Secretary of State Madeleine Albright continued to express concern with the role of Jorg Haider's Freedom Party in Austria's government in remarks February 8 to reporters following her testimony at a Senate Foreign Relations Committee hearing on President Clinton's fiscal year 2001 foreign affairs budget request. "When a country such as that has an election in which there has been an appeal to some policies which are repugnant re-statements about World War II or immigration policies or minority policies that are not within the mainstream of where Europe is going I think it is troublesome," she said. While stressing Austria's autonomy in elections, Albright said "Americans have a right to react" to Haider's statements. "The Europeans did also." Following is the text of Albright's comments:

Adolf Hitler was born in Austria, which should not detract from the Museum of Contemporary Art's gala opening Saturday night of the work of Austrian-born architect R.M. Schindler, an exhibit sponsored by the Austrian consul general. Schindler left Austria in 1914, the same year my German Protestant father, like Schindler, emigrated to the United States, decades before Hitler's rise to power. But the enduring stain of German society at its nadir remains, and that Nazism engulfed Austria has been all too easily overlooked. Also overlooked has been the intransigence of the Austrian government in returning art stolen by the Nazis to their rightful owners, one of whom lives on the Westside. This connection is critical because an important trial dealing with art stolen from Austrian Jews during the Hitler years will begin March 19, and an L.A. judge, Florence-Marie Cooper, must decide whether to accept a motion by the Austrian government to dismiss the claims of victims of Nazi theft. One of the most prominent of those victims, Maria Altmann of Cheviot Hills, is among the plaintiffs seeking to have the art their families owned returned to them.

Racist party in the Austrian government
On January 21, 2000, 110 days after the Austrian general election on October 3, 1999, coalition talks between the two major centre parties Austrian Social Democratic Party and the Austrian People’s Party collapsed and Austrian President Thomas Klestil asked the heads of the Austrian People’s Party and racist Freedom Party of Austria to form a government. Freedom Party leader Jörg Haider, so controversial that he is not represented in the government, has made anti-Romani statements in the past. In the wake of a bomb attack in the Austrian town of Oberwart which killed four Romani men, Haider made comments implying that the Romani men might have been involved in activity which led to the bombing. (See ERRC country report Divide and Deport: Roma and Sinti in Austria). During parliamentary debate following the bombing, he additionally referred to World War II concentration camps as “prison camps”. The Freedom Party ran their 1999 electoral campaign on generally anti-foreigner and anti-immigration themes. (ERRC)

2001 European Summer Meeting in Vienna
This is a report from ASL President Donald A. Martin on a decision made during March, 2000, by the ASL Council to hold the 2001 ASL European Summer Meeting (Logic Colloquium 2001) in Vienna, Austria as scheduled. Supporting documents considered by the Council during its discussion were as follows: It should be emphasized that these documents are as they were seen by the Council during its discussion. For later developments or further comments by the involved individuals, the indicated links given above should be followed. When the Freedom Party became part of the Austrian government, the question arose whether or not the meeting should be moved or cancelled. A letter urging that the meeting be moved, a letter signed by more than 90 logicians, was sent by Anand Pillay to the ASL President and Council and to the ASL Committee on Logic in Europe. The letter argued that holding the meeting would be counted as an endorsement of the Austrian government, that many logicians would be politically or personally uncomfortable about going to the Vienna meeting, and that the meeting would be unsuccessful because many logicians would not attend.

Mr. Chancellor, Madame Vice-Chancellor Riess-Passer, Leaders from the Austrian Parliament including President Dr. Heinz Fischer, Dr. Van der Bellen, Dr. Kostelka, Dr. Kessler representing the private sector, Ambassador Winkler and Excellencies from Belarus, the Czech Republic, Hungary, Poland, and Ukraine as well.
The Austrian Government and Austrian companies have courageously come to terms with injuries to laborers they caused and that have remained largely unaddressed for 55 years. In so doing, they are providing a measure of justice, however belatedly and albeit for a small fraction of victims who survived, but justice nevertheless for the elderly survivors of slave and forced labor in the territory of present-day Austria. I commend the Austrian Government, under the inspired leadership of Chancellor Schüssel and my wonderful colleague, Maria Schaumayer a great Austrian patriot for moving swiftly to draft the legislation establishing the Austrian Reconciliation Fund and to sign the labor agreement and Joint Statement today. This will lead to the establishment of the Austrian Reconciliation Fund, which will provide some justice to around 150,000 laborers, the overwhelming majority non-Jews from Central Europe and elsewhere, even those who worked for Austrian companies during World War II which are now defunct. I also want to commend the Austrian government for ensuring that other victims who suffered in labor camps, but who may not have performed labor, also receive some justice. In particular, I want to cite the specific inclusion of certain victims:

