A wildlife closure area was established for the protection of wildlife, including bald eagles on approximately 75 acres along the south end of Horse Butte. This closure was initiated in 1993 and prohibits any human entry from December 1 to August 15 annually. The capture facility is located within 1/2 mile of the bald eagle nesting site. Grizzly bears in the combined Cabinet-Yaak/Selkirk recovery zone number less than 100 animals. Grizzly bears in the Cabinet-Yaak and Selkirk recovery zones of Idaho, Montana and Washington are in danger of extinction but will not have their status reclassified from threatened to endangered, the U.S. Fish and Wildlife Service announced April 22. The agency decided that the need to protect other species, such as the Canada lynx, was a greater priority than extending the protection of a species that is already protected by the Endangered Species Act. The analysis of this grizzly bear population was conducted in response to a U.S. District Court order stemming from a petition to change the status of the species filed by the Fund for Animals and the Biodiversity Legal Foundation. Federal biologists concluded the population is in danger of extinction because it is small and threatened by habitat alteration and the cumulative impacts of recreation, timber harvest, mining, road construction and other human activities. In addition, it is facing potential isolation by activities across the border in Canada.

Once threatened, Yellowstone's big bears have recovered. Can humans learn to live with them?
On a crisp morning last May, Jennifer Bales, 14, got up at 6 a.m. to feed her lambs. The sky was brightening above her home in a valley near Cody, Wyoming. In the past, other lambs that Jennifer had raised had won ribbons at the county fair. She had high hopes for her four new lambs. She filled a bucket with water and walked across her yard toward the lamb pen. An eerie silence warned her something was wrong. "I stopped and just kinda looked around," she says. "Then I saw them and ran." Three of the lambs lay dead in the dirt, bloody and partly eaten. Fresh grizzly-bear tracks told the tale. That night state wildlife experts set a trap near the pen and caught a 2-year-old female grizzly. "She may have just been kicked out by her mother after waking up from hibernation," guesses wildlife biologist Mark Ternent. "She was looking for something to eat." The next day the bear was hauled 100 miles into Yellowstone National Park and released. "It was nice knowing they caught it," says Jennifer. "Bears are fine as long as they stay away from homes."

However, they are listed as threatened by the state of Florida. DESCRIPTION: These black bears often have a white band of fur across their chest. The distinct shape of their skull differs from those of other black bears. SIZE: The average weight of a Florida black bear is 350 pounds for males and 150 pounds for females. However, they can range in weight from 150 to 600 pounds. They are 4.5 to 6.5 feet long, making them larger than any other subspecies of black bears. POPULATION: It is estimated that there are between 1,500 and 2,500 Florida black bears LIFESPAN: Male bears usually live from 15-25 years, while females can live up to 30 years. Alaska is unique among the states in retaining nearly all of its native animals and plants in their natural diversity and abundance. Our geographical isolation, relatively recent growth in population, limited development, small agricultural industry, conservative laws governing the introduction and importation of exotic animals, and a little luck, all contribute to this favorable condition. Substitutes for endangered and threatened species in traditional medicines
Why explore the issue of substitutes?

Many traditional medicine disciplines utilise wild plants and animals. For example, traditional Chinese medicine (TCM), the most widely practised traditional medicine system in the world, utilises more than 1000 plant and animal species. TCM is used throughout Asia and by Asian communities worldwide. In addition, it is increasingly attracting non-Asian consumers. While TCM has been practised for perhaps 5000 years, some of the wild plants and animals long utilised are now threatened or in danger of extinction. Among these are certain orchids, musk deer, rhinoceroses, Tigers, and some species of bears. The changing status of the Tiger is one of the most dramatic examples. There may be as few as 5000 Tigers remaining in the wild compared to the 100 000 that existed earlier this century, and three species have become extinct in the past 40 years. Habitat loss and fragmentation played a significant role in the Tiger's decline. Today, however, poaching to meet demand for Tiger bone in traditional East Asian medicine is the most urgent risk to the Tiger's long-term survival. Owing to the strong allegiance to TCM as a legitimate health care system as well as its cultural significance, protective laws and trade bans are not enough to stop the use of highly endangered species in medicines. In the case of Tiger-based medicines, China and other consuming countries and territories have introduced trade bans, and China has even removed Tiger bone from the official TCM pharmacopoeia. However, as Tiger bone has been a respected ingredient in TCM for treating painful diseases of muscles and bones for centuries, there remains a stubborn residual demand and, therefore, a black market trade that spans the globe to meet it.

If the biological analysis of potential source areas outlined in Section 10 identifies bears which are available for translocation into the Salmon-Selway region, these bears will be considered an augmentation to the existing population and will also be classified as a threatened species under the Endangered Species Act. Section 10(j) of the Endangered Species Act provides for experimental populations of wildlife protected under the Act. However, such experimental populations must be completely separated from other populations and be geographically separate as well. Research has documented at least one radio-collared grizzly bear has denned within the proposed analysis area, sightings of grizzly bears persist, and an established grizzly bear recovery zone is less than 40 air miles away. For these reasons, an experimental, non-essential population designation does not meet the criteria of Section 10(j) of the Endangered Species Act and it is therefore an inappropriate designation for this area. (b)Management (c)Response Time In the event of conflicts between bears and humans and/or livestock, the U.S. Fish and Wildlife Service and/or state fish and game management agencies shall respond within 24 hours from the time of notification of the conflict and shall take appropriate measures such as initiation of live-trapping efforts and relocation of problem bears.
