Belarus Government Blocks Foreign Priests For Church MINSK, Belarus (CWNews.com/KNS) - The Belarus government has told the Catholic Church in the former Soviet republic that no more foreign priests could be brought into the country now that the first group of native priests had been ordained, according to Keston News Service. "Recently we were officially informed that no more foreign priests could come to Belarus because the Catholic Church now has a seminary of its own and the first priests were already trained," reported Cardinal Kazimierz Swiatek. At age 84, the cardinal serves as archbishop of Minsk and bishop of Pinsk. Condemned to death in 1939, he was imprisoned for a decade and in 1991 became the first Catholic bishop in Belarus for almost 50 years. Since that time the first seminary has received 25 candidates for the priesthood annually not enough to replenish the parishes, ninety percent of which were destroyed or confiscated by the Communists. The initial rebuilding of the Church has been made possible by 130 Polish priests who have come to serve in Belarus since the early 1990s. These foreign priests seven of whom serve in the Chernobyl diocese are those affected by this government decree. Cardinal Swiatek said, "We are most heavily restricted at the administrative level. The priests who come from abroad require permission from the state, without which they cannot carry out their ministry as priests." Despite severe restrictions the Cardinal said he will press on rebuilding and restoring the Catholic Church. When asked what gives him the strength to continue his work, the cardinal replied, "The Church in Belarus is led by the Holy Spirit, by God. I am only His instrument."

Sibneft acquires Belarus government's stake in Slavneft
07-12-02 In a transaction valued at about $ 207.2 mm, Russia's Sibneft has acquired the Belarus government's 10.85 % stake in Slavneft. The state-owned Russian company Slavneft was already part of the Sibneft portfolio, with 12.8 % of its ownership held jointly with Tyumen Oil. Sibneft now has a 23.85 % interest in Slavneft and is likely to seek the Russian government's 74.95 % interest at the privatisation sale that is to be held December 18th by the Russian Federal State Property Fund. A beginning price has been set at $ 1.7 bn for this majority interest in Slavneft.
Sibneft is the likely frontrunner for the Russian sale since LUKoil has withdrawn from the bidding and Yukos said it would not be participating. With Tyumen Oil, the company already holds significant shares in Slavneft's most important subsidiary, Megionneftegaz as well as in the Yaroslavl refinery, and it is Megionneftegaz, headed by an ex-Sibneft executive, that produces 87 % of Slavneft's total oil output. Other companies expected to bid against Sibneft for the Russian government share in Slavneft are declared participants Tyumen Oil and CNPC as well as Rosneft and Surgutneftegaz, and perhaps BP, which had earlier said it would bid in partnership with Tyumen Oil but may now bid alone.

Belarus government in turmoil coming up to referendum
    November 18, 1996
Web posted at: 12:00 a.m. EST (0500 GMT) MINSK, Belarus (CNN) Parliament members signed petitions Monday to impeach President Alexander Lukashenko as they fought to keep the chief executive from expanding his already sweeping powers in the former Soviet republic of Belarus. If approved, the referendum would extend Lukashenko's term until 2001, and give him the right to disband parliament and appoint judges, election officials, some legislators and most members of the Constitutional Court. Also Monday, Prime Minister Mikhail Chigir resigned. He did not explain why he handed in his resignation, but he has in the past opposed Lukashenko's attempts to ram the constitutional amendments through. A referendum on the amendments is scheduled for this Sunday. The Associated Press contributed to this report.

    • October, 10-11 - Congress of the Belorussian Trade Union Federation October, 18-20 - Mission of the International Labor Organization October, 19 - Massive Trade Union protest actions throughout the country
On October 10-11 , a Congress of the Belorussian Trade Union Federation (FTUB) will be held in Minsk, marking a decisive step in the struggle of Belarus working people for their rights. The Belarus Trade Unions have been under persistent pressure of President Lukashenko and his Administration. The Presidential power structures have been trying to establish their own control over the election process and to replace independent trade union leaders. The Governmental pressure on the Belarus Trade Unions became stronger, in particular, on the eve of the FTUB Congress and the ILO Mission visit to the country. On September 27 , following a formal pretext, the Government closed down the FTUB bank account threatening to initiate criminal procedures against trade union leaders. In the context of the ongoing pressure a blockage of the FTUB office is not unlikely. Trade Unions of Russia and the rest of the world are expressing their support to the Belorussian Trade Unions through participating in the international campaign of letters of protest to the Administration of President Lukashenko ( www.trud.org/belarusprotest.htm