President Klestil, Chancellor Schüssel, who has done so much to make this day possible and whose leadership and vision we deeply appreciate, Maria Schaumayer who was my partner and, if I may say so, I was the junior partner and she the senior partner, Heinz Fischer, President of the Austrian Parliament, Ambassador Sucharipa, Ambassador Winkler, Excellencies. "Historic" is a much-abused word, used so often that it has become debased. But today's signing is genuinely historic because, by providing a measure of justice to many forgotten victims of the Nazi era, the Austrian Reconciliation Fund will set an example for others both today and in the future. The Austrian Fulbright Program in brief
The program was initially proposed and sponsored by U.S. Senator J. William Fulbright (Arkansas) in 1946. The legislation, best known as the Fulbright Act , authorized the Secretary of State to use proceeds from the sale of surplus war property outside the United States after the Second World War to finance exchanges of students, teachers, and professors. According to the official text of the Fulbright Act, the purpose of the Program is "to promote mutual understanding between the people of the United States and the peoples of other nations."
The new Act made available an unprecedented amount of funding for exchange programs and stipulated that awards be granted to foreigners to teach or study in the U.S.A. as well as to U.S. citizens to teach and study abroad. It also introduced a new concept for exchange agreements by providing for program administration based on binational commissions. In 1961, various pieces of legislation affecting educational exchange were consolidated into the Fulbright-Hays Act . This Act broadened the scope of the Fulbright Program, gave it new flexibility, assured funding in dollars as well as foreign currencies, and authorized the receipt of contributions from other governments.

THE INVASION OF AUSTRIA
M. DONNEDIEU DE VABRES:
The invasion of Austria was a pre-meditated aggressive step in furthering the plan to wage aggressive wars against other countries. As a result Germany's flank was protected, that of Czechoslovakia being greatly weakened. The first step had been taken in the seizure of " Lebensraum"; many new divisions of trained fighting men had been acquired; and with The seizure of foreign exchange reserves, the re-armament programme had been greatly strengthened. On the 21st May, 1935, Hitler announced in the Reichstag that Germany did not intend either to attack Austria or to interfere in her internal affairs. On the 1st May, 1936, he publicly coupled Czechoslovakia with Austria in his avowal of peaceful intentions; and so late as the 11th July, 1936, he recognised by treaty the full sovereignty of Austria. Austria was in fact seized by Germany in the month of March, 1938. For a number of years before that date, the National Socialists in Germany had been cooperating with ,the National Socialists of Austria with the ultimate object of incorporating Austria into the German Reich. The Putsch of July 25th, 1934, which resulted in the assassination of Chancellor Dollfuss, had the seizure of Austria as its object; but the Putsch failed, with the consequence that the National Socialist Party was outlawed in Austria. On the 11th July, 1936, an agreement was entered into between the two countries, Article 1 of which stated:

In a report released today, the International Energy Agency (IEA) praises the Austrian Government’s progress in recent years, such as improvement of security of supply through diversification of gas supply sources and abolishing import licences for fossil fuels. Austria also has a very good record of low CO2 emissions due to extensive use of hydro and other renewable energy sources. The report, entitled " Energy Policies of IEA Countries - Austria -1998 Review ", recognises the important challenge the Austrian Government faces to introducing more competition in the energy sector, and recommends the Government to take a clear market-oriented approach in its efforts to liberalise the electricity market. Local governments are heavily involved in the utility sector. In Vienna, the utility is part of the city government itself. The report states that utility should be an independent legal entity, corporatised and with unbundled accounts for each part of its business. It recommends the government to investigate whether there are obstacles to full commercial management of the electricity industry. The Austrian Government has impressive achievements in promoting renewable sources of energy, in line with its long-term energy objectives. However, the promotion of new renewables should not distort competition as is now the case with some projects. The report recommends the Government to continue to support the commercial deployment of renewable energy sources, but at the same time ensure that decisions to invest in renewables are based on economically viable cost calculations.

September 2000 ::Right Wing Government Targets Public Netbase The individuals, initiatives, and organizations listed below hereby demand that Public Netbase, the Viennese Center for New Media, should neither be forcibly closed, nor should it be moved from its current location in the Museumsquartier. We urge the Austrian government to acknowledge Public Netbase as a pioneer in the field of new media arts and culture by enabling the organization to continue its work in the Museumsquartier. Unfortunately, since the change in government, Public Netbase has become the target of unreasonable accusations, hidden machinations, and unwarranted attacks. The withdrawal of all federal funding, the government's effort to stop support on the regional level, and the unsuccessful but extensive investigation into alleged financial misappropriations, are clearly being enacted as a means of silencing critical voices in Austrian civil society. We find this situation to be not only shocking but also deeply distressing, considering the contributions Public Netbase has made to the local community and to the field of new media arts.

