Government
Although Benin has experienced many changes in government in recent history, it is currently a multiparty democracy. Benin was a colony of France until 1960 and was known as Dahomey until 1975. From 1975 to 1990, the government's ideology was Marxism-Leninism. Following a National Conference in 1990, however, Benin adopted a new constitution and formed a new government based on democratic principles. The new constitution was founded on the determination of the people of Benin to create a pluralistic system which guarantees dignity and justice for all citizens. Protection of these principles is necessary to sustain the important spiritual and cultural harmony among all of Benin's people. The president is elected by popular vote every five years. The most recent presidential election was held in March 2001; the next election is to be held in March 2006.

Benin Essay written by Unknown Benin, independent nation of W Africa, formerly called Dahomey. Once a French protectorate, it is a country of 40 ethnic tribal groups and a low-level economy.
Land and Economy
Located in the bulge on the S side of W Africa, Benin is bordered by Nigeria, Toga, Berkina Faso, and Niger, with 75 mi (121km) on the Gulf of Guinea. The coast is hot and humid, and there are two rainy and two dry seasons; average annual rainfall is 32in (813mm). Benin has three plateaus, one fertile, another of bare rocks, and a third with streams flowing to the Volta and Niger rivers and including the Atakora range. The E section is a plain. Subsistence agriculture is the economic base. Palm products and cotton account for half of export revenues.
People
The leading class in Benin is composed of male-line descendants of the Aja (Fons, or Dahomey) who had established the early kingdom. Trained for civil service by the French, they are the best educated; literacy is 25% among school-age children. In the N are the nomadic Fulani and the Somba tribe, hunters with no political organization; E are Baribas. 90% of the population is rural, and 65% practices animist religion. French is the common language.
Government
Benin has been under military rule since 1970. The constitution of 1977 instituted a national assembly, whose members belong to the sole legal political party, the Benin People's Revolutionary Party.

Background
The Federal Republic of Nigeria covers an area of 923,768 sq. km on the shores of the Gulf of Guinea. It has Benin on its Western side, Niger on the North, Chad to the north-east and Cameroon to the east and south-east. Its November 1991 census stood at 88,514,501 and has risen above 120 million currently. It is the most populated country in Africa. Its population is extremely diverse with well over 250 ethnic groups, some numbering fewer than 10,000 people. Ten ethnic groups including Hausa-Fulani, Yoruba, Ibo, Kanuri, Tiv, Edo, Nupe, Ibibio and Ijaw account for nearly 80% of the total population. Most of its population is concentrated in the southern part of the country, as well as in the area of dense settlement around Kano in the north. Between the two areas is a sparsely populated middle belt.
Pre-colonial History
Between the 11th century and European colonial conquest in the late 19th century, the area in and around Nigeria was home to a number of sophisticated and influential societies. Among the most important were the northeastern kingdom of Borno, the Hausa city-state/kingdoms of Katsina, Kano, Zaria, and Gobir in northern-central Nigeria, the Yoruba city-states/kingdoms of Ife, Oyo, and Ijebu in southwestern Nigeria, the southern kingdom of Benin, and the Igbo communities of eastern Nigeria. Extensive trading networks developed among these societies and northwards across the Sahara.

Brief history of IPGRI in sub-Saharan Africa
The first IPGRI (then IBPGR-International Board for Plant Genetic Resources) office was established in West Africa in Ouagadougou, Burkina Faso in 1981. It was later moved to Niamey, Niger in l987 and given responsibility for West and Central Africa, with a single scientist. The Nairobi office was established in 1982 with, at that time, responsibility for Eastern and Southern Africa. One scientist also originally ran it. At this time IPGRI (IBPGR) was a field programme of the FAO and the initial emphasis of the work in sub-Saharan Africa was assistance to national programme in procurement and development of conservation facilities; collection of germplasm through both local and international missions and training of national programme staff in plant genetic resources conservation and use mainly at the University of Birmingham through fellowships provided by UNEP and FAO . Because of the urgent need to rescue germplasm from a multiplicity of threats IBPGR (IPGRI) located one collector in the LAC region and was based at IRAZ in Burundi while another collector was based in Harare Zimbabwe to facilitate germplasm collection in the Southern Africa region. After an internal re-organisation and the establishment of IPGRI as an independent CGIAR institute, the sub-Saharan Africa Group was established, with a main office in Nairobi. The office had four staff members (2 IRS and 2 LRS) and a sub-office for West and Central Africa in Niamey with two staff members (1 IRS and 1 LRS, the latter on a special project). This latter office was relocated to Cotonou, Benin in June 1996.

With two years to go before the presidential elections scheduled for 2000, tension was already mounting in Côte d'Ivoire. The government took a number of steps, including measures strengthening the role of the army in maintaining law and order and giving the Head of State greater powers over the postponement or cancellation of the electoral process. The opposition responded by calling on the civilian population to take to the streets in protest. Meanwhile, the military presence was increased in western Côte d'Ivoire, which is traditionally the focal point for opposition to the government and where some 150,000 Liberians had taken refuge.

In 1998, Guinea was involved militarily on two fronts. In June, it sent several hundred troops to Guinea-Bissau to help the government deal with the mutineers, [9] and Guinean forces clashed on several occasions with Sierra Leone rebels along the border in Guinea Forestière. However, the situation in Sierra Leone, where the civilian population continued to suffer from the effects of the conflict despite the peace negotiations between the government and the RUF*, and to a lesser extent in Guinea and Cte d'Ivoire was a particular source of concern to the ICRC during the year.
As in 1995, the presence in western Cte d'Ivoire of large numbers of refugees from Liberia gave rise to tension between them and the police. Similar tensions involving refugees from Sierra Leone arose in Guinea. Since these refugees were covered by UNHCR's mandate, the ICRC concentrated on restoring contact between them and their families.
In Guinea, several army units mutinied in Conakry in February. While the initial cause was economic, the mutiny took a political turn when the soldiers involved attempted to oust the head of State. The ensuing fighting took a heavy toll of about 50 dead and many injured, and an undetermined number of mutineers were arrested (about 40 of them were still in prison at the end of the year). A second mutiny followed in March, but had less serious consequences than the first one. The ICRC asked to be allowed to visit the people detained in connection with these events. At the end of the year, it received the authorities' permission to visit the people held under the responsibility of the prison administration. Since the imprisoned insurgents were held under the responsibility of the Ministry of Defence, visits to them were thus excluded.
