements and actions. In our opinion they are not only a rhetoric or stylistic faux pas; they are rather embedded in the minds of many FPÖ politicians.

The World Zionist Organization is resolved to take the lead in the campaign against the government in Vienna and calls on people throughout the world who believe in tolerance and on all Jewish organizations to join with us, in voice and action. We are committed to ensuring that Nazism and its credo of racial supremacy can never again rear its ugly head. If people had not remained silent sixty years ago when another Austrian fascist was democratically elected, the Holocaust would not have happened. If once we swore "Never Again," we must today shout out loud and clear that we are witnessing "Austria Again." We must raise our voices and follow them with actions. We will not be silent. The Jewish world must take a firm stance and a leading role in reminding the world of Austria's racist past. We must not let the new government in Austria forget for a moment that its make up is abhorrent. After years of stonewalling on this issue, the new Austrian government has suddenly agreed to sit down with representatives of the Jewish world. We must not let the new government in Austria forget for a moment that its make up is abhorrent to anybody who believes in democracy and wants to ensure that Nazism and its credo of racial supremacy can never again rear its ugly head. We must ensure that governments and people worldwide express their complete and unanimous condemnation of the Austrian government's willingness to include in its ranks a party whose platform is based on racial hatred and xenophobia. We must be wary of condemning the entire Austrian people for the opinions of the Freedom Party and Joerg Haider's racist stance. And yet we must remember that nearly one third of the Austrian electorate voted for Haider and his party, while nearly another third supported the People's Party, which has formed a coalition with the extreme right and brought into power a party whose platform is based on racial hatred and xenophobia.

In addition to Riess-Passer, who resigned both as vice chancellor and party leader, those leaving their government posts included Finance Minister Karl-Heinz Grasser and Transport Minister Mathias Reichhold. History The Center for Austrian Studies has its origin in the decision by Austrian government officials to use the American Bicentennial as an occasion to thank the United States for its political and economic support after 1945. On the suggestion of several Austrians and Americans, including the Center's founding director William E. Wright, the government decided to give $1 million to an American university for the purpose of promoting Austrian Studies in the United States. Half the sum was to be raised from the public sale of $3 "American Bicentennial Star" decals; the other half was to be contributed by the Austrian government. The Austrian public's response to the appeal was so enthusiastic that the goal was surpassed by $200,000, and the government matched the entire amount raised from the public. Among the fifteen universities competing for the gift were some of America's finest educational institutions. The University of Minnesota was chosen over the other two finalists, Yale and Stanford, for several reasons: its existing faculty strength in Central and Eastern Europe, its location in the American heartland among a population with substantial German-speaking ancestry, and its status as a first-rate public university, which made it a natural partner for the public universities of Austria. The University of Minnesota was awarded $1 million to endow the Center for Austrian Studies, and the gift was presented in person by Chancellor Bruno Kreisky on March 16, 1977. The excess $400,000 was given to Stanford to establish a chair for visiting Austrian scholars.