11:19, 21/02/2002, Radio Free Europe / Radio Liberty (Washington, DCFebruary 20, 2002) The government of Belarus is intensifying its campaign against the independent media that provided a platform for opposition candidates during last September`s presidential election, according to four journalists who spoke at a recent briefing at RFE/RL`s Washington office. Briefing on Harassment of Media in Belarus Radio Free Europe / Radio Liberty 1201 Connecticut Ave NW Washington, DC 20036 http://www.rferl.org The government efforts now target editors and journalists for criminal prosecution under the country`s libel laws, in addition to mandating new licensing procedures, intensifying economic discrimination and limiting access to information. Andrei Bastunets, a media lawyer who also serves as vice president of the Belarusian Association of Journalists, stressed that the government seeks to isolate independent media in Belarus by confining them to an ever smaller space - a "virtual reservation." He said that of the 1,000 non-state media outlets the government claims to be operating in Belarus, only 40 report on social or political topics. As for Belarus` single national television station, Bastunets said it is controlled by the president and that the government will retain 51 percent ownership of a second national TV channel set to start broadcasting in the spring.

Heads of the US Helsinki Committee urged Belarus to allow the OSCE monitors to be present at the September 9, 2001 elections. “The refusal by the Belarusian authorities to issue mandates to the ODIHR OSCE mission, which sought to monitor presidential elections there, calls into question the fairness of the process,” – declared chairman of the Helsinki Committee senator Ben Nighthorse Campbell. Long-term OSCE observers have to arrive in Minsk on August 1 in order to watch over the candidates’ registration process and the formation of local electoral commissions. 3 April 2001 – for immediate release BELARUS GOVERNMENT GEARS UP FOR ELECTION REPRESSION Arbitrary detention and beating by Grodno police of a 17-year-old photojournalist and proposals to restrict foreign funding for NGOs are two reasons why ARTICLE 19’s submission to the UN Commission on Human Rights addresses the serious threats to freedom of expression being experienced in Belarus. 25 March is ‘Freedom Day’ in Belarus. Ironically, both this year and last participants in a demonstration to mark the day have been detained and beaten. Non-state journalists covering the events have also been arrested and attacked by police and had equipment confiscated and broken whilst carrying out their professional duties. On 12 March 2001, the same day Belarus’s only non-state printing house was forced to close, President Lukashenka issued a Decree which, if passed by the National Assembly, will seriously restrict overseas funding of non-governmental organisations. The Decree would put even more pressure on legitimate activities geared towards generating an environment where free and fair elections can take place – activities which the government obviously regards as a threat to its political strength in the run-up to Presidential elections. The text of the proposed Decree specifically states that "foreign gratuitous aid" may not be used for holding gatherings, meetings, street marches, demonstrations, production and dissemination of "agitation" materials and holding seminars. A registration process is required for those wishing to receive foreign funds, with the Department of Humanitarian Affairs (under the President) keeping tight control on permissable limits and purposes of funding.

The Last Dictator of Europe has stayed in power again. June 7, 2001. A series of kidnapings/murders of political figures in Belarus was allegedly executed by the secret Death Squad "Almaz" of Lukashenka Regime according to the open letter of Dmitry Petrushkevich and Alieh Sluchek - the two state prosecutors in Belarus. Two Belarusian prosecutors have died mysterious deaths, others received physical threats to them and their families in a heroic struggle against the governmental coverup of political murders
    Introduction
Since Aliaksandr Lukasenka (Alyaksandr Lukashenka) became President, he has thus eliminated all characteristics of a constitutional state, from the national symbols to the Constitution and the popularly elected parliament. Therefore it is difficult to describe the "Law" of Belarus today. Existing rules and laws are ignored by the government and constantly violated, so we must say that there are no basic rules which could constitute the foundations of Belarusian law. Any law or rule can at any time be created, changed and violated by the chief, the only ruler.
    Aliaksandr Lukasenka
So the political development and the future of Belarus in general unfortunately depend mainly on one p erson - the Belarusian President.