The main task of the National Fonds is to provide financial support for victims of National Socialism as quickly, flexibly and unbureaucratically as possible. It was established in 1995, the 50th Anniversary of the Second Republic, in order to "remember all the immense wrong inflicted on millions of human beings by Nazism as well as the fact that Austrians, too, were involved in these crimes." To date over 18,000 applicants worldwide have received payments from the National Fonds. The Fonds pays according to age priority. In case of grave illness or social need, payments to younger persons can be made earlier - in case of social hardship the amount of 70,000 Austrian Schillings (approximately $6,000 US dollars) can be tripled. The formation of a new Austrian government coalition, comprised of the conservative Peoples Party and the far right Freedom Party of populist leader Joerg Haider, has sounded alarm bells throughout Europe and beyond. Founded in 1956, the Freedom Party was composed of ex–Nazis and Nazi supporters, but was not a major political factor until Joerg Haider became its leader in 1986. Haider brought his party to a second place finish in last fall's parliamentary elections through a mix of populist, xenophobic and anti-establishment themes. Past comments by Haider expressing support for Hitler's "labor policies," describing Nazi concentration camps as "punishment camps," and in praise of Waffen SS units were widely repeated as evidence of an unwillingness to confront his country's Nazi past. Though his recent election success owed much to voter dissatisfaction with the long-time ruling coalition, his party has always held at its core anti-Semitic and racist elements. Considering the general rise in extremism throughout Europe, the danger posed by Joerg Haider’s leadership extends beyond his small country's borders. The Freedom Party’s entrance into mainstream government represents a successful model for neo-fascist political movements in the center of Europe by playing on racist and xenophobic fearseven at a time of economic prosperityand opening the taboos of Holocaust denial and veiled anti-Semitism in the very homeland of Hitler.

At the beginning of Fabasoft's "e-Government for the Information Society" event (20th June 2001, Hofburg, Vienna), Leopold Bauernfeind (CEO, Fabasoft) referred to the Austrian government initiative: "… to establish standard electronic software for business applications throughout public administration as well as installing electronic records as widely as possible by 2003."

When he was foreign minister, the Austrian Chancellor Dr. Wolfgang Schüssel who underpinned the speech of Leopold Bauernfeind, had already introduced electronic records to the foreign ministry. Within a year, he introduced electronic records in the Chancellor's Office as well. At the moment, three departments of the Austrian government are working with electronic records.

Go to summary report A. Critical issues: In the last five years, the US's influence has increased enormously, now that it is the only superpower. The success of global governance is very closely tied to the willingness of the US to provide support or not to the reform agenda. In Europe, social questions such as unemployment have become far more important in the eyes of Europeans a problems related to the environment. Austrian NGOs do not feel that the Austrian Government has placed a sufficiently high enough priority on promoting the sustainable development agenda. Many projects that are subsidized by the Austrian Government are contrary to the principles of sustainable development. The global money markets earn more money than the service sector. Unregulated currency transactions have deleterious social and economic consequences and are quickly becoming the driving force in the development of government policy. Development in Austria five years after Rio can not be considered as being more sustainable as it was before in 1992. The reason, in the view of Austrian NGOs view, is not a lack of relevant concepts but rather a failure of their concrete and widespread implementation. It is exactly this implementation aspect that has to be in the center of the Austrian Agenda 21 process in the coming years.

Seven years later, the Soviet army entered Austrian territory on 30th March 1945 and captured Vienna on 13th April. US forces entered Austria on 30th April, with French and British troops following soon after. On 8th May 1945, Germany surrendered bringing an end to World War Two in Europe. In the Soviet occupied eastern half of the country, the Soviets asked Karl Renner, a Socialist leader, to form and head a provisional government whom the Soviets believed they would be able to manipulate. Renner recruited the leaders of the three nonfascist parties and established a city administration in Vienna in early April 1945. On 27th April 1945, the provisional government issued a decree nullifying the Anschluss and reestablishing an independent, democratic Republic of Austria. The formation of the provisional government in the Soviet-occupied part of Austria surprised the Western Allies and they declined to recognise it, fearing a Soviet puppet government. As political figures became active in the western occupied sectors of Austria, the Soviet allow the provisional government to establish contact with them.

As it is quite well known, a new coalition government was formed in Austria last February. What made such government something peculiar was the participation of the FPÖ (the Freedom Party Appointing The Three Wise Men
and on the Freedom Party as such. The European Presidency limited its role to ask the President of the European Court of Human Rights, seating in Strasbourg, to design the three rapporteurs. Three experienced experienced public men were chosen, namely, former Finnish president Martti Ahtisaari; former Spanish foreign minister and former Comissioner Marcelino Oreja; and leading German lawyer Jochen Frowein. In a reasonable period of time (less than three months), the three wise men managed to gather relevant information and to have meetings with members of government, political parties and civil society representatives in Austria. This preparatory work led to the issue of their report by September 8 th . The positive assessment of the attitude of the Austrian government to fundamental rights has been considered a sufficient basis for the unconditional lifting of the sanctions on Austria.

Holocaust Lawsuit Seeks Restitution from Austria; U.S. - Austria Agreement Flawed WASHINGTON Holocaust victims and heirs are suing the Austrian government, Austrian businesses and insurance companies to recover compensation for property and other assets that were confiscated before, during and after World War II.
The lawsuit, filed Friday, February 23, by Unlike previous Holocaust lawsuits , a significant number of survivors and Heirs have joined in this action and, as well, their claims are backed by substantial and detailed documentation of the specific property that was taken from them or their families," said Robert L. Carter, a McKenna attorney. This action was taken notwithstanding an agreement last month between the United States and Austria to provide financial compensation and property restoration to survivors and other victims of the Nazi tyranny.
